The central purpose of this paper is to introduce a new political economy explanation to modern Social Security Systems. This approach is based on the Single-Mindedness Theory (SMT), which assumes that the more single-minded groups are able to exert a greater power of influence on Governments (and eventually obtain what they require) than those groups which dissipate their mindedness on several issues. Governments are considered as voting-maximizer policymakers, whose unique goal is winning elections. Using an OLG model
and a probabilistic voting approach, I will analyse a society divided into two groups, the old and the young, which only dier for their preferences for leisure. I will show that, in order to win elections, the Government sets the optimal policy vector taking into account preferences for leisure of both groups; eventually, the old obtain a lower
eective marginal tax rate and retire earlier, so that they can spend all their time in leisure, a fraction of which is used to undertake political activities whose aim is the capture of politicians.

In this paper I will introduce a new political economy model,
where there exists a competition amongst two political candidates,
which aim to set a policy which enables them to win elections, max-
imising the probability of winning. I will show that, if taxes neces-
sary to repay the debt are not lump sum but proportional to income,
we have dramatic distorting effect on the labour supply. The prob-
lem is exacerbate once we take into account that the Government
set taxes in order to favour the most in‡uencing social group. As a
consequence, effective marginal tax rates are differentiated amongst
social groups and thus the burden of public debt is not equally borne.

In this paper I analyse a labour market where the wage is endogenously
determined according to an Efficient Bargaining process
between a firm and a labour union whose members are partitioned
into two social groups: the old and the young. Furthermore, I exploit
the Single-Mindedness theory, which considers the existence of a density
function which endogenously depends on leisure. I demonstrate
that, when preferences of one group for leisure are higher than those
of the other group the latter suffers from higher tax rates and with
lower level of wage rates and lower levels of leisure. Finally, since the
former is more single-minded, it may exploit its greater political power
in order to get a positive intergenerational transfer which takes place
via labour income taxation. Empirical evidence from the WERS 2004
survey confirms main results of the model.

The paper examines formation and sustainability of Pay-As-You-Go pension systems within the consequences of the ageing of population. Parametric reforms rather than institutional transformation of Pay-As-You-Go systems into funded pension schemes are advocated. Following the modern theories of family economics and contrary to the mainstream works on the issue, reciprocal causation between pension systems and ageing is stressed. The paper concludes that the World Bank’s first pillar adjustment for maintaining the Pay-As-You-Go schemes achieves its objectives only if it is focused on all elements of the Pay-As-You-Go system.

This paper investigates the future development of the Austrian population for the period from 2005 to 2035. The main focus of our investigation lies on the working age population and its age structure. Our calculations are based on the population projection released by Statistik Austria in 2005. We present three different scenarios with respect to age specific labour force participation rates and discuss their impact on the Austrian labour force. We show that both the main variant and the low migration variant of the population projection allow for an annual increase in the total size of labour force of 0.3% until the end of our observation period by applying labour force participation rates which are already put into practice in the Nordic countries. An increase in labour force participation rates does not only help to maintain an increase in the labour force but also leads to a more homogenous age distribution of the labour force.

Prof. Luigi Campiglio (Università Cattolica - Milano) has endorsed a test, entitled Prima le donne e i bambini (First the women and children), which reflects the importance of women and children for the entire society. Meeting this test requires that under-age children be able to exercise political weight, which can only be accomplished by allowing them to vote. They should be able to do so by giving their mothers the power to vote on their behalves, through exercise of a power of attorney.

Intra-household models have achieved significant theoretical development and received considerable empirical support within the past decade. This paper is a comprehensive and updated survey on three most influential categories of intra-household models: the Nash cooperative bargaining settings, the collective settings, and the non-cooperative settings. Various models and the latest development within each category are discussed, along with corresponding testable restrictions and limitations. Dynamic cooperative bargaining models and endogenous collective models are introduced as the latest efforts in incorporating a richer set of elements to the intra-household theory. The latest empirical results are summarized along with their policy implications.

Measuring migrants’ integration into host societies is a challenging task as, in general, measuring any social behavior and social phenomena. The task is affected by many specific problems related to the definition of the objective of study and the impact of subjective evaluations in the construction of an index. Our study aims to provide a measure of integration as much as possible general and objective. More in details, first, we consider some different general aspects of the integration problem related to migrants’ polarization, cultural diversification, social stability, integration in the labor market. Second, we aggregate them in a synthetic linear index, which is rather objective since the weights are computed by only considering the statistical properties of our dataset, i.e. choosing those weights that minimize the information loss in terms of data variances/co-variances.

The claim that "skilled immigration is welcome" is often associated to the increasing adoption of selective immigration policies. I study the voting over differentiated immigration policies in a two-country, three-factor general equilibrium model where there exist skilled and unskilled workers, migration decisions are endogenous, enforcing immigration restriction is costly, and natives dislike unskilled immigration. According to my findings, decisions over border closure are made to protect the median voter when her capital endowment is sufficiently small. Therefore I argue that the professed favour for skilled immigration veils the protection for the insiders. This result is confirmed by the observation that entry is rationed for both skilled and unskilled workers. Moreover, immigration aversion helps to explain the existence of entry barriers for unskilled workers in countries where the majority of voters is skilled.

Many empirical studies have inferred contagion in behavior from a correlation between individual behavior and the behavior of others in the same social group, rather than from any direct evidence. The correlation has been variously attributed to social interaction, word of mouth communication, and observational learning. As Manski (1993) famously observed, such correlation might be explained by peer group influence, but also, similar responses to common environmental changes. More generally, correlation in behavior raises two questions – how information is transmitted and why individuals follow the choices of others.
We address these questions in the context of subscriptions to the U.S. "do not call" registry in June-August 2003. Using a rich set of data culled from multiple sources, including longitudinal observations of household choice, we are able to separately identify
-- Methods by which information is transmitted – social interaction and news media;
-- Reasons why households follow the choices of others – observational learning and telemarketing diversion, and the impact of household heterogeneity on such learning and diversion.
Among methods of information transmission, social interaction was relatively more important than news media. Among reasons for contagion, telemarketing diversion was relatively more important than observational learning, while the extent of learning decreased with social heterogeneity.

Survey data from urban China in 2002 show levels of life satisfaction to be low, but not exceptionally so, by international comparison. Many of the determinants of life satisfaction in urban China appear comparable to those for people in other countries. These include, inter alia, unemployment, income, marriage, sex, health and age. Communist Party membership and political participation raise life satisfaction. People appear fairly satisfied with economic growth and low inflation, and this contributes to their overall life satisfaction. There is dissatisfaction over pollution, but this – like job insecurity – does not appear to impact on life satisfaction.

This paper discusses the emergence of a new model of welfare and social assistance in Central and Eastern Europe. It starts by briefly summarizing the most recent social policy developments occurring in Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia and continues investigating the most urgent reform challenges and adaptational strategies. As argued elsewhere (see Cerami 2006a), the main argument of the paper is that CEECs are moving towards a new world of welfare capitalism, which combines old with new social policy characteristics. A special emphasis in this paper is, however, given to the systems of social assistance, since these represent the last public policy instrument to prevent citizens to fall into extreme poverty. As it will be argued, social assistance schemes did not only play a crucial role in the process of democratic transition cushioning the negative effects of the economic transformation, but they also represent important sources of democratic engineering providing legitimacy to the newly established market-oriented order. A substantial reconsideration in the social policy logic behind their establishment is, however, urgently required.

This paper has four main objectives: (1) to monitor the rise of poverty and income inequality during the first decade of Russian transition; (2 to analyze the performance of the welfare state in reducing poverty and income inequality; (3) to identify the most vulnerable groups of transition; and (4) to elucidate the changes occurring in the social structure in terms of wage and income differences. The empirical evidences provided in the paper lead to the conclusion that the impact of the Russian welfare state has been rather limited with welfare institutions having only marginally succeeded in reducing poverty among people in need. This study has also highlighted how the Russian society is now slowly acquiring those characteristics of differentiation present in Western societies, which for so many years had been advocated by the population. Unfortunately, differentiation in wages has also implied a dramatic and excessive differentiation in life standards and opportunities. These are all challenges that the Russian welfare state is called to deal with. The individualization and monetarization of risks are, in fact, accentuating the self-perpetuating character of poverty, especially for children, elderly, large families with children, single mothers, farmers, manual workers, unemployed and social assistance beneficiaries.

This paper provides a brief description of the main systemic problems (strukturprobleme) of post-communist capitalism(s), as well as exploring the main changes occurring in the social structure and the subsequent new social risks and welfare state responses emerging. It shows that post communist societies are characterized by more intense strukturprobleme, which are resulting in the materialization of broader social risks types and groups. As a consequence of a difficult and still uncompleted process of recalibration (functional, distributive, normative and institutional), the welfare states in Central and Eastern Europe and in the Russian Federation are called to face a double burden of responsibilities: they must ensure protection against old and new social risks for a larger proportion of citizens than those in the West, while, simultaneously, dealing with the most serious social, economic and political challenges stemming from the transition.

Central and Eastern European countries have experienced a rapid transformation of their economic, political and welfare regime(s). From a state-paternalist welfare state, post-communist countries are now moving towards something new. A shift in the main social policy paradigm is, in fact, taking place: from central-planning to market-based welfare provisions, from public to private responsibility, from universal and flat-rate to insurance-based and contributions-related benefits. Most of these changes seem to be clearly paradigmatic, although it has still to be asked where the post-1989 social policy discourse originated. This paper aims to address this issue, by exploring the introduction of new social policy ideas in Central and Eastern Europe. The first section clarifies the difference between old and new social policy ideas within the specific context of Central and Eastern Europe. The second section provides a brief overview of the main changes in pension, health care and unemployment benefits, while the third section briefly summarizes the results. The main argument of the paper is that policy makers in the region have combined old with new social policy ideas in order to make the new welfare arrangement sustainable to internal and external pressures. In other words, they recasted the welfare state from within.

The present paper puts the argument forward that social policy analysis today
lost very much its ground of systematically approaching its objective. Rather
than analysing the objective relations, processes and their foundation political
arguments and discourses are very much developed on moral grounds and
remain on the level of studying empirical evidence. In this way they fail to
provide both, a sound analysis and the development of strategic thinking for
policy development.
After briefly reminding at some issues brought up by classical analysis of
class structures and stratification theories, the text goes on by utilising these
perspectives for cursorily assessing some trends in major fields of EU social
policy debates. Hereby the ground is provided for looking for principal points
of tensions in policy analysis and development, not least reminding critical
and left approaches to avoid the trap of a kind of left-intellectual populism.

In this paper, we develop a dynamic structural model of single mothers' work and welfare participation decisions while their children are young. This model is used to measure the effects of mothers' decisions on short run attainments of the children of NLSY 79. Using PIAT Math test score as a measure of attainment, we find that both single mothers' work and welfare use in the first
five years of their children's lives have a positive effect on children's outcomes, but this effect declines with initial ability. The higher the initial ability of a
child, the lower the positive impact work and welfare have. In fact, in the case of welfare the effect is negative if a child has more than median initial ability. Furthermore, we find that the work requirement reduces a single mother's use of welfare. However, the net effect of the work requirement on a child's test score depends on whether the mother's work brings in enough labor income to
compensate for the loss of welfare benefits. We also look at the implications of the welfare eligibility time limit and maternal leave policies on children's
outcomes.

The aim of this paper is to estimate the effects of EU regional policy with respect to
economic convergence. In particular, I tried to “measure” the effect of EU regional
policy on the per capita Gross Domestic Product by means of a simulation that starts
from the GDP growth rate estimated by Eurostat concerning the 2006-2008 sample.
The original point of my work consists in a way to consider separately GDP growth and
Population growth.
I acted as follows: first, I considered the estimated GDP growth rate in the sample
2006-2008 and I calculated the average rate; second, I calculated the average population
growth rate in the sample 1998-2003 and, finally, I used the two rate to forecast the
GDP per capita in the 2013. The idea behind this technical procedure is that change in
demographic variable have a stronger inertia than change in the economic variable.
It is important to underline that the purpose of this paper is not to make a good
forecast of the 2013 situation concerning the GDP per capita, but representing an
optimistic frame that does not consider many theoretical factors that should worsen the
whole economic performance.
Despite the simplicity of the method adopted this framework may be very powerful.
In fact it is able to analyse not only a ceteris paribus scenario, but also the effect of
Public Policy eventually even year by year without complex assumption on such a rule
that governs the two rate here considered.
In this work I propose an analysis that may be thought as divided into two main
parts. The first one with the aim to provide a synthesis of the main results achieved in
literature about the economic convergence. In a second part, I provide a forecast based
on empirical evidence. At margin note that the empirical evidence here considered is
consistent with some assertion provided by literature.

The main “flaw” of orthodox approach is that empirically, inside the EU, we do not observe
the “violent migration” neither of firm nor of citizens-workers that it need in order to let the
whole system operate as it predicts.

that pressures to European welfare system came principally from the globalisation-project
that using the myth of competitiveness give to political (national) leaders a powerful tool in
order to deal neoliberal reforms of social models by imputing responsibility to external

The economic literature examining changes in divorce rates is not conclusive since legal reforms have been found to have permanent, transitory or no effect on divorce rates. This paper studies differences in divorce rates among 16 European countries from 1930 to 2006, by exploiting time-series analysis. We find that 37.5% of the divorce rate’s series are stationary, so that any shock had a transitory effect. However, we also detect structural breaks in the average divorce rate for each country that are endogenously located very close to the year of the divorce law legislation (the same year or some years later).

In this paper we approach the issue of social cohesion across NUTS4 regions in Poland. We analyse regional dynamics of unemployment rates and try to evaluate the impact of Active Labour Market Policies (ALMPs) in observed trends. Using data for 1999 till 2008 we employ tools typically applied to income convergence analyses to test the stability of unemployment distribution - both unconditionally and taking into account explanatory power of unemployment structure and ALMPs in Polish regions.
Our findings suggest no unconditional convergence understood both in terms of levels and in terms
of dispersion, while the latter seems to suggest "convergence of clubs" within a group highest unemploy-
ment regions. The analysis comprised as well accounting for potential impact of ALMPs, controlling for dierentiated unemployment structure. We find no evidence that cohesion eorts contribute to the convergence or less of the divergence phenomena.

In this paper we approach the regional unemployment dynamics in Poland. Using policy relevant NUTS4 level data for 1999 till 2006 we employ tools typically applied to income convergence analyses to inquire the patterns of unemployment distribution. We apply diverse analytical techniques to seek traces of convergence, including beta and sigma convergence as well as pass-through analysis.
We demonstrate that it is highly stable over time, while only weak "convergence of clubs" is supported by the data and only for the high unemployment regions. Results suggest no support in favour of beta-type convergence, i.e. convergence of levels. Even controlling for nation-wide labour market outlooks (conditional convergence) does not provide any support to this hypothesis. Further, regions with both very high and very low unemployment show signs of high persistence and low mobility in the national distribution, while the middle ones tend to demonstrate higher mobility and essentially no regional unemployment dierentials persistence. This diagnosis is confirmed by sigma-convergence analysis which indicates no general divergence or convergence patterns. Transitions seem to be slightly more frequent, but at the same time less sustainable for middle range districts, while movements up and down the ladder occur predominantly for the same districts. Findings allow to define the patterns of local labour market dynamics, pointing to dierentiated divergence paths. Importantly, these tendencies prevail despite cohesion policies financing schemes, which allocate relatively more resources to deprived regions.

Findings allow to define the patterns of local labour market dynamics, pointing to differentiated divergence paths. Importantly, these tendencies persists despite cohesion policies financing schemes, which allocate relatively more resources to deprived regions in all these countries.

In this study, I use three data sets collected by the US Department of Education, National Center for Education Statistics (NCES): National Postsecondary Student Aid Studies of 1996, 2000 and 2004 (NPSAS:96,NPSAS:2000, and NPSAS:04) to derive the characteristics of the students
in the US for-profit postsecondary educational sector and to identify the trends in these characteristics. I generate a collection of complex survey means and ratios and perform a series of t-tests to produce two sets of comparisons. First, I compare the for-profit students to the students in 2-year (and less-than-2-year) and 4-year non-profit schools. Second, I compare the students in less-than-2-year, 2-year, and 4-year for-profit colleges. These two different comparisons lead to three main conclusions. First, for-profit students are systematically and significantly different from their counterparts in non-profit 2-year and 4-year schools. Second, for-profit students are a very heterogeneous body. Students at less-than-2-year for-profit schools are different from the students in 2-year for-profit schools, and there is even a starker difference between the students in for-profit
4-year schools and the rest of the for-profit students. Finally, the increasing student population in for-profit 4-year schools drives the contemporary trends in proprietary student characteristics.

We show that the introduction of unfunded public pensions in a Cobb-Douglas economy with overlapping generations and endogenous fertility may cause complex economic cycles when individuals are short-sighted. In particular, the risk of cyclical instability increases with both the individual degree of thriftiness and the relative weight of individual fertility in the pension system. Our results provide a possible explanation of the occurrence of persistent cycles in an overlapping generations context and represent a policy warning about the dramatic destabilising effects of a fertility-related pension reform.

This paper investigates the steady state and dynamical effects of two historical alternatives as a means of old-age insurance – i.e., voluntary intra-family transfers from young to old members versus pay-as-you-go public pensions –, in a general equilibrium overlapping generations model with children as a desirable good. It is shown that the shift from a private system of old-age insurance to a public system of social security increases GDP per worker. Moreover, although in both cases the dynamics of capital, under myopic expectations, may be globally unstable depending on the size of the (private as well as public) inter-generational transfer, we show that such a shift significantly reduces, for plausible economies, the risk of cyclical instability which otherwise would be dramatically high, especially in countries with high degree of parsimony and low preference for children.

This paper focuses on political communication as information source in decision making. The biggest exponent of information can be found in presidential debates in which strategies for future governmental decision are located. Models of communication and debate in a public environment are presented, focusing on the types of communication associated with criticism and countercriticism manifested in political debates and public management. The paper proposes: (i) a normative model showing how communication can be conducted, including a criticism development process and alternative strategies; (ii) a model of organizational excellence and rational criticism in public management; and (iii) an analysis of three Obama–McCain presidential debates. The causes of the economic crisis and solution strategies were found. This research provides value information for prospective in actual uncertain situations.

This paper explores the frequency of permanent shocks in divorce rates for 16 European countries during the period 1930 to 2006, by examining whether the divorce rate is a stationary series, exhibits a unit root, or is stationary around a process subject to structural breaks. A clear finding from this analysis is that not all shocks have transitory effects on the divorce rate. Results provide evidence of both stationarity around occasional shocks which have permanent effects, and of a unit root, where all shocks have a permanent effect on the divorce rate. All of the permanent shocks are positive, and almost all occurred in the 1970s. Supplemental analyses indicate that most of these shocks can be associated with the divorce law reforms that occurred throughout Europe at that time, suggesting an important role of those policies in the evolution of divorce rates.

Understanding the Impact of Immigration on Crime

Since the 1960s both crime rates and the share of immigrants among the American population have more than doubled. Almost three quarters of Americans believe immigration increases crime, yet existing academic research has shown no such effect. Using panel data on US counties from 1980 to 2000, this paper presents empirical evidence on a systematic and economically meaningful impact of immigration on crime. Consistent with the economic model of crime this effect is strongest for crimes motivated by financial gain, such as motor vehicle theft and robbery. Moreover, the effect is only present for those immigrants most likely to have poor labor market outcomes. Failure to account for the cost of increased crime would overstate the “immigration surplus” substantially, but would most likely not reverse its sign.

This paper analyses the dynamics of a simple overlapping generations economy with endogenous longevity, endogenous fertility and private transfers from children to parents. In this context, it is shown that both the public provision of health care services, which determines the individual length of life, and the size of the intra-family transfer may be a source of chaotic cycles when individuals are perfect foresighted. However, such economic factors also have the potential to ultimately suppress undesirable chaotic fluctuations. This suggests that the equilibrium dynamics of an OLG growth model may endogenously reconcile the existence of both irregular business cycles and the global stability of the economic system.

This study discusses in depth the youth unemployment "problem" and examines the various policy responses to it, including education and training, and active labour market policy. It emphasizes the need for adequate labour market information, policy monitoring and programme evaluation to help provide more and better-quality jobs for young people -
while also offering specific recommendations and guidelines for this age group in industrialized, transition and developing countries, While analysing the characteristics, causes and consequences of youth unemployment, the study explores the nature of the youth labour market and how it differs from the labour market for other workers. It looks at minimum wages, as well as the pivotal role of education and training systems. It also identifies vital ILO instruments concerned with young people and examines the broader international policy challenges faced by many countries around the world. In particular, it discusses the failure of many countries to integrate young people into good, quality employment.
Active labour market policies, both successful and unsuccessful, are evaluated, and the book looks closely at policies promoting wage employment, self-employment and programmes aimed at disadvantaged young people.
The book reveals how youth unemployment is first and foremost a consequence of poor macroeconomic performance and suggests ways in which countries can formulate coordinated youth employment policies according to the state of their economies. In contrast to prevalent approaches in the literature, it emphasizes the need to go beyond a purely supply-side response. The study includes strategies for involving governments, as well as employers' and workers' organizations, in tackling youth unemployment and providing alternatives.

This paper explores the response of the divorce rate to law reform introducing unilateral divorce after controlling for law reforms concerning the aftermath of divorce, which are omitted from most previous works. We introduce two main policy changes that have swept the U.S. since the late 1970s; the approval of the joint custody regime and the Child Support Enforcement program. Because those reforms affect divorce decisions by counteracting the reallocation of property rights generated by the unilateral divorce procedure and by increasing the expected financial costs of divorce, it is arguable that their omission might obscure the impact of unilateral divorce reforms on divorce rates. Our results suggest that what has driven the decline in the divorce rate since the 1980s are law reforms concerning the aftermath of divorce rather than a reverse response of divorce rates to the adoption of unilateral divorce laws. Supplemental analysis, developed to examine the frequency of permanent shocks in U.S. divorce rates, indicates that the positive permanent changes in divorce rates can be associated with the implementation of unilateral divorce, and that the negative permanent changes can be related to the law reforms concerning living arrangement in aftermath of divorce. This seems to confirm the important role of those policies in the evolution of divorce rates.

Age structure and its dynamics are critical in understanding the impact of population growth on a country’s growth prospects. Using state-level data from India, we show that the pace of demographic transition varies across states, and that these differences are likely to be exacerbated over the period 2011-2026. We show that the so-called BIMARU states (Bihar, Madhya Pradesh, Rajasthan, and Uttar Pradesh) are likely to see a continuing increase in the share of the working-age population in total population. The BIMARU states are expected to contribute 58% of the increase in India’s working-age population. The BIMARU states have traditionally been the slow-growing states and have performed poorly on different accounts of social and physical infrastructure. Whether India can turn demographic dividend into a boon or whether the dividend will become a bane will critically depend on the ability of the BIMARU states to exploit the bulge in the working-age population.

A correct assessment of public policies requires the analysis of deliberate and involuntary redistribution. Redistributive policies have an interpersonal as well as an intrapersonal dimension. To assess the latter, the entire lifetime of individuals and families has to be taken into consideration. Traditionally, redistribution is analysed with static tax-benefit microsimulation models or on stylised individuals/households. Such tools are inadequate to estimate intrapersonal redistribution.
The paper proposes a new methodology for evaluating the lifetime incidence of budgetary policy on families. To do so, the definition of a “family unit” proposed by Ermish and Overton (1985) is used. By explicitly considering jointly all tax and spending programs, including in kind transfers and the supply of public services, the new methodology allows to estimate the overall redistribution of the public budget. Moreover, this approach provides an essential tool for examining in detail how the existing tax-benefit system influences the net fiscal position of different family kinds along their lifecycle.
As a first application, the new methodology is applied to Italy to investigate lifetime public support to dependants. Empirical results show that public support is not negligible, representing on average 10 percent of family expenditures. However, support is mainly geared to “old” family types - characterised by an absence of major economic problems and by low female labour market participation. The second part of the research explores the hypothesis that the current low demographic scenario can be characterised by “demographic free-riding”. Conclusions are such that the free-riding hypothesis is accepted. However, the scenario resembles the “positive externality” case more than that of “pure public good”.

Despite recent interest in regionalization of immigration in host nations, most studies have analyzed immigrants’ economic performance by largely focusing on their overall national performance. A regional analysis is necessary because changing geographic distribution of immigrants can affect their economic performance positively or negatively. Present paper focuses on Atlantic Canada whose share in annual Canadian immigrant inflows has been traditionally low, but where recent policy initiatives have resulted in greater attraction and retention of immigrants. Immigrants are found performing better than non-immigrants in regional labour market. The importance of regional analysis of immigrants’ economic performance and contribution in host nations is highlighted.

The (stable) first step is introduced as an adaptation of the deferred-acceptance algorithm designed by Gale and Shapley (1962), when students are divided into two groups. The (efficient) second step captures the idea of exchanging places inherent to Gale's Top Trading Cycle. This latter step could be useful for Municipal School Boards when implementing some integration policies.

In this study, we examine the relationship between foreign direct investment and terrorist incidents that took place in Turkey for the period from 1991:12 to 2003:12. This research contributes to the literature by checking for a possible non-linear relationship between terrorism and foreign direct investment. The data used to measure the intensity of terrorism were collected from the newspapers of Turkey, and therefore are limited to the direct signals given to the market. Empirical evidence from both linear and non-linear models confirms that terrorism has a large significant negative impact on foreign direct investment. With respect to the nonlinear model, the impact of terrorism on the foreign direct investment is more severe during periods of high terrorism when the intensity of terrorism passes the threshold level 3.725.

Understanding the Impact of Immigration on Crime

Since the 1960s both crime rates and the share of immigrants among the American population have more than doubled. Almost three quarters of Americans believe immigration increases crime, yet existing academic research has shown no such effect. Using panel data on US counties from 1980 to 2000, this paper presents empirical evidence on a systematic and economically meaningful impact of immigration on crime. Consistent with the economic model of crime this effect is strongest for crimes motivated by financial gain, such as motor vehicle theft and robbery. Moreover, the effect is only present for those immigrants most likely to have poor labor market outcomes. Failure to account for the cost of increased crime would overstate the “immigration surplus” substantially, but would most likely not reverse its sign.

This paper focuses on political communication as information source in decision making. The biggest exponent of information can be found in presidential debates in which strategies for future governmental decision are located. Models of communication and debate in a public environment are presented, focusing on the types of communication associated with criticism and countercriticism manifested in political debates and public management. The paper proposes: (i) a normative model showing how communication can be conducted, including a criticism development process and alternative strategies; (ii) a model of organizational excellence and rational criticism in public management; and (iii) an analysis of three Obama–McCain presidential debates. The causes of the economic crisis and solution strategies were found. This research provides value information for prospective in actual uncertain situations.

In the mid-1980s, the Indian government embarked on one of the largest childhood immunization
programs-called "Universal Immunization Program" (UIP)in order to reduce the high mortality and
morbidity among children. I examine the effect of this immunization program on child mortality and
educational attainment by exploiting district-by-cohort variation in exposure to the program. Results
indicate that exposure to the program reduced infant mortality by 0.4 percentage points and under-
five child mortality by 0.5 percentage points. These effects on mortality are sizable{they account for
approximately one-fifth of the decline in infant and under-five child mortality rates between 1985-
1990. The effects are more pronounced in rural areas, for poor people, and for members of historically
disadvantaged groups. While the program clearly reduced mortality, it had mixed effects on children's
educational outcomes. I fnd it had a negative impact on primary school completion, but a positive
impact on secondary school completion. The negative eect at low levels of schooling may be due
to lower average health among marginal surviving children or a quantity-quality trade-off where
the unanticipated survival of children induces families to under-invest in each child. The greater
propensity to complete secondary school on the other hand may be due to improved health among
those farther away from the margin of survival.

This paper explores the response of the divorce rate to law reforms introducing unilateral divorce after controlling for law reforms concerning the aftermath of divorce, which are omitted from most previous studies. We introduce two main policy changes that have swept the US since the late 1970s: the approval of the joint custody regime and the Child Support Enforcement program. Because those reforms affect divorce decisions by counteracting the reallocation of property rights generated by the unilateral divorce procedure and by increasing the expected financial costs of divorce, it is arguable that their omissions might obscure the impact of unilateral divorce reforms on divorce rates. After allowing for changes in laws concerning the aftermath of divorce, we find that the positive impact of unilateral divorce reforms on divorce rates does not vanish over time, suggesting that the Coase theorem may not apply to changes in divorce laws. Supplemental analysis, developed to examine the frequency of permanent shocks in US divorce rates, indicates that the positive permanent changes in divorce rates can be associated with the implementation of unilateral divorce reforms and that the negative permanent changes can be related to the law reforms concerning living arrangements in the aftermath of divorce. This seems to confirm the important role of these policies in the evolution of divorce rates.

Government-issued longevity bonds would allow longevity risk to be shared efficiently and fairly between generations. In exchange for paying a longevity risk
premium, the current generation of retirees can look to future generations to hedge their aggregate longevity risk. There are also wider social benefits. Longevity bonds
will lead to a more secure pension savings market - both defined contribution and defined benefit - together with a more efficient annuity market resulting in less
means-tested benefits and a higher tax take. The emerging capital market in longevity-linked instruments can get help to kick start market participation through the establishment of reliable longevity indices and key price points on the longevity risk term structure and can build on this term structure with liquid longevity derivatives.

This paper explores the frequency of permanent shocks in divorce rates for 16 European countries during the period 1930 to 2006. We examine whether the divorce rate is a stationary series, exhibits a unit root, or is stationary around a process subject to structural breaks. A clear finding from this analysis is that not all shocks have transitory effects on the divorce rate. Our results provide evidence of both stationarity around occasional shocks that have permanent effects, and of a unit root, where all shocks have a permanent effect on the divorce rate. All of the permanent shocks are positive, and most are grouped in the 1970s. These shocks can be related to major events that occurred throughout Europe at that time: the divorce law reforms, suggesting that those policies play an important role in the movement of European divorce rates.

his paper introduces unintentional bequests in a closed economy overlapping generations model à la Chakraborty (2004). We show that poverty traps due to scarce public investments in health can exist. However, and most important, the existence of unintentional bequests makes the health tax rate to play a prominent role in determining the stability conditions of the equilibrium in rich economies. Indeed, non-monotonic dynamics, Neimark-Sacker bifurcations and deterministic chaos can occur depending on the size of the public health system.

The Mindanao conflict in Southern Philippines is a long-standing controversy that has eluded comprehensive solutions. Despite efforts of the Government of the Philippines (GRP) and the representatives from the peoples of Mindanao in undertaking peace initiatives, “the war:” continues.
The establishment of the Autonomous Region of Muslim Mindanao (ARMM) as embodied in an organic law provided in the 1986 Philippine Constitution has not seemed to bring about the much-anticipated progress. Even with the so-called “autonomy” already in place to substantiate the clamor of the Muslims for self-rule in the Tripoli Agreement, conflict has escalated signifying unrest among the people.
Instead of dealing with the problem from the standpoint of an “outsider” who may know about the Mindanao conflict from what they hear, the study attempted to get a glimpse of “the war” from the “insiders” who have survived and lived to tell their own stories. From the perspectives of two distinct peoples of Sulu- the Christian and Muslim Joloanos, the study was able to penetrate the heart of conflict in Mindanao.
The study was able to visualize “the 1974 war” and the on-going conflicts from two cultural lenses and in the process was able to demonstrate a “parallel reality construction” among the war survivors who provided interesting insights of “the war” from their “fantasy themes”.
The research has not only surfaced conflicting notions in their revelations of “the war” as experienced (subjective realities) but has generated elements of “convergence” as their experiences were correlated with the institutionalized beliefs of war (objective realities) or the war as told. Despite distinct subjective realities, they have shown proclivity towards parallel perceptions.
The Joloano war survivors’ subjective realities as applied in the study include their psycho-social trauma of the war and their portrayal of the role of “the other” culture as co-survivors of war. Among the elderly, descriptions of their fears and negative emotions have strongly echoed “old prejudices”. Among the middle-aged, “prudence” and tact in their narratives revealed a tendency to rationalize and to show sympathy towards “the other” culture. From the young war survivors a propensity towards confronting their dilemma suggested optimism and resilience in their perceptions.
Transitions in the subjective realities of the war survivors are apparent across culture and age. Opposing views are very strong among the elderly except for one Christian and a Muslim who are associated with “the other” culture by reason of marriage with them. The older Christian Joloanos for instance believe that the war was “unnecessary” while the older Muslims were convinced it was “inevitable”. The study has strongly shown that “shifts” in perceptions could be anchored on the participants’ religious beliefs and changing circumstances that come with age, political set-up, economic climate and inter-marriage among others.
Their reactions towards the prevailing issues of war (media war issues, other concepts and beliefs of war) which constitute the institutionalized-objective realities as defined in the study are “convergent” despite distinct experiences and personal circumstances. They have for example generally shown disagreement towards the commonly held concept that the mass media function to crystallize relevant issues, like the war in Mindanao. The majority of the co-authors furthermore negated the belief of the general public that “Christians and Muslims can never co-exist peacefully, and that the 1974 war was a form of “jihad” or a religious war among Muslims.
In the study therefore, communication has been proven once again to play a vital role in clarifying issues of the Mindanao conflict. It performed an emancipatory role in ways that provided rhetorical and psychological relief by allowing an occasion for war survivors to deconstruct their realities through their narratives. And to reconstruct their meaning of war by actively taking part in correcting prevailing notions of war to bring about the much needed change in a war-torn community like Sulu.

This paper explores the role of the birth control pill on divorce. To identify its effect, we use a quasi experiment exploiting the differences in the language of the Comstock anti-obscenity statutes approved in the 1800s and early 1900s in the US. Results suggest that banning the sales of oral contraceptive methods has a negative impact on divorce. These findings are robust to alternative specifications and controls for observed (such as female labour force participation, or changes in the early legal access to the birth control pill) and unobserved state-specific factors, and time-varying factors at the state level. Additional analysis, developed to examine whether the impact of subsequent divorce law reforms on divorce is modified after controlling for the birth control pill effect, shows that, although sales bans matter, the impact of divorce law reforms on divorce rate does not vary.

The fertility rate in Southeast and South Asia is relatively high compared to other region in the world, but the trend tends to decrease rapidly. This paper aims to quantitatively explore the factors influencing fertility rate in Southeast and South Asia by applying econometric model of the panel data. Applying the fixed effect estimation method on the 2003-2008 panel data, this study found that the infant mortality rate is an important factor influencing the high fertility rate in this area. The high elasticity of infant mortality rate implies that parents cover their risk from losing children by producing more children. Surprisingly, the demand for children (fertility rate) follows the demand of normal goods in which one digit increase in log income per capita will increase the fertility rate by 0.334 births per woman.

Family Planning Policy in China: Measurement and Impact on Fertility

The extent to which China's family planning policy has driven its fertility transition over the past decades is debatable. The disagreement is partly sourced from the different ways of measuring the policy. Most existing measures, constructed on the policy history, generally, do not include complete secular and cross-sectional policy variations, fail to heterogeneously reflect people's exposure to the policy, and often suffer from endogeneity. This paper reviews the entire history of China's family planning policy and accordingly, proposes a new policy measure that integrates the policy variations more completely, heterogeneously, and exogenously by using the cross-sectional data of the China Health and Nutrition Survey. The new measure estimates the effect of policy on fertility and generates negative regression coefficients that well reproduce the history. As for the contribution of the policy to fertility transition, the measure explains a sizable level shift of fertility for major cohorts, but only accounts for a small portion of the fertility decline over generations. In addition, a more-educated woman, a woman residing in a better-developed coastal province, or a woman whose first child is a son tends to desire fewer children and thus, receives lighter pressure from the policy. Other than fertility, a woman would delay her marriage in response to the policy, particularly when it is strongly enforced. Finally, the paper shows that using an incomplete measure could systematically underestimate the effect of policy on fertility and adopting an endogenous measure or a measure lacking heterogeneity could even produce a positive effect of the policy.

The Australian baby bonus, offering parents $3,000 on the birth of a child, was announced on May 11 2004. The focus of this paper is to analyse the response to the policy across maternal age levels in order to separate policy effects from prevailing demographic trends such as recuperation of previously postponed births. Using multivariate time series analysis, we find that all age groups except teenagers show a positive fertility response to the policy. The results suggest that the policy may have elicited fertility behaviour change, evidenced by a higher cumulative growth in fertility of maternal age groups 20-24 and 24-30 which is sustained past 2008 even as a growth in birth ratios of older age groups was stabilising. A short term birth timing effect was also estimated to further explore the extent to which incentives matter for decisions around family formation.

This paper evaluates the effectiveness of active labour market policies on two largest vulnerable groups at Serbian labour market — women and youth. By means of adapting methodology of other authors we concentrate on in-depth empirical research within the target groups to determine what policies bring most gains. Moreover, by using econometric matched pair design methodology we have undertaken a microevaluation of several different ALMP used in Serbia with a goal of obtaining precise information on the difference in effects among measures. The results that we have achieved are to a certain extent surprising, showing that widely utilised matching methodology can be altered and improved. On the other hand, we found that women and youth perform better than average in effectiveness of active labour market policies.

The measures of poverty involves a) the specification of the threshold income level below which a person is considered poor (the poverty line) and b) construction of an index to measure the intensity and severity of poverty suffered by those whose income is below the poverty line. Sen(1976) has proposed several criteria that a poverty measure must satisfy to be able to assess the changes in social welfare whereas Foster et al (1984) proposed a class of poverty measures that are additively decomposable and that satisfy all the criteria for an ideal poverty measure. For this study, we used a method known as FGT index to measure the incidence of poverty (headcount ratio), intensity of poverty (poverty gap ratio) and severity of poverty (squared poverty gap ratio). To find out the determinants of poverty, affecting the probability of an individual being poor, we estimated a Probit model using poverty as a dependent factor-a binary (poor-1 and non-poor-0) and a set of agricultural and socio-economic variables as explanatory variables.
Despite annual growth of more than 10 per cent in Bihar’s economy, poverty remained the same during 2004-05-2009-10.Incidence of poverty was double among agricultural labours than that of farm households and the poverty gap between farm and agricultural labour households increased during last two decades. The decline in poverty has been also higher among farm households than the decline observed among agricultural labour households during last two decades however the decline in poverty was comparatively high among agricultural households than farm households during 2004-05-2009-10, mainly due to adverse weather at one hand and increase in wages of agricultural labour at another during the period.
The comparatively high poverty incidence, gap and severity are observed in less developed village than developed villages in Bihar. Hence it may inferred that the level of development has direct influence on poverty alleviation that is; higher the development, lower the level of poverty in rural area. In villages, land is the main income generating asset hence the poverty incidence, gap and severity level are comparatively low in case of large households but the observation does not hold true in case of medium and small households because their land base is very low in Bihar. The highest poverty incidence, gap and severity are not found among labour households. It is only due to larger proportion of earning members and the majority of them are employed in non-farm activities on comparatively high wage whereas family member of households with even small piece of land do not prefer to work as labour, resulting less income flow and higher level of poverty among them.
Various agro-economic and social factors are responsible for poverty. The three key determinants that help the household in keeping away from poverty are education, number of earning and family size. The education enhances the skill, chances of getting remunerative employment and increasing labour productivity which lead to higher income and decline in poverty. Larger proportion of earning members in the household also helps increasing income flow whereas smaller size of family leads to comparatively less expenses and more income to the household hence low level of poverty.
These findings of poverty determinants call for establishment of effective educational and training infrastructure and streamlining of their functioning in rural area. The family welfare programme needs to be strengthened for population control since smaller family is likely to be away from poverty.

Practically all countries of the world money used to encourage childbirth at some stage of their development. Soviet Union, began to resort to monetary pronatalism, but the birth rate incentives of the second half of 1980 resulted in only short-term increase in the number of newborns. Since 2005, the monetary pronatalism became the dominant trend of population policy in Ukraine as a result of the introduction of substantial financial assistance at birth. As a result of these measures the birth rate indicators have improved, namely: the number of births increased from 426 thousand children in 2005 to 502 thousand in 2011, the birth rate has increased from 1.21 to 1.45, respectively. However, we stress that such results were achieved not only through the use of monetary instruments - during this period the numerous generation of women born in the second half of 1980's entered child-bearing age. Increasing living standards also had a positive impact on reproductive behavior of the population.
Year after year the amount of assistance at birth is increasing in Ukraine, i.e. the "price" of a child for the national budget increases. Our calculations show that, on average, public spending per infant has increased 6-fold since 2005, while the number of newborns during this period has grown only by 17%. Assistance at childbirth has evolved in our country from a pronatalist instrument into a component of social security. Author calculations indicate that in 2005 government payments at first birth were almost 2 times higher than the minimum wage, in 2011 this excess was 1.4 times. This fact suggests the possibility of abuse by marginal minded population, because welfare payments in this case exceed labor incomes. Under the influence of modern pronatalist policy a slight increase in birth rate is observed, but it is unknown which category of the population is increasing the number of children. The increase in the number of children in the so-called marginalized sectors of the population, i.e. those with a low educational level, unemployed and socially disadvantaged people, is a cause for concern.
In order to achieve sustainable birth rates the combination of monetary stimulus of childbirth and other measures of socio-demographic policies aimed at addressing the urgent problems of young families - housing, creation of opportunities for combining motherhood and work (study), development of pre-school educational institutions (both public and private), etc. is important.

This study empirically investigates the impact of AFDC (welfare) policies, per capita property taxation, and per capita local government spending on net in-migration by race to SMSAs for the period 1965-1970. The empirical results imply that black migrants on average are attracted to SMSAs with higher welfare benefits whereas white migrants on average manifest an aversion to higher welfare SMSAs. While higher property taxes exercise little to no effect on black net in-migration, they act to discourage white in-migration. Finally, higher non-welfare expenditures by SMSAs appear to encourage black net in-migration, but they have little to no impact on white in-migration.

This paper describes the reasons at the basis of the insufficiency of pay-as-you-go systems to provide resources for financing health care in an ageing society with the low rates of growth that will characterise western industrialised economies during next decades.
Intuitive arguments are provided for supporting the diversification of pillars, with the public pay-as-you-go pillar combined with the private pillar functioning with real accumulation of resources on markets.

Next it describes how Mexico City, the federal government, and seventeen of Mexico’s 31 states initiated social pensions, a policy supported eventually by each of the three major political parties. It concludes with thoughts on what remains to be done.

A simple three-sector general equilibrium model has been developed with both male and female labour and factor market distortions. The effects of different liberalized economic policies have been examined on the gender-based wage inequality. The analysis finds that credit market reform and tariff reform produce favourable effects on the wage inequality while the liberalized investment policy becomes counterproductive. These results have important policy implications for a small open developing economy.

This paper analyzes the relationship between unemployment and rape in a panel of European regions. In particular, this paper is intended to test whether an ‘opportunity perspective’ holds for rape. The ‘opportunity perspective’ interprets the level of unemployment as an indicator of ‘social inactivity’, so that a negative relationship between violent crime and unemployment is predicted. Results show that rape and unemployment are positively associated so not confirming the opportunity perspective. Results are robust using alternative dependent variables, namely (i) the count of rape; (ii) the rape rate per 100,000 people.

The study investigates the effect of imposing an n-child policy by forecasting the population of the Philippines using a discrete age-structured compartmental model. Based on the results of the projection, a policy promoting a maximum of two children per couple leads to a transient stabilization (i.e., the population eventually declines after attaining zero-growth rate). A three-child policy may also lead to stabilization yet may converge beyond the calculated Verhulstian carrying capacity of approximately 200M. However, overshooting the carrying capacity can be resolved by increasing the available resources that can support the escalating population size. A child policy dictating a maximum of four or more children per couple results to a similar population growth as the status quo due to the inherent declining birth rate. With the declining birth rate trend in the Philippines, population stabilization is realizable even without implementing a child policy but only after 100 years. Furthermore, this study estimated the future age structure and the resultant GDP per capita income associated with each child policy.

Artykuł omawia główne cechy koncepcji "solidarności pokoleń". Podejście to jest wykorzystywane w analizach dotyczących procesu starzenia się społeczeństw na początku XXI wieku oraz w projektowaniu polityki publicznej. Opracowanie przybliża podstawowe znaczenia pojęć dotyczących pokolenia i relacji międzypokoleniowych. Zwrócono uwagę, iż solidarność pokoleń stanowi kwestię socjalną wymagającą wspólnych interwencji podmiotów publicznych, komercyjnych i pozarządowych. Praca prezentuje też wnioski z krytycznej analizy założeń działań na rzecz solidarności pokoleniowej zaprezentowanych w wybranych dokumentach projektu cywilizacyjnego "Polska 2030. Trzecia fala nowoczesności".

The article discusses the main features of "solidarity of generations" concept. This approach is used in the analysis of the ageing process at the beginning of the XXI century as well as in designing of public policy. Essay introduces the basic concepts of generations and relationships between generations meaning. Article emphasizes that solidarity between generations is a social issue that requires the combined intervention of public, commercial and non-commercial bodies. Paper presents a conclusions from critical analysis of assumptions for the solidarity of generations included in the selected documents of civilizational project "Poland 2030. The Third Wave of Modernity."

This paper empirically analyzes the relationship between unemployment and rape in a panel of European regions. Results show that rape and unemployment are positively associated. Results are robust using alternative dependent variables, namely (i) the count of rape; (ii) the rape rate per 100,000 people. When applying gender-specific measures, only female unemployment appears to explain the positive association. Yet, the main findings are confirmed when using youth unemployment. Interestingly, only male youth unemployment seems to explain the positive association between rape and youth unemployment. Among control variables, interestingly, education is positively associated with rape. The reasonable interpretation is that education does not increase rape in itself but rather ‘reported rape’. As expected, measures of future economic opportunities are negatively associated with emergence of rape.

The objective of this article consists of analyzing the impact of the economic on working careers of different birth cohorts. We use the micro-data of the Spanish Labour Force Survey from 1976 to 2013 to calculate the labour market trajectory of men and women by birth cohort. During the crisis, the male employment rate has decreased at least 15 percentage points for all the generations younger than 45 at the beginning of the recession, and increasing for younger generations. The effects are smaller for women and for people with high educational level. Because of the severe impact on young cohorts (especially those with low educational level), we review the policies targeted to this group, especially the Youth Guarantee.

We propose to create a multi-pillar system by merging the public and private pension systems. In this system, part of the worker’s contribution goes to a “solidarity fund” and
the remaining is accrued in his individual capitalization account. This fund will finance a targeted minimum pension scheme. Then, the first pillar is this minimum pension, the
second one is a pension financed by the own compulsory contributions to the pension fund and the third one is a pension financed by contributions to a voluntary scheme.
We use unique samples of workers’ administrative data to estimate the actuarial liability, inequality on pensions and welfare. Overall, our results show that preserving
the current welfare level, the actuarial liability and the inequality can be substantially reduced. Thus, the proposed multi-pillar system allows recovering the principle of
solidarity and save fiscal resources.

Concern about the high poverty rates experienced by children in female-headed households has led to policies aimed at increasing these households' income. In this paper we present a model that analyzes decisions made before and during marriage to invest in the human capital of parents and children. These decisions result from a variety of anticipated post-divorce monetary transfers between spouses.

Celem artykułu jest przybliżenie koncepcji solidarności pokoleń w kontekście wyzwań procesu starzenia się ludności na początku XXI wieku. Utrzymanie pozbawionych konfliktów relacji pokoleniowych jest kwestią wymagającą wspólnych interwencji podmiotów publicznych, komercyjnych i pozarządowych. Dlatego też w opracowaniu, po omówieniu znaczeń pojęcia pokolenie i typów relacji międzypokoleniowych, zostaną wskazane modele polityki relacji międzypokoleniowych. Opis uwzględnia działania na poziomie międzynarodowym, krajowym oraz regionalnym i lokalnym. W dalszej części analizie poddane zostaną główne założenia działań na rzecz solidarności pokoleniowej z wybranych dokumentów projektu cywilizacyjnego "Polska 2030. Trzecia fala nowoczesności". Podsumowanie obejmie rekomendacje praktyczne i badawcze w zakresie polityki rodzinnej i rynku pracy.

The aim of this article is to introduce a concept of "solidarity of generations" in the context of challenges of population ageing at the beginning of the XXI century. Maintaining relationships without generational conflict is a matter requiring joint intervention of public, market and social sectors entities. After the discussion of generation meaning and types of relationships between generations, intergenerational policies models were identified. The description included activities at the international, national, regional and local levels. Later in the article activities assumptions for the solidarity of generations included in the selected documents of civilization project "Poland 2030. The Third Wave of Modernity" were critically analyzed of the main approaches. Conclusions provided recommendations for practical action and further research.

In several countries governments fund childcare provision, but in many others it is privately funded as labour regulation mandates that firms have to provide childcare services. For this latter case, there is no empirical evidence on the effects generated by the financial burden of childcare provision. In particular,
there is no evidence about who effectively pays (i.e. firms or employees) and how it pays (i.e. via wages and/or employment). This study is the first one to provide such evidence. Our hypothesis is that, in imperfect labour markets (e.g. oligopsonistic), firms will transfer childcare cost on to their workers. To
analyze this, we exploit a discontinuity on childcare provision mandated by Chilean labour regulation. Our results suggest that firms transfer entirely the cost of childcare (nearly 100%) to their workers via lower wages (not only to female but also to male workers) and not through the alteration of the share of male workers within the firm. This is consistent with our finding that firms do not manipulate the threshold (number of female workers) because they avoid the burden by transfering the cost to their employees.

Priority setting and resource allocation across various health care functions is a critical issue in health policy and strategic decision making. As health resources are limited while there are so many health challenges to resolve, consumers and payers have to make difficult decisions about expenditure allocation. Our research focus on the (dis)agreement between citizens’ preferences and actual public health expenditure across broad health care functions, on whether this (dis)agreement is persistent, on whether various demographic factors amplify this (dis)agreement and to derive useful implications for public health policies. Using survey data of 3,029 citizens in Greece for the year 2012 and employing logit estimation techniques, we analyzed the effect of demographic and other factors in shaping citizens’ (dis)agreement with public health expenditure allocation. Our results demonstrate the important role of income, family members and residence in shaping citizens’ preferences regarding health expenditure priorities in almost all health care functions, while other demographic factors such as job, age, gender and marital status do partly associate and play a significant role.

Polish Abstract: Przygotowanie niniejszego opracowania zostało ukierunkowane na osiągnięcie dwóch celów poznawczych. Pierwszym celem jest przybliżenie podstaw teoretycznych dwóch wymiarów polityki społecznej - polityki wobec starości i polityki wobec ludzi starych. Drugi cel obejmuje natomiast analizę propozycji i faktycznie podejmowanych działań na rzecz osób starszych, które zostały zawarte w dokumentach strategicznych i raportach badawczych opracowanych na poziomie centralnym, regionalnym (woj. podlaskie) i lokalnym (miasto Bialystok). Przegląd tym samym ma na celu rozpoznanie dotychczasowych praktyk, jak również działań zalecanych lecz do tej pory nie wdrażanych oraz zakresu zaangażowania partnerów społecznych na wszystkich etapach konstruowania i wdrażania omawianego obszaru polityki społecznej. Raport oparty jest na analizie danych zastanych (Desk Research).
English Abstract: Preparation of this study was designed to achieve two objectives. The first goal is to introduce the theoretical basis of two dimensions of social policy - policy towards old age and policy towards older people. The second objective covers analyzes of the proposals and actually undertaken activities for older people that were included in strategic documents and research reports compiled at central, regional (Podlaskie Voivodeship) and local levels (city of Bialystok). Thus, overview was aimed to identify current practices, as well as recommended actions that have not been implemented and the extent of involvement of social partners at all stages of the design and implementation of this area of ??social policy. The report is based on analysis of existing data (desk research).

On the Regional Birth Rate Differences in Uzbekistan

The purpose of this study is to investigate, theoretically and empirically, regional variation in crude birthrates in Uzbekistan
at a provincial (viloyat) level for the period 1991-2010. Also, it offers maps showing the provincial crude birth rates for this period,
and probe the ways in which regional fertility differences have arisen. A panel data analysis is also carried out to explain determinants
of birth rates. The findings of this study underline that increased women’s participation in the labor force, urbanization rate and
poverty have all contributed to the fertility decline in all regions. Moreover, real disposable income was not found to have sizable
influence on differences in regional birth rates, which can be explained by preference to traditional socio-cultural norms over
opportunity costs of having children. These norms usually encourage fecundity, which can be also confirmed by the average
household size that had the biggest impact on reproductive behavior of women living in these regions.

A publication called Aging in the Social Space is a compilation of studies, which deal with theoretical understanding and empirical solutions, learning about problem spheres, specifying content parallels of social, legal, economic, moral and ethical views on senior issues in society, which are closely related to each other and are interconnected.
This publication focus on the case study of Poland. It is supposed to provide a multidimensional view of old age issues and issues related to aging and care for old people in society. We believe that it is natural also to name individual spheres, in which society has some eff ect, either direct or indirect, within issues concerning seniors. Learning about these spheres is the primary prerequisite for successful use of social help to seniors in society.

Does a mandatory reduction of standard working hours improve employees' health status?

Most of the empirical evidence regarding the impact of reductions of standard working hours analyzes its effects on employment outcomes, family life balance and social networks, but there is no empirical evidence of its effects on health outcomes. This study uses panel data for France and Portugal and exploits the exogenous variation of working hours coming from labour regulation and estimate its impact on health outcomes (from 39 to 35 hours a week and from 44 to 40 hours a week respectively). Results suggest that the mandatory reduction of standard working hours decreased
the working hours of treated individuals (and not the hours of individuals in the control group). Furthermore, results also suggest that the fact of being treated generated a negative (positive) effect on young males (females)' health in France. No effects on health outcomes were found for
Portugal.

This paper estimates the impact of the extension of compulsory schooling from 5 to 8 years in Turkey—which increased women’s schooling by more than a year—on marriage and birth outcomes of teenage women, using regression discontinuity design, where we compare month-year of birth cohorts of all women. We find very strong incarceration effects of the new policy; the increased compulsory schooling years reduce the probability of teenage marriage by age 16 and first-births by age 17 substantially. However, these effects are short-lived; they dissapear after age 17 for marriage and after age 18 for first-births because the policy increases the marriage hazard rate at age 17, shortly after these women leave school, and there is no policy effect on the time to first-birth after marriage. These findings indicate either small or no human capital effects of the policy on marriage and first-birth decisions.

Waste Electrical and Electronic Equipment management (E-waste or WEEE) is a crucial issue
in the solid waste management sector with global interconnections between well-developed,
transitional and developing countries. Consumption society and addiction to technology
dictate the daily life in high and middle-income countries where population consumes large
amounts of EEE products (electrical and electronic equipment) which sooner become e-waste. This fraction is a fast-growing waste stream which needs special treatment and management due to the toxic potential of public health and environment. On the other hand, the e-waste
contains valuable materials which may be recovered (precious metals, Cu) reused and recycled (metals, plastics) by various industries mitigating the consumption of natural resources.

Chile pioneered in Latin America not only the introduction of social security pensions, but the structural reform that privatized them and a process of “re-reform” implementing key improvements. A Presidential Commission in Chile, appointed in 2014 to evaluate reform progress and remaining problems in the pension system, released its report in September 2015. In light of the Commission’s findings, the article assesses Chile’s compliance with International Labour Organization social security guiding principles: social dialogue, universal coverage, equal treatment, social solidarity, gender equity, adequacy of benefits, efficiency and affordable administrative cost, social participation in management, state role and supervision, and financial sustainability. The exercise follows three stages: the structural reform (1981–2008), the re-reform (2008–2015), and the Presidential Commission proposals (2015).

By the 1970s, China’s communist government faced a looming resource constraint in “caring” for its nearly 1 billion citizens, necessitating a policy to alleviate the crippling aftermath of nearly 30 years of rapid population growth. The one-child policy of 1979 was the result, and it has since become heralded as an effective government policy to save humans from their lack of reproductive restraint. In this article we explain why population growth in China was so strong from 1949-79, and why the one-child policy was seen as the best solution. Under the leadership of Mao Zedong, the government promoted pro-natalist policies and remunerated families not according to their productivity but by the number of workers. Faced with general economic scarcity from the communist regime’s poor economic policies, parents pursued children as the sole means to avoid an otherwise bleak lifestyle.

However, analyses based on the recent demographic and health data have serious limitations in terms of understanding the true trajectories of between-state and social group inequalities. With the changing demographic scenario and most demographic indicators progressing towards the final stages of transition, the major concern in India has been heterogeneity across region and socioeconomic groups. While the demographic heterogeneity in India is well known, how far the differences are converging or diverging has been a matter of great interest. This study attempted to develop a comprehensive framework to study the demographic transition, convergence and its linkage with health inequalities in India. It advances the empirical examination of demographic convergence assessment by assessing convergence not only in the averages, but also in the absolute and relative inequalities in population and health indicators. The analyses foster that while economic variables are diverging, fertility variables are converging in recent years. Perhaps, it re-affirms the fact that fertility transition is not critically related to economic factors in India. The mortality convergence has some setbacks in recent years. The child health care utilization has shown converging although at a lesser magnitude. Moreover, fertility decline is associated with increasing in child health inequalities in a context where there are pre-existing socioeconomic inequalities. Inequality is often a consequence of progress. Not everyone gets rich at the same time, and not everyone gets immediate access to the latest life-saving measures. Further, growth, inequality, and catch up are the both sides of the same coin. The dark side is what happens when the process is hijacked, so that catch-up never comes. Powerful and wealthy elites have choked off demographic and health progress before, and they can do so again if they are allowed to undermine the institutions on which broad-based demographic and health progress depends. Now, it is confirmed from this study that a mere reduction in the number of children or fertility convergence in averages are not helping in distributing the fruits of demographic progress equally among the children of different states and socioeconomic groups. How far children and their development (particularly in terms of health) are faring during the progress of demographic transition is an important concern for population policy in India.

This study aims at examining the political economy of the province of Balochistan, Pakistan and the underlying causes of social and economic under-development of the province. After presenting a brief and critical account on the historical development of the people of Balochistan, the paper argues that the province of Balochistan notwithstanding having a huge and resourceful land has failed to keep the pace of socio-economic development and modernity with other fellow provinces in the federation of Pakistan. After the independence of Pakistan and the formation of Balochistan as a province of, the people of Balochistan because of their political disorganization and segregation and economic backwardness failed to exert them within the political economy realm of Pakistan in order to grab their due resource share. The saga of economic and social backwardness of Balochistan province is a multifaceted puzzle.
A section of the Balochistan political elite and scholars believe that the centralist nature of Pakistani federation is such that small nationalities like the Baloch and Pashtoon would find it hard to get their due share within the federation. That is because, the resource distribution and representation to both elected bodies and state institutions are based upon population, and Balochistan in spite of having 44% of Pakistan territory accommodates only 5% of country’s total population, whereas, another section is in the view that the nature of geo-economics and historical perspective of the province hinder the pace of economic development. The paper also touches the geostrategic importance of Balochistan and underlines its economic difficulty in terms of the dearth of human resources, physical infrastructure, economic autonomy, and productivity among others.

This quality can be divided into two components; one the skill component and other the health component. The district wise data of Punjab (Pakistan), revealed that fertility rate, number of hospitals, literacy rate, and proxy income are the major determinants that can improve health rates among the population.

Currently, Democracy is realised through representatives elected by the people. These elections are periodic activities. They involve expenditure of big amounts of manpower, money, time and other resources. It is important to note that during an election, the administration and day-to-day lives of people are affected as election activities take centre stage. Present day elections are amenable to influence where Voters can possibly be intimidated to vote against their will. In many instances, the trustworthiness of the election process is itself uncertain. In such a situation, we need an election process that is fair, convenient transparent, and inexpensive. Blockchain technology provides a possibility to attain a highly dependable and certifiable election process. This process is also inexpensive at the same time.
This paper deals with examining possibilities of conducting elections through the Blockchain. Blockchain technology is briefly introduced. The procedure that underlies voting through Blockchain is defined. The advantages of such a system are then deliberated. The various points vis-a-vis present day election processes are analysed. The paper concludes by analysing the possible impacts of voting through the Blockchain.

Two-child Policy, Gender Income and Fertility Choice In China

We build up a three-period overlapping generation model to explore the effectiveness of fertility policy and the corresponding factors affecting the fertility choices in China. The results show that there is a significant U-shaped relationship between female income and the two-child fertility choice, and a significant positive relationship between male income and the two-child fertility choice, and the relationship between the price of other child care services and the two-child fertility choice is negatively correlated. The analysis of the effectiveness of the current universal two-child policy suggests that there exists a threshold of the fertility policy estimated to be between 1 and 2. Therefore, even if the two-child policy is further relaxed to a three child policy, it will exert little influence on fertility choice. Thus other forms of fertility policy should be combined to improve fertility rate.
