%X This is the history of the relationship between the Mexican Telephone Company and Mexico City municipal council in regard to a controversy about the government's longdrawn insistence on the telephone company to withdraw its street poles. The US company, however, based its opostition in the capital city's peculiar relationship with water. Built over a dried up lake it was nevertheless prone to flood. Yet the oportunity to get rid of the poles came when most of the flooding was fionally controled after 1900. Two years later, the city council named a special commission to study the feasibility of building an underground network so the telephone, telegraph and electric power utilities could bury their wires.
