The poverty of nations
Freeman, Alan
O10 - General
B50 - General
B00 - General
Why, despite unceasing technical advance, do most people live in growing poverty, and why has the inequality between nations increased apparently without limit throughout the history of the world market? Thes two deeply-related (though distinct) problem reduce to the following: how is it that technical progress, which for the first time makes it physically possible to liberate human beings from subjection to Nature, not only maintains but produces and reproduces social regression, deprivation and division?
Answers to this question divide, simply, into two: theories which treat polarisation and poverty as exogenous to the market and those which attempt to show they are an endogenous product of the market. For the first group of theories, which recognise the theoretical coherence of mainstream accounts of trade such as the Samuelson Factor-Price theorem, the natural tendency of the market is not only to optimise but also to equalise. Equalisation, whilst it does not follow with necessary logic from the fundamental theorems of microeconomic equilibriam such as Pareto optimality, does so follow on the basis of simple additional assumptions which appear not to be violated in the world today, and the fact that it occurs is in consequence counterfactual to existing theory. If the fundamentals of general equilibrium economic theory are to be maintained in the face of the evidence of long-term trends in world inequality, polarisation must be explained as an outcome of institutional or other factors outside of the market: history, governance, accident, or culture.
Other authors, such as the dependency theorists (of which Gunder-Frank's 'Development of Underdevelopment' is perhaps the most emphatic example), assert that it is the market itself that produces polarisation. This body of work, notwithstanding, has failed to generate an explanation which is both coherent, general, and rigorous, of how the market can do this.
The purpose of this article is to demonstrate that there are mechanisms intrinsic to the market and indissociable from it, which necessarily generate polarisation. These mechanisms however cannot be explained on the basis of the assumptions of general equilibrium or any theory based upon it. They arise from technological rent, once known as super-profit or surplus-profit, the differential profit earned by the owners of superior means of production. Any theory rooted in the assumption of equilibrium necessarily ignores (in fac, suppresses) the effect of differential rent which, notwithstanding, creates positive feedback creating an effective monopoly of innovation in the hands of those countries in which the most advanced means of production are to be found, as has been noted - but not explained - by writers such as Khor.
The article details a value-theoretic concept of the mechanisms of long-term polarisation and demonstrates that such an explanation requires the abandonment of the assumption of general economic equibrium and the adoption of a temporal methodology.

This text comprises chapter 13 of Marx and non-equilibrium Economics[1]. It provides a general mathematical specification of a non-equilibrium interpretation of Marx’s theory of value. It refutes the Okishio theorem and solves the transformation problem. It is a foundation work of scholarship within the TSSI (temporal single-system interpretation) of Marx.
It specifies temporal values within a continuous-time framework as opposed to a discrete-time framework, and shows how to pass from discrete or serial time (difference equation, sequential) formalisations to continuous (differential equation, temporal) formalisations of the conservation of value.

This article, presented to the Annual Conference of the History of Economics Society, Vancouver July 1996, gives a historical analysis of the origins of the general equilibrium or comparative static approach and demonstrates that economic thought as a whole is divided, in each of its schools of thought, between the equilibrium paradigm and its alternative, the temporal paradigm. This applies across the board with, for example, the divergence between Post-Keynesian or Kaleckian economics, between Austrian economics and Walrasian general equilibrium, and in many other contexts.
The article demonstrates the difference between the equilibrium and temporal approach using a demonstration of ‘adjustment’ effects in a simple corn-cycle model. It goes on to analyse the reasons why, in the history of thought, adjustment or dynamic effects have been considered as ignorable when in fact they are not.
It suggests that the traditional division of the succession of ideas in economic thought – physiocracy, the classics, Marx, marginalism – needs to be reviewed in this light, and argues for a reconsideration of the contribution of Marx to economics, placing him as the first and in many ways the most consistent in a suppressed non-equilibrium tradition in economic thought.
It suggests that in this light, Marx has more in common with Austrian and Post-Keynesian thinking than with Ricardo and Smith, among whose ranks he is normally and commonly grouped.

In this article it is realized an inventory of the production of academic and scientific articles about economics in Colombian Caribbean Coast in the last 10 years. The document analyses the scientific production in economics realized in the Caribbean Coast and about the Caribbean Coast, in order to establish a map of the regional economic research and realize an approximation to the accumulated production and the general tendencies of the publications. To accomplish this goal, it was used the JEL (Journal of Economic Literature) Classification System as a platform for completing the puzzle by topics. Among other aspects, the study shows that three non-university institutions are responsible for the 67% of the regional academic production about economics. 40% of total considered production was realized by the 10% of the Caribbean Coast researches. 51% of the JEL Classifications have not being approached by region researches. Finally, there are few institutions with a systemic and deep job in a specific topic, which is why there are many possibilities of specialization for institution that have not defined its research lines and want to be pioneers in some economic analysis topic.

The purpose of this paper is to examine the discussion among marxists about the rate of profit. This is done by the method of symptomatic reading, hence in a different way from what has become standard. Beginning from the fact that Marx and his critics draw diametrically opposite conclusions from the same premises – continuously rising productivity as a defining element of accumulation – I enquire into the presuppositions and necessary conclusions of the two opposed interpretations in order to lay bare the logical world-view which underlies them.
I show that the opposed conclusions which are drawn by scholars from the two main paradigms arise not from errors of logic but from their opposed value concepts. My aim is, without presupposing which is right, to investigate what each concept actually is.
This paper is non-mathematical but contains many numerical examples and a detailed textual exigesis. It is a good starting point for the new student of temporal approaches to value and their difference from the simultaneist (equilibrium) standpoint.
It contains a more or less complete non-mathematical exposition of the temporal calculation of the profit rate, and demonstrates that the simultaneist approach leads to the creation of value without labour.

Is urban space, as a concentric agglomeration in expansion, in contraction, which duplicates itself, the solution of a dierential system ? Does urban geometry come from "chaotic" mutations, from cloning and aggregating districts ? And do they project their metrics on space ? Then where does its finality come from ? Is it central, peripherical, as it were interlocked ? Functional and territorial logics demand a new regulation : Decentralized planning. However, is this space collectively rooted in local mentalities, even if Public Economics are used as a means to achieve this purpose ? Thus, with a finality and a geometry, through all its modalities, this space becomes the theorical entity of a possible General theory.

Constant returns to scale and economic theories of value

Jointly with Erkko Etula, Paul Samuelson [2006] claims that the “Leontief – Sraffa matrix equations for input/output must obey constant returns to scale”. However, in an unrelated work, Amartya Sen [2003] claims that Sraffa’s [1960] “analysis does not need any assumption of constant returns to scale.” In fact, Sraffa’s model cannot satisfy this property because it is impossible to define constant returns to scale in it. This claim is considerably stronger than Sen’s. The property of constant returns to scale is significant because it constitutes a line of demarcation between distinct, though interrelated, economic theories of value. (96 words)

Regime Shift in Antitrust

This paper empirically models the longer-run deep-seated shift in intellectual thinking that followed the Chicago School’s criticism of the older antitrust doctrine, the shorter-run driving forces related to switches of the political party in power, merger waves, changes in economic activity and the level of funding and quantifies their impact on enforcement by the Antitrust Division of the U.S. Department of Justice over the period 1958-2002. The key findings are: (1) a distinct regime-shift in antitrust enforcement during the 1970s and, post-regime-shift, there has been a marked compositional change with a quantitatively large increase (decrease) in criminal (civil) antitrust court cases initiated; (2) post-regime-shift, there appears to be a change in the role played by politics with Republicans initiating more (less) criminal (civil) court cases than Democrats and the estimated quantitative effects are large; (3) disaggregating the total number of court cases into the main categories under which they are initiated (price-fixing, mergers, monopolization and restraints-of-trade) shows that individual types of cases have widely differing responses to changes in the driving forces; and (4) in a horse-race between the regime-shift and political effect on one side and the remaining variables on the other, the former forces win hands-down in explaining broad shifts in enforcement. Modeling the longer-run shift and disaggregating the court cases emerge as crucial to gaining insights into the intertemporal shifts in enforcement. The paper elaborates on the causes for the shift in enforcement and on the effectiveness of antitrust.

This paper focuses on the genesis, taxonomy and timeline of U.S. criminal antitrust investigations, and uses time-series data on enforcement to examine the interrelationships between the various criminal enforcement variables as well as the linkages between criminal and civil enforcement. The key findings are: (1) there appears to be considerable dynamic interplay between the criminal variables. For example, an increase in grand jury investigations or criminal cases initiated or the number of individuals or firms convicted generates increases in most of these (endogenous) variables in future periods. A broad conclusion that can be drawn is that information unearthed during a given criminal investigation and prosecution often reveals information about other conspiracies leading to future investigations and prosecutions; (2) an increase in civil enforcement leads to future increases in the criminal cases and firms and individuals convicted. This suggests that information gleaned during civil investigations, such as mergers or monopolization cases, may reveal information about collusive behavior in markets leading to criminal investigations and prosecutions; and (3) criminal enforcement follows a counter-cyclical pattern with the number of criminal cases prosecuted increasing following an economic downturn. We relate this to the literature which points to cartel instability during economic downturns. Overall, our results point to complementarities in the investigative process within different facets of criminal investigations as well as between criminal and civil investigations.

When Things Go Wrong: the Political Economy of Market Breakdown

Prepublication version of ‘When things go wrong: the Political Economy of Market Breakdown’ in Westra; R and Alan Zuege (Eds) (2003) Value and the World Economy Today: Production; Finance and Globalization; pp91-118. London:MacMillan; ISBN: 1 40390 002 7
This paper constructs a theoretical framework for understanding what happens when markets break down. It argues that when this happens; the ‘invisible hand becomes visible’ and conscious agencies (classes; states; governments; etc) intervene in the economy. ‘External Intervention’ into the market is thus not an imposition on the market but a product of the market.
The paper grapples with what is arguably the most basic question in economics: are breakdown and recovery endogenous or exogenous? Do markets fall or are they pushed? Conversely; do they mend themselves; or does someone have to stick them back together?
The primary ‘finding’ of all dominant economic theories is that the market works: that breakdown is exogenous and recovery is endogenous.
I show that this finding arises from the shared starting point of these theories; the equilibrium or comparative static paradigm. This is equivalent to assuming that; the market works so perfectly that nothing needs to change.
It then becomes impossible to deduce endogenous market failure. This why is one of the primary shortcomings of mainstream economic theory is its inability to two-way causal links between political institutions and the market.

The Inequality of Nations

This is a prepublication version of an analysis of the world economy which appeared in ‘The Inequality of Nations’ in Freeman, A, and Boris Kagarlitsky (eds) (2004) The Politics of Empire: Globalisation in crisis. London: Pluto Press. ISBN: 0 74532 183 6.
It develops and presents rigorously much of the analysis of ‘The New world order and the failure of globalisation’ presented to the annual conference of the British International Studies Association in 2002. To this it adds a substantial analysis of inequality within the main continental blocs in the economy today.
It uses data published by the IMF’s World Economic Outlook team to assess the progress of inequality and grown since ‘globalisation’, understood as the period of intense financial deregulation and the creation of a world market in capital.
It establishes that over the period of globalisation world inequality, measured as the ratio of income per capita in the global south as a whole and the global north as a whole, has more than doubled, whilst growth has been largely static.
Inequality between the nations making up the ‘global south’ has however decreased rather than increased; thus the world economy retains, in a remarkably stable manner, the same characteristics it has possessed since 1914. It contains a bloc of rich nations containing about one fifth the population of the world, and the remainder, containing four-fifth the population, with inequality between the two blocs rising secularly in the long run.
The article argues that competition between advanced nations now takes place on a continental scale, a process driving European responses to the crisis of US hegemony, and that responses from within the global south can be expected to acquire also a continental dimension.
Documents containing charts and slides used to present the material to a seminar organised by the Norway Social Forum in Oslo, June 2003 may be obtained from the author

This article presents a detailed textual analysis of Marx’s actual account of the tendency of the rate of profit to fall and attempts to recover the initial logic of the analysis
It sets this against early discussion on Marx’s value theory and shows, in a non-mathematical manner, how a purely physical conception of the profit rate was substituted for the value profit rate, as a consequence of the interpretation of Marx’s value theory within a general equilibrium framework, introduced by Bortkiewicz and subsequently adopted by academic Marxism.
It demonstrates how the consistency of Marx’s logic emerges on the basis of a temporal interpretation of Marx’s value theory.

This paper revisits one of the classic debates on world capitalist development – the ‘transition to capitalism’ debate framed in Robert Brenner’s classic critique of World Systems and Dependency Theory.
It was originally presented to the July 2007 conference of the International Confederation for Pluralism in Economics (ICAPE) and in a slightly modified form, to the September 2007 conference of the UK Political Studies Association.
The paper argues that the 1970s discussion was founded on an deeply flawed understanding of the mechanisms by which modern capitalist production relations produce what is termed ‘backwardness’.
Economics has failed to develop an adequate explanation for the most persistent phenomenon of the modern world – the polarisation of the world’s national economies, grouped within two great and remarkably geographically stable blocs.
The reason, I argue in this paper, is the general equilibrium paradigm which predicts that modern capitalist production, left to its own devices, must necessarily even out national differences in productivity, wages, and profits over time. However the reverse happens, and development theory is deprived of an adequate explanation for national differentiation in terms of the ordinary mechanisms of the capitalist market.
This loss is compounded by parallel failure within Marxist value theory. The paper locates the origin of this failure within the systematic replacement of this theory by an equilibrium re-interpretation of it, converting it into a variant of the very orthodoxy to which it was supposed to offer an alternative.
The paper assesses the skewed character which results, in contemporary accounts (both within and outside economics) of development, dependency, inequality and imperialism. These are driven to assign inappropriate weight to ‘political and ‘cultural’ mechanisms or to classify the economic circumstances of the poor nations as in some sense exceptional or abnormal for capitalism. The idea that underdevelopment – ‘backwardness’ – is a failure to catch up or an absence of modernity, has thus become the conceptual framework for discussing the national difference produced by modernity.
This is particularly clear in the evidently symbiotic and mutually conditioned development of slavery in the USA and the Industrial Revolution (with Cotton at its centre) in the UK. Antebellum slavery, once the economic mechanisms are clarified, can be understood not as a backward survival from a precapitalist era, but a product of modern capitalism itself.
This principle is a general one. ‘Backwardness’, I argue, is a disguised outcome of the most modern of all economic processes – the constant technical revolutions that characterise industrial capitalism.

This paper was originally presented at the ‘Marxism and Political Economy’ conference called by the International Socialist Journal on Saturday 29th September 2007. A revised version was presented to the Historical Materialism conference on 13th November 2007. It enquires why, although national economic equality is one of the most persistent features of the history of capitalism, economics as yet lacks a coherent economic explanation of it. It also enquires why Marxism has failed to develop such an explanation, and concludes that in both cases the inadequacies of existing theory arise from the constraints of the general equilibrium paradigm. In the second case, however, this paradigm is wrongly attributed to Marx.
The paper argues that Marx’s own, original theory of value, contains the basis for an economic mechanism of divergence in the formation of market value as the average of many producers of differing productivities. The persistence of productivity differentials – excluded by the general equilibrium paradigm – is maintained by a positive feedback mechanism. It yields a surplus (above average) profit to the high productivity producers, who become geographically concentrated within a definite and very stable block of nation-states at an early point in the history of capitalism. From then on, this extra profit could be invested in maintaining a permanent productivity lead. This is an entirely temporal effect and cannot be predicted or reproduced if it is pre-supposed that productivity differentials are ignorable.

Tibor Scitovsky has struggled over the years to give us a precise definition of "quality", but it has generally been related to "joy" in consumption. His book THE JOYLESS ECONOMY (1976), remains a major critique of modern and especially economic values. Based on "Happiness Paradox", in this essay, the author advised that we should spend our money on things that we will not adapt to ("stimulation good" or "relational good" , such a beautiful scenery or meeting good friends - things that can continually fascinate us and provide a degree of fulfillment) rather than wasting our time and money buying things which we get adapted to ("comfort good", such as a newer and fancier-looking sofa, etc. - the pleasure of which is temporary and fades with time). Certain types of consumption, he argues in this essay, are "joyless", others "joyful" and the difference between them is a composite of several things of which challenge, risk and a sense of accomplishment would be major factors. Scitovsky has extended his ideas into social critique: specialization has taken much of the joy out of work, he has argued, and consumption in "American way-of-life" society (more than any other) has placed far too great a stress on comfort and safety in consumption and living, thereby depriving consumption activities of their challenging, risky and difficult elements, i.e. "joy". The "cure" for a joyless society, Scitovsky maintains, is to "educate" our consumption so as to infuse it with those joyful elements. While Scitovsky's arguments may seem daring, he stands in good company: Thorstein Veblen, John Kenneth Galbraith and Robert Frank are but a handful of the many other prominent economists who stress the need to think carefully about the "qualitative" aspects of economic progress.

The economic paradigms of Ludwig von Mises on the one hand and of John Maynard Keynes on the other have been correctly recognized as antithetical at the theoretical level, and as antagonistic with respect to their practical and public policy implications. Characteristically they have also been vindicated by opposing sides of the political spectrum. Nevertheless the respective views of these authors with respect to the meaning and interpretation of probability exhibit a closer conceptual affinity than has been acknowledged in the literature. In particular it is argued that in some relevant respects Ludwig von Mises´ interpretation of the concept of probability exhibits a closer affinity with the interpretation of probability developed by his opponent John Maynard Keynes than with the views on probability espoused by his brother Richard von Mises. Nevertheless there also exist significant differences between the views of Ludwig von Mises and those of John Maynard Keynes with respect to probability. One of these is highlighted more particularly: where John Maynard Keynes advocated a monist view of probability, Ludwig von Mises embraced a dualist view of probability, according to which the concept of probability has two different meanings each of which is valid in a particular area or context. It is concluded that both John Maynard Keynes and Ludwig von Mises presented highly nuanced views with respect to the meaning and interpretation of probability.

Theories on executive pay. A literature overview and critical assessment

B00 - General
Executive pay is a major issue in the corporate governance debate. As well in practice as in theory debate still exists how executive pay levels and structures can be
explained. This paper provides an overview of 16 theories that have been used in the literature to explain the phenomenon. The theories can be classified into three types
of approaches; 1) the value approach; 2) the agency approach; and 3) the symbolic approach. A critical assessment of the theories shows that the dominant use in the literature of the perfect contracting approach of agency theory neglects: 1) the socially determined symbolic value that executive pay could represent, and 2) the contextual conditions under which executive pay is set. A more conclusive understanding of executive pay would be based on considering executive pay as an
outcome of socially constructed corporate governance arrangements in which the actors involved have considerable discretion to influence the outcomes. Incorporating such a view in attempts to explain executive pay provides a more conclusive explanation of the recurrent debate on executive pay in theory and practice.

Friedman’s Methodology: A Puzzle and A Proposal for Generating Useful Debates through Causal Comparisons (with a postscript on positive vs. normative theories)

Milton Friedman’s “The Methodology of Positive Economies” is still one of the most widely read pieces on economic methodology. One reason for this might be Friedman’s attractive proposal that economists use theories and hypotheses as pragmatic devices to summarize data and make predictions over the relevant range of observations. Logically, this should lead to a fair minded comparison among many contending theories. However, Friedman's actual examples and discussion of these examples raise a puzzle. The field of comparison seems unduly narrow from the beginning. In my attempt to resolve this, I consider some logical and ontological problems for Friedman's position. I end up by suggesting a scientific realist approach to testing theories by causal comparisons over a wide field of contending theories.

Starting from February 2007 world market is facing what we call enantiodromia. The indices are correcting. It is not known whether this is the final correction but there is no doubt that the bubble has burst and air out of it is gushing out slowly (fast on an extended time frame). The biggest question faced by the world now is whether the bursting of the bubble will bring in a deflationary environment as seeds of deflation are seen already germinating very much within the core of rampant inflation envisaged everywhere.
‘Ke sera sera’ whatever will be, will be, but is it not important to investigate as to how this economic menace could happen unnoticed by all? Was there any game plan conceived by a few nations to make best use of the last bit of the Grand Supercycle that began around 1789? Is it not important to rescan flaws remaining within the very system of capital flow/accumulation and control?
The science of war, too, has undergone a sea of change. It is no more a concept of battle of arms restricted to a specific war field. With the advent of globalization the boundaries between countries have diluted. The new warfare recognizes no geographical boundaries. It is clash of finance versus finance with ultimate objective remaining the same: worldwide destruction and impoverishment of the rest of the world. Terrorist activities too come within the ambit of this new framework of warfare that is nothing but deployment of combinations. This is return of World War again. Whether we accept or not, truth remains, World War III is going on, possibly since the year 1982.
Having notices the cancer growing underneath the beautiful skin of economic boom one and a half year back, we walked up to several publishers and a renowned university in India to help us send across the message to the millions across the world. Context of the book trashing the economic situation then, made all skeptical to go ahead and publish the same. This prompted me to put this book up in the air as an e-book in an effort to bring this into the eye of the millions that surf the net everyday. Which too did not fair well, and before I could do anything to bring this subject to the eyes of the common man, the debacle occurred. Had it been published at the right time, thousands, if not millions that lost heavily in the economic crash, may have had a way to save something in the landslide.
However, as the book sites, there is a lot remaining to happen. Furthermore, the same can be used to avoid similar instances in future.

Lots of people in this modern era take the Intellectual property (IP) as a magical word and they think that the game can be understood only by the experts or the trained people. Even there is no surprise that you may be asking yourself that why and how IP is going to provide an emerging platform in Small and Medium Enterprises (SMEs) sector? Presently, the Small and Medium Enterprises (SMEs) in India are at a crossroad and there is an intense debate over the questions like what would be the future of these SMEs? How these SMEs can survive in the international trade arena? What role can the government play in making these SMEs more competitive? How can the Intellectual property (IP) generate wealth in the business?
In order to know the answers of all these questions the paper is written and is concerned with the identification and analysis of current approaches of SMEs towards the Intellectual property (IP), the hurdles that they face; and the accessible & feasible solutions.

Causal Depth: Aspects of a Scientific Realist Approach to Causal Explanation contra Humean Empiricism

D02 - Institutions: Design, Formation, Operations, and Impact
D58 - Computable and Other Applied General Equilibrium Models
B00 - General
The purpose of this note is to clarify how the idea of "causal depth" can play a role in finding the more "approximately true" explanation through causal comparisons. It is not an exhaustive treatment but rather focuses on a few aspects that may be the most critical in evaluating the explanatory strengths of a theory in the social sciences. It presents a general argument which is anti-Humean on the critical side and scientific realist on the positive side. It also elucidates how explanations in political economy and other social sciences can be judged by the scientific realist criterion of causal depth by an extensive example from research in the political economy of development. In this case, an "intentional" and methodologically individualist neoclassical explanation is contrasted with a "structural" dual-dual approach as rival theories purporting to explain the same set of phenomena.

The present paper discusses the ‘battle of methods’ in economics in its epistemic pursuit in the framework of a dialectics between science and art. The traditional distinction between deduction and induction has come to be characterized as a ‘theory-data confrontation’; while the former a priori approach has flourished in terms of mathematical economics, the inductive approach has fulfilled its mission through econometrics and experimental economics. The paper outlines the recent trends in econometrics and experimental economics in the context of empirical pursuit. We conclude the study, reiterating the contemporary consensus on the complementary roles of the two approaches: a theory-data confluence, not in a static, but in a dialectical framework.

Though time is a concept mostly associated with physics and philosophy, the concept of time is important to be understood in the discipline of economics. This paper attempts to highlight the importance of time in economics, particularly in knowledge economics, the discipline of economics that looks into the primary commodity, knowledge. The paper attempts to take into account the non linear time concepts that have been very important since Einstein published his papers back in 1905. Without understanding time in a comprehensive manner, it is not possible to have a firm grip on the process of the economic progression of all societies. A theory must hold true in all societies, the characteristics of time must be the same in all societies, as an atom must behave the same in similar laboratory conditions in all societies. This paper will illustrate that without understanding the variable time, it is not possible to fully comprehend knowledge economics.

The main issue of this article is to discuss the question of ‘precarity’ in the context of the theory of social quality (see Beck et al, 2001), with which to pave the way for developing further the theoretical foundation of precarity. Societal practice is the main challenge this concept tries to address. However, the danger is to introduce a new term, yet maintaining a discussion on traditional problems as poverty, marginalisation and exclusion. Our thesis is that these problems, far from being sufficiently tackled, are currently going along with and being adjunct to another challenge, namely precarity. Although the ‘old problems’ are not problems of individuals and expression of their ‘personal failure’, precarity – seen in the context of the theory of social quality – means a new stage of socialisation of the problems by further individualisation of the victims. In principle, we can say that this understanding of precarity is an expression of a further erosion of society, characterising especially periods of transformation of economic systems.

Public vs. private sector : an examination of neo-liberal ideology
Khan, Iram
B00 - General
A11 - Role of Economics ; Role of Economists ; Market for Economists
The paper reviews the theoretical underpinnings of the debate on the superiority of the public or private sector, and supports theoretical perspectives with help from empirical literature on the subject. The theoretical part covers issues relating to public choice, property rights and principal-agents relationship, while the empirical evidence includes review of literature on macroeconomic, microeconomic and welfare impacts of privatization. The paper finds that despite numerous studies and unending discussions, the debate on the superiority of the public or private sector has remained inconclusive and is likely to remain so in the future. Notwithstanding the practical difficulties of making this assessment, the paper concludes that this debate is more ideological rather than empirical, since it is not possible to determine the superiority of one over the other through case studies, which can only be selective in nature.

Wealth

B13 - Neoclassical through 1925 (Austrian, Marshallian, Walrasian, Stockholm School)

This paper is focused on the notion of wealth as used by different authors in different periods of time. The paper deals with the contrast between the notion of wealth shared by all major classical economists, particularly by Adam Smith, and the notion previously held by the Mercantilists (by which one nation’s gain is intended as another nation’s loss) or subsequently held by Irving Fisher and other Neoclassical economists(whereby the wealth of an individual is brought to centre stage in lieu of the wealth of society). After distinguishing, in Say’s footsteps, between “richesses naturelles” (the use values given by nature) and “richesses sociales” (the use values produced and reproduced by labour), the paper focuses on the classical notion of wealth as “richesses sociales” (the wealth of nations) and, more particularly, as the flow of final goods available in a period (and made possible by using up the intermediate goods inherited from a previous period) rather than the stock, however formed, of instrumental goods (let alone the value of this stock) owned by individuals at an instant of time (assets).

Origins and Development of the Trend towards Value-Free Economics
Drakopoulos, Stavros A.
B00 - General
B41 - Economic Methodology
The vast majority of pre-Classical and of many Classical economists thought that it was natural to incorporate value judgments and norms in their economic reasoning. However, there was a gradual dominance of the idea of a neutral or value-free economic science which gained momentum with the second Marginalist generation. More specifically, clear signs of this tendency can be found in the works of Sidgwick, Pareto and Fisher. The paper examines the process of this change and provides possible justifications. In particular, the work discusses this trend with reference to the growing influence of classical physics, and positivist philosophies of science. Consequently, the paper shows that there was a gradual broadening of the meaning of the term “value judgments” to include mental states and motivations. These developments are essential in the understanding of the formation of the standard economic theory and especially of microeconomic theory.

B00 - General
Consumer theory is considered to be the hard core of the neoclassical canon. The present work traces the various historical stages which led to the acceptance of the theory, and attempts to offer some possible explanations for its eventual establishment. The paper starts with a brief historical discussion of the establishment of the canon of the marginalist consumer theory. Subsequently, it discusses the main points of attack by alternative schools of thought. Finally, as part of the assessment, the paper will utilize period and phenomenological histories of thought in appraising the fashionable or non-fashionable way that this theory found a permanent place in the general texts of the history of economics. The discussion might contribute to the understanding of the dominance of mainstream consumer theory and the way that it took its paramount place in modern economics.

Models of rational choice use different definitions of rationality. However, there is no clear description of the latter. We recognize rationality as a conceptual conglomerate where reason, judgment, deliberation, relativity, behavior, experience, and pragmatism interact. Using our definition, the game theoretic idealized principle of rationality becomes absolute. Our model gives a more precise account of the players, of their true behavior. We show that the Rational Method (RM) is the only process that can be used to achieve a specific goal. We also provide schematics of how information, beliefs, knowledge, actions, and purposes interact with and influence each other in order to achieve a specific goal. Furthermore, ration, the ability to think in the RM framework, is a singularity in time and space. Having a unilateral definition of rationality, different models and theories have now a common ground on which we can judge their soundness.

Economists differ on their views regarding importance of financial system for economic growth. This paper presents a brief study of contribution of economists regarding the relationship between financial intermediation and economic growth. It has been found that when including the acquisition of commercial and technical knowledge in the production function to generate long-term growth endogenously, financial intermediation becomes important to economic growth.

This paper revisits the issue of business social responsibility with a view to reiterate its relevance in the contemporary scenario characterised by an overarching presence of private businesses and blurring of the barriers between not-for-profit and for-profit enterprises. The paper reviews the evolution of major theoretical positions of business social responsibility to demonstrate how the basic understanding of the term traversed through time and alongside changes in forms of business organisation and interpretations of the morality of private property. It draws on stakeholding and social contract theories to underscore the moral and social responsibility of businesses to broaden their vision beyond profit and stakeholder value.

In this paper we have presented arguments for simplicity as epistemological criterion of economic research. Market and pricing mechanism in pre-classical literature
Islahi, Abdul Azim
D46 - Value Theory
D40 - General
B00 - General
Western literature on the history of economic thought seldom pays attention to the contribution of scholars from the other regions on different economic issues, as if they have nothing to offer on the subject. The same happened when Schumpeter remarked "as regards the theory of the mechanism of pricing, there is very little to report before the middle of the eighteenth century". The fact is that considerable ideas on market and pricing mechanism existed long before this period. The paper analyzes the concept of market and pricing mechanism in pre-classical period as developed by the scholars of the West Asian region. In this connection the following thinkers have been chosen to discuss their ideas: Abu Yusuf (731-798 AD) , Abu Hamid al-Ghazali (l058-1111 AD), Ibn Taimiyah (1263-1328 AD), and Ibn Khaldun (1332-1404 AD). It also compares their ideas with those of Western writers of that period. Views of the writers cited in this paper show that they had a clear notion of the working of the market. They were trying to grapple with other related issues also. This warrants reconsideration of Schumpeter's statement about the mechanism of pricing before the middle of the eighteenth century. Especially, the contribution of the East, Middle East, Far East and other regions to economic thought has to be rehabilitated in the science of economics for the sake of doctrinal continuity as well as objectivity.

This paper develops a hypothesis of the economist Albert Hirschman in: The Rhetoric of Reaction, Perversity, Futility, Jeopardy (Harvard 1991) regarding the history of the Independence of Colombia. The Rhetoric of Independence extended the geographical worldview of the people of Spanish American. Finally, the paper develops a dispute with the explanations given by the conventional Colombian historiography

With this paper the author tries to clarify the terms of “public“ and “private“ with reference to the ideas of Thomas Hobbes and Johann Heinrich von Thünen. Both scientists showed that the individual's subsistence is very fundamental for a society and – therefore – the base of “public“. Additionally with reference to Polanyi's “Great Transformation“, it will be shown that the mainstream economic idea of “modern“ market economies acts strictly against the individual's subsistence. In contrast to his explanations, the protection of individual subsistence is an important part of solidarity. From that the question of shifting boundaries between “private“ and “public“ is reformulated against the background of the individual's subsistence! This paper gives reasons to think about the individual's subsistence as a neglected economic principle. Hereby it will also provide another and self-critical view from alternative economic perspective to the real question behind the shifting boundaries: Is a change in economic thinking to be expected? The insights into these problems will be especially useful in the prepartory work to discuss political activities in the light of the current economic crisis worldwide.

M.G. Ramrde (1842-1901) was among the pioneering thinkers of India who, wanted modification in classical economics and criticized it because of its abstraction, miscalculation of human nature, and no accounting of socio-cultural environment and religious elements. The present paper aims to study this aspect of his contribution to economic theory in general and to Indian school of economics in particular. We refer to it as 'Humanomics' because he gave the prime importance to diverse human society and culture, its values and beliefs in formulation and application of economic theory.

This paper aims to explore the relevance of the Theory of Argumentation TA in the complex area of financial reporting. Specifically, we investigated the scope of the phenomenon of persuasion in advertising. It examines advertisements in publications notable economic movement in Colombia. The financial communication is important to distinguish how to run the models of behavior based on beliefs of agents. Consequently, investors' beliefs can also change systematically with changes in market prices. This paper is the first part and its purpose is to prepare from the Theory of Argumentation TA an application to the financial sector in Colombia.

The co-evolution of organizational value capture, value creation and sustainable advantage

M20 - General
Despite recent emphasis on intra-organizational issues, scholarship on organizations,
management and strategy remains unduly reliant on economic models, such as the
industrial organization (IO) market structure-based analysis. The focus of such models is on
price-output determination by firms and the economy-wide efficient allocation of scarce
resources under conditions of full knowledge and certainty. This limits their usefulness for
students of organizations who have concerns that are simultaneously wider and also
focused on organizations, as opposed to just markets. In this paper, we aim to provide an
answer and framework for analysing the most fundamental, indeed existential, issue of
organization studies and strategic management scholarship. This is whether and how the
pursuit of value capture from economic agents who perceive that they possess appropriable
value creating advantages, capabilities and action potential, can motivate the emergence of
organizations and their strategies and actions intended to capture socially co-created value
in conditions of real life . To do so, we explore (the co-evolution of) value capture and
creation and (their relationship to) organizational sustainable advantage (SA). In particular,
we delve into the nature, determinants and relationship between organizational value
capture and creation and explore causal pathways, trade-offs and their co-evolution, as well
as vehicles through which SA can be effected in an evolving and uncertain environment.
We also discuss implications for managerial practice, limitations and future research
opportunities.

The history of the mainstream rejection of interdependent preferences

D11 - Consumer Economics: Theory
B00 - General
The notion of interdependent preferences has a long history in economic thought. It can be found in the works of authors such as Hume, Rae, Genovesi, Smith, Marx and Mill among others. In the 20th century, the idea became more widespread mainly through the works of Veblen and Duesenberry. Recently, an increasing number of theorists are interested in issues like reference income, relative consumption and positional goods which are all based on the concept of interdependent preferences. However, such preferences were never part of the corpus of orthodox theory. For instance, although Pareto and Marshall were aware of their existence, they rejected their incorporation into economic theory. There were various reasons for this rejection. The structure of mainstream economic methodology might be one reason. Another reason had to do with the theoretical implications of adopting interdependent preferences. The paper discusses the main historical aspects of this idea in relation to the mainstream resistance to incorporate it in orthodox economic theory.

The Problem of Money Illusion in Economics
Erber, Georg
G18 - Government Policy and Regulation
G28 - Government Policy and Regulation
B00 - General
G01 - Financial Crises
Money illusion in economic theory has been an assumption rejected for academic economists for quite some time. However, with the gradual diffusion of behavioural economics based on experimental research this has changed. Now, it has become a respected fact to accept money illusion as a stylized fact of human behaviour. However, it still needs a better understanding why monetary phenomena especially related to financial markets play an important role in understanding the real economy, the production, consumption and exchange of commodities and services. The author of this paper suggests that financial markets are particular engaged in intertemporal valuation problems which are common to any kind of economic activity. Since money is the unit of account, accounting problems related to the uncertain nature of future economic development makes a continuous readjustment of valuations in money units necessary. However, financial markets are imperfect as Minsky has pointed out. Because of these imperfections the possibility of significant long-lasting valuation problems emerges. One reason for this is that in standard economic reasoning the problem of intentional cheating is neglected. Furthermore major innovations like e.g. the ICT revolution with the Internet or the introduction of securitization as a means to redistribute risk as general purpose innovations make valuations of the long term to medium term impacts on the economy extremely difficult. The recent financial market bubbles are significantly related to such general purpose innovations. If monetary policy fails to control for irrational exuberance of investors about the future benefits and profits of such innovations, this inherently embodies the risk of a financial market shock, if expectations of the general public have to adjust after overoptimistic prediction about the future economic development. The author, however, considers that there are some early warning indicators which would give the possibility of timely action of policy makers to control financial market bubbles. The complacency of monetary authorities of the past decades to do so, has not primarily a diagnostic problem to deal with money illusion, but even more so with vested interests of insiders of private investors on the institution to control unlawful behaviour. By weakening the regulatory framework, failing to establish transparency and accountability of agents eager to get rich as fast as possible without taking into regard the rules of good governance the current global financial crisis of institutional failure to contain the instability of financial markets to an acceptable social level. Money illusion is so as well an expression that unfounded optimism about the self-regulatory discipline of market participates is sufficient to stop financial markets get out of control to an historical unprecedented level.

Analysis of World Values Survey 2000 data for the Philippines finds that lower income Filipinos are more likely than the upper income ones to support inflation targeting. The same can be said of older, healthier, and employed Filipinos but not of the educated and financially satisfied ones. Given the profile of people who preferred inflation targeting, the shift from monetary targeting to inflation targeting is deemed a pro-poor policy shift. Further analyses find that, in 2000, at least 53.1% of Filipino households preferred inflation targeting; in other words, the preference of Filipino society in 2000 was in line with the preference of the Bangko Sentral ng Pilipinas for inflation targeting.

EPAs between the EU and ACP countries can be viewed as being anti mercantilist and there has been a lot of speculations about their outcome. The aim of the study is to determine the effects of the Economic Partnership Agreements (EPAs) between the European Union (EU) and the Southern African Customs Union (SACU) members using Global Trade Analysis Project (GTAP) version 7. Two scenarios are analysed: first when the other SACU member states sign the EPAs with the EU excluding South Africa and secondly when the entire SACU member states including South Africa sign a full EPA with the EU. Results show that South Africa does stand to lose when the other member states sign. However, signing of the EPA of the SACU as a bloc, including South Africa result in welfare gain in the region. Significantly, there is an increased export of livestock and processed foods to the EU from SACU region meaning that the region stands to gain in promoting these industries after an EPA. Besides these two sectors, most of the other sectors tend to lose out. It should be noted that full benefits of trade liberalisation agreements depend on speed of industry reform and therefore can only be realised in the long run.

This paper work assesses the key aspects of a framework for research on revolutions. Our approach includes a heuristic based on an idea suggested by Marx in the 18th Brumaire of Louis Bonaparte: “The tradition of all dead generations weighs like a nightmare on the brain of the living”. From this maxim of Marx advance on conventional interpretations by postulating that the language and metaphors are a challenge in several respects: (1) The brain is a physical basis for understanding key political revolutions, (2) advances in neuroscience and language (Lakoff/Johnson/Narayanan) have allowed the reconstruction of conceptual frameworks in various fields, including philosophy, mathematics and politics (3) The language expressed in songs, text, flags, emblems, illustrations, slogans, speeches and rumors is key to represent and demonstrate loyalty to the idea of revolution and, more crucially, to “make” the revolution, (4) Metaphors are a powerful rational action in revolutionary processes. One interpretation of these can contribute to decipher, for example, how the brain are activated in neural systems that link past and present, how to operate the symbolic frameworks of language to influence political opinion, how metaphors interact with processes artificial simulation or how metaphors evolve in a revolution from simple metaphors.

The history of the mainstream rejection of interdependent preferences
Drakopoulos, Stavros A.

La ricerca economica in Italia tra pluralismo e monismo: i giovani economisti negli ultimi trent’anni

A14 - Sociology of Economics
Taking as good the famous definition of economics attributed to Viner, “Economics is what economists do”, it is surprising to see how little the history of economics has addressed the matter of what economists actually do, above all outside the USA. The vast mass of data on research output which has recently become readily accessible and arrangeable are allowed in this contribution to put into focus (to sharpen) the Italian “representative” economist, at the first rung of the academic ladder, the “Researcher” (ricercatore), in three subsequent periods over last 30 years, 1984 – 2005. With the aim, on the one hand, to trace out the evolution of the scientific profile from the beginning of the 1980s until the end of the period; on the other hand, to verify whether the progressive internationalisation of the profession, the increasing influence of the Anglo-Saxon way of organising research with the introduction of evaluation criteria taking into account the prominence achieved by publications have effectively modified the subjects and methods of research.
An extensive database of publications of three cohorts of young economists at the first step of the academic career has been construded. The publications has been classified on the basis of the research structure in economics prevailing at the edge of the 1980s, thus to outline from the inside the evolution of our research model. The outcome: that research model has lost the most part of his pluralistic peculiarities to close in significantly the monistic Anglo-Saxon model. Not a result unexpected; the novelty to emphasize is that the change appeared not step by step but all of a sudden at the transition from the 1980s to the1990s. The publications of the last cohort don’t do anything but conferm that change. Even whitin this metamorphosis, however, the research model that young researchers currently carry out, shows a specificity of the old one: the prominently role, even in the international comparison, of the History of economic analysis that, just about lone, supports the fleg of the pluralism. Other research areas that were typical of and characterized the Italian research model, also in the international research market, such as, for instance, the critical theories (Sraffian and Post-keynesian) coming from the Cambridge (Uk) tradition, have, almost completely, got out from the hunt territory crossed by the young Italian economists; because, perhaps, they are inclined to believe that an academic carrier as economist cannot be developed smoothly if based on research themes outside the nowadays mainstream.

A New Economics for the 21st Century

The critical role for economic theory is no longer simply to explain how the existing system works, but also to explore how the economic system can be changed to become more adaptive and resilient in the face of the challenges of the 21st century, and how it can be more directly designed to support human well-being, in the present and the future. Simultaneous changes are needed, in both the actual economy (how it functions, by what rules, how it can be made responsive to constraints) and also in economic theory.

The Historical Perspective of the Problem of Interpersonal Comparisons of Utility
Drakopoulos, Stavros A.
B00 - General
D60 - General
The starting-point of the article is the inconsistency between the established practice of acceptance in many cases, of economic policy (i.e. progressive taxation, national insurance policies) and the theoretical rejection of interpersonal comparisons of utility who see it as an unscientific value judgement. The inconsistency is explained by identifying three groups of theorists: (1) those who thought of comparability as a value judgement and unacceptable for economic policy considerations (positivists), (2) those who agreed with the positivists, on the normative nature of comparability but accepted it as a basis for economic policy, and (3) those who thought of it as part of a scientific economics. The implication was that, despite the dominance of positivist methodology in other sub-fields, the historical experience points to the difficulty of applying positivist methodology to the issue of comparability. If the inconsistency is thus due to the inappropriateness of the positivist approach, the only possible solution is the explicit abandonment of this approach at least in matters related to the collective aspects of economics.

The present paper introduces Shah Wali-Allah Dehlawi’s concept of the stages of socio-economic developments (al-irtifaqat). According to him, starting from simple primitive village life to an international community, the socio-economic development of human society can be divided into four stages. The first stage is dominated by simple economic struggle while the last stage is developed to maintain just political order on international level, to safeguard the socio-economic interests of different states and establish peace and justice among them. All economic ideas of Shah Wali-Allah are related, in some way or the other, to his concept of irtifaqat or stages of socio economic development.

This article proposes a reading of the armed conflict from an evolutionary design that takes into account the concept of private protection agencies in the works of Schelling. Their aim is to assess the dynamics of conflict and changes from its author's scientific output. A context of conflicts that includes new expressions of violence and the relative failure of the paramilitary reintegration involves using new analytical models (argumentation, game theory and inconsistent information). The recent evolution of emerging gangs and their expansion into areas that were paramilitary camps requires monitoring not only of the government and the authorities, but those investigating the conflict in the present tense. The author provides heuristic research support from Schelling’s theory of strategy, recent contributions to the relationship between organized crime and drug cartels.

This paper examines the concept of hegemony and its historical impacts on the Arabic and Islamic countries. It is foreseen that has long path applied by the Western countries as disclosed by trade applications and history of economic thought. Impacts on Arabic and Islamic countries were visible in terms of trade, balances and persistent debts. A strong tool is evident with the called for integration, interdependence and the generated dependency syndrome. The establishment of that mechanism depends on a theory which we present as the Hegemonic Stability. The Arabic and Islamic countries did not succeed to form their effective economic blocks in order to counter such hegemonic effects because of their internal political structure which affect the structure of their international trade and economic benefits.

Economic thinking and ethics: an ethical approach for economical issues

The worldwide economic crisis of 2007/2008 popularised the ethical questions within economics. Currently, few mainstream economists tackle these questions and the typical curriculum of economics often lacks input on philosophy, ethics and the history of economic thoughts. However, economists confronted with ethical questions believe themeslves capable of answering them. As a result, the popular discussion about ethics and economics becomes a discussion about regulations. In contrast to that, in the context of the “Economics and Ethics” discussion in Germany, the article shows an alternative approach, which concentrates on the question of why something is to be labelled as “moral”. On the base of Peter Ulrich's integrative economic ethics, the relevance of the right of subsistence on the ethical legitimacy of economic decisions, recommendations etc. is explained. The insights are discussed with respect to labour market theories and the German labour market reforms of 2005. Finally, the question of ethical legitimation is connected to the question of democracy and economics.

This paper sheds light on the reasons that explain the dissatisfactions because of the behavioralist dominance within American political science academia. I show how and why the flaws and failures of the behavioralist analysis have created more room for the emergence of alternative approaches or new ideological movements in the study of politics. These competing paradigms or approaches are mainly post-behavioralism, postmodernism, and the Perestroika movement. Moreover, under a comparative framework, I explain why behavioralism is still the dominant paradigm within American political science academia despite all the efforts of the alternative paradigms to displace it.

This document tries to show the requirements for the process of profit maximization in the microeconomic analysis and show their relation to those with Euler's theorem. The aim is to recognize the importance of decreasing returns to scale and give a possible explanation for the positive profits they entail. The result is that the distribution problem has not been resolved in the neoclassical theory because the positive profits involves value judgments about the product distribution

From a broad philosophical framework, this paper addresses the relation between freedom and economic performance. It argues for the thesis that, although a liberal system does not guarantee absolute harmony, is the only "convenient" and morally valid for a modern society. The core of this argument is the acceptance of the permanent uncertainty about the great results of the world and the inability of a central entity to control them.

The paper discusses the possibility of behavioural change in accordance with the objectives of sustainable development considering the human behaviour through the needs. Using the concepts of fundamental human needs and satisfiers of Manfred Max-Neef, the attempt was made to determine the adequacy test of a satisfier as a key point of this approach when researching the human behaviour. The paper offers the definition of an adequate satisfier and as an illustration the analysis of a case of a family in Moldova. Finally, the attention is drawn to the necessity to intensify the joint efforts to form the sustainable behaviour and to the inadmissibility of the substitution or mix up of the key concepts at the application of this approach by the researchers.

Value and utility in a historical perspective

Z10 - General

Q01 - Sustainable Development
B00 - General
Since value and utility are the highest profile abstractions that underlie an epoch’s intellectual climate and ethical principles, their evolution reflects the transformation of socioeconomic conditions and institutions. The “Classical Phase” flourished during the first global system, laissez-faire/metal money/zero multilateralism (GS1); the second, “Subjective/Utilitarian” phase marked the long transition to the current epoch of “Modern Subjectivism/General Equilibrium,” tied to the second and extant global system, mixed economy/minimum reserve banking/weak multilateralism (GS2). History has witnessed the material de-essentialization of value and substantialization of utility. But now the two concepts face a thorough transvaluation as the world’s combined demographic and economic expansion encounters ecological/physical limitations. An extended macrohistoric implosion may lead to a third form of global self-organization: two-level economy/maximum bank reserve money/strong multilateralism (GS3). If history unfolds along the suggested path, not only economics, but also thinking about economics would change. It would be considered an evolving hermeneutic of the human condition expressed through global-system-specific texts. The implied critical alteration, with the recognition of the entropy law’s importance as its focal point, matches the prediction of Swiss thinker Jean Gebser (1905-1973) about the impending mutation of human consciousness into its integral/arational structure. Such extrapolations form the context in which the fourth historical phase of value and utility is hypothesized, leading to the material re-essentialization of value and de-substantialization of utility.

A brief look at Say's Law: Attempting to understand its relevance and meaning
Tarnell, Brown
B0 - General
B00 - General
Although little talked about in contemporary economics, the collection of principles popularly known as Say‟s Law were profoundly influential upon economists of the classical era. Kates (1997), who has quite a bit to say on the subject and receives much attention here, ascribes such importance to Say‟s Law that he sees it as the point of origin for Keynes‟ General Theory, which sought to destroy this Law through oversimplification. Preoccupied as the collaborators (Say, James and John Stuart Mill) were with causes of depression, unemployment and growth, perhaps these forgotten dictums retain some relevance to these times. This paper seeks to explore the relevance and importance of Say‟s Law by researching the relevant literature, and offering a tripartite point of view; 1) the author‟s own take on Say as a whole, 2) Say as interpreted by John Stuart Mill, and 3) a look at the equivalence of Say‟s definition of savings and growth with the modern interpretation of it

The present paper studies economic ideas of an Azharite graduate of the nineteenth century Egypt - Rifā‘ah Rāfi‘ al-Tahtāwī who was influenced by the French Scholars and Philosophers, Voltaire, Rousseau, and Mantesquieu. He wrote on significance of industry, productive and unproductive labor, importance of foreign trade, competition, and equal opportunity for all. According to him justice, freedom and human brotherhood are the foundations of economic welfare. He strived for women's economic empowerment. He was not simply a follower of Western economic ideas. He added to them human norms and Islamic values. Although born in an age of laissez faire, he advocated for a role of Government in economic matters.

A comparison of the 2007-08 crisis with that of 1929 showed its extreme gravity, but it also may have implied that the old harmful mistakes would not be repeated. After four years, the crisis has not been solved and it even threatens to worsen. Neo-conservative Republicans claim that this is proof of the failure of Keynesian policies. Yet, there is something structurally distorted in the institutions and policies of American industrial relations. The fall of the ‘social contract’ is the basic element of the crisis of the American social and economic model. In comparison with the crisis of the Thirties and its aftermath, what initially was supposed to possibly evolve toward a new New Deal of the Twenty-first century has evolved just in its opposite.

Value and utility in a historical perspective
Pogany, Peter
A12 - Relation of Economics to Other Disciplines
Z10 - General
N00 - General

Economic ideas of a nineteenth century Tunisian statesman: Khayr al-Din al-Tunisi

Khayr al-Din al-Tunisi, a nineteenth century Tunisian scholar and statesman, thought and worked for her politico-economic strengthening and uplift of Tunisia. He was much impressed by the political system of the West and endeavored to create similar political institutions in his own country. In his work Aqwam al-Masalik fi Ma`rifat Ahwal al-Mamalik (The Surest Path to Knowledge Concerning the Condition of Countries) discussed the economic superiority of the West and offered an agenda for Tunisia to improve its economic and political system. Al-Tunisi’s economic ideas appear quite close to the classical European political economy.

The context of this discussion is Mandaville’s paper with the caption “Usurious Piety: The Cash Waqf Controversy in the Ottoman Empire” published in International Journal of Middle East Studies, August 1979, No. 10, pp. 289-308.). It gave an impression that the cash waqf meant practicing usurious activities under the disguise of a pious endowment. Otherwise a very informative work, its heading is misleading. The present paper critically examines this paper.

Abstract: The aim of this article is to provide a brief analysis of the current financial crisis, event that represents a major economic challenge and which reinforces the eternal dispute between the two economic thoughts: economic liberalization and government intervention. The analysis focuses on clarifying how these two concepts are represented, and the ways in which they have affected (or not) the recent events. Although the main variable in the crisis equation was supposed to be liberalization, this article finds out that it is the inadequate regulation that played an important role. In order to prevent such events, it is vital to properly understand the causes of the crisis and to identify the valuable lessons that can be learned.

Common Sense Economics, What Everyone Should Know about Economic Prosperity (Pakistani Edition)
Mehar, Muhammad Ayub
A2 - Economic Education and Teaching of Economics
B0 - General
B00 - General
To define the nature and scope of economics has always been a controversial point in the academia. Though, economics is the social science that analyzes the production, distribution, and consumption of goods and services, its uses with political intentions to implement social agenda of the groups in power have been confusing its categorization as a ‘Social Science’.
Economic analysis can be studied and categorized in various dimensions of economics: microeconomics, which examines the behavior of basic elements in the economy such as consumers and firms, buyers and sellers, and macroeconomics, which addresses the issues belong to the entire economy such as growth, employment and inflation. Other dimensions of economic categorization are: positive and normative economics; economic theory and applied economics; orthodox economics (mainstream, dealing with the rationality, individualism and equilibrium) and heterodox economics (radical, dealing with the institutions, history and social structure); and rational and behavioral economics.
Because of the application of economic analysis is all areas of human life and society, like business, finance, government, crime, education, family affairs, health, law, politics, religion, social institutions, war, and technological advancement etc, the unrestricted number of branches in applied economics are possible. Economic of Culture, Economics of Defense and Security, Health Economics, Economics of Participation, Development Economics, Financial Economics, Managerial Economics, Business Economics, Industrial Economics, Agriculture Economics, Engineering Economics, Housing Economics, Energy Economics, Public Finance, Neuroeconmics, Economics of Religions, Economics of Natural Resources, Economics of Human Resources, Economics of Marketing and several other branches of economics have been established in the academia and professional training institutions.

In Albers & Albers (Spring, 2013) we demonstrated that the historic development of U.S. real GNP, 1869-present, may be structured in recurring 14-year periods. A steady-state rate of growth of 3.4969% is thereby calculated, generating an increase in real GNP proportional to the famous “Golden Mean” (1:phi or 1:1.6180) every fourteen years on average.
Building on this foundation we show herein that “Okun’s Law,” a 3:1 proportion between percent growth in real GNP and percent decrease in the rate of unemployment, is actually a pi:1 proportion, created through a form of mathematic / harmonic inverse. The resulting model of economics in the United States is thereby aligned with geometric, harmonic and trigonometric analysis, rather than purely statistical methods.

Constant Returns to Scale: Can the Neoclassical Economy Exist?

Constant returns to scale (CRS) is one of the corner-stones of the competitive general equilibrium paradigm of neoclassical economics. This note argues that the equilibrium solutions of this paradigm are not compatible with CRS. CRS implies that all producers (whatever their scale of production) can produce goods at the same unit costs: and this makes self-production a feasible alternative to market production. In the event, an infinite number of equilibria become possible with a mix of markets and self-production. If labor is the only factor of production, self-production becomes the only option: and the market economy ceases to exist.

A Review of C.L.R. James and Marxism in the United States

The purpose of this paper is to investigate the influence on the theoretical dimension of Marxism, advanced by Cyril Lionel Robert James, on the struggles in the United States in the 1960s and 1970s and to explore the influence that this intellectual had in the development of an understanding of Marxism in the U.S. during this period.
In order to do so, it is important to chronologically follow James’s life. For the purpose of this paper, I will discuss some of the aspects of James’s Marxism which will allow us to see how he shaped his thoughts as a Marxist and the extent to which he was able to put his theories into practice.
A fragment of James’s autobiography serves as a useful illustration:
I had been reading…But the people who had passion, human energy, anger, violence and generosity were the common people whom I saw around me. They shaped my political outlook and from that day to this day those are the people with who I am concerned the most. That’s why I was able to understand Marx very easily, and particularly Lenin. When I went into Marxism I was already well prepared…Even in my days of fiction I had the instinct which enable me to grasp the fundamentals of Marxism so easily and then to work at Marxism having the basic elements of a Marxist view – my concern with the common people.
James’s method was more or less empirical and his observations formed the basis for his exploration of ideas.
