Tests for causality and rationality in the coffee futures market were carried out using data from the New York Market. Tests of causality indicated that futures prices strongly influence variations in spot price eight weeks or more to maturity. However, beginning seven weeks to maturity there seems to be a strong causal relationship going from futures to spot and from spot to futures. Risk constancy or neutrality, equality of risk premium and spot price, and efficiency were rejected for the period 18, 51, and 33 weeks or more to maturity. However, simultaneity of risk neutrality and efficiency was accepted for contracts with 55-77 weeks to maturity. The general conclusion from this study is that coffee futures market can be used as an indicator of spot market prices for contracts with 55-77 weeks to maturity. While benefits can be obtained through short term adjustment of available stock and making use of quality storage facilities, planning longer term planting and marketing decisions (e.g., ≥ 77 weeks) on the basis of futures market price can result in misallocation of resources and welfare loss.

“Being rich in energy resources – a blessing or a curse” finds that an energy resource curse plagues many
EU supplier states. This in turn directly affects Europe’s energy supply security and threatens to engulf
Europe in unwanted hostilities at home and abroad. The study addresses seven issues including the
evidence suggesting that a curse exists among Europe’s external energy suppliers, active programs to
limit that risk, the significance of economic diversification, the applicability of dividend programs, the
link between corruption and security of energy supplies, additional possible actions of the Union, and
further threats posed by resource cursed countries. It establishes a definitive links between corruption
and supply security, poor transparency, and inequality, and proves that a low level of economic
diversification is a reliable indicator for the existence of the curse. It also finds that there are examples of
excellence in recovering from and even converting the curse to a blessing. In looking at the policy
instruments available to the Union, the study determines that the Union does have the technical expertise
and financial means to restructure political and economic systems and strengthen public administrations
and institutions and found that Europe’s successful implementation of similar past programs could be
taken, at least in part, as models for future efforts. Finally, the study recommends the controversial
approach of conditionality in the use of aid and finds that the Union should legislate standards for the
reporting and auditing of energy exports and imports at home and abroad.

There is an adage about wealth and democracy that says “the more well-to-do a nation, the greater the chances it will sustain democracy.” Accordingly, one would expect that nations rich in natural resources, and particularly those with large deposits of oil – a clear absolute advantage – would shine far beyond all others as beacons of democracy and freedom. Unfortunately, nothing seems further from the truth. Studies undoubtedly show that oil dependence leads to a skewing of political forces. It concentrates production to geographic enclaves and concentrates power into the hands of a few elites. It becomes a fisherman’s market for rent-seeking behavior, where those with money jockey for positions and influence to acquire lucrative contracts, the revenues from which are used to further bribe and manipulate those in power. Consequently, those in power secure the positions of their benefactors, creating a vicious circle of corruption and patronage, secured from open inspection of a free press, public accountability, or standards of international business and political practice. They tend to have stratified social classes with a tiny minority earning millions while a vast portion of the population wallow in abject poverty. How is it possible to be so rich, yet so poor? Is this phenomenon, known as the “oil curse,” or in social science parlance, the “resource curse” truly to blame? Does oil really impede democracy and economic growth? “Revisiting the oil curse: are oil rich nations really doomed to autocracy and inequality?” addresses precisely these questions, and the answers are no less than disturbing.

Algeria as many Arab countries is facing major challenges in the field of employment and the fight against unemployment, especially among young job-seeker for the first time.
In light of the crisis and the economic and social transformations taking place in Algeria now, it was proven that small and medium-sized enterprises are the hub of economic mobility leading to the answer of the challenge mentioned earlier.
In this framework, the handicrafts and trades is one of the economic sectors wish is growing steadily in the creation of new individual enterprises and activities in various areas. the study of the Algerian experience has shown a lot of achievements and shortcomings, and may be a useful for many sectoral economic policy makers.
This paper attempts to analyse the Algerian strategy of the development of handicrafts and trades through a review of premises, contents and results. The focus of this paper also, is the analyse of deficiencies of this strategy, and then look to the future, to decide about the most important measures to be taken to achieve the best result.

The paper presents some of the main scientific
results achieved in the framework of a recently
completed NATO Science for Peace and Security
research project. The project aimed to harmonize
the different seismic hazard maps of Romania,
Moldova and Bulgaria and to develop standard
maps in Eurocode 8 format, reflecting the real transboundary
geophysical effects of the seismic
phenomenon. In order to achieve these results, an
important amount of research work in the field was
carried out by the project teams of the three
countries. The project also involved training of
young scientists in the fields of seismic hazard,
vulnerability and risk, organizing of seminars and
workshops with international experts and
upgrading the national seismic networks with new
digital equipments. The general coordination of
project activities and the evaluation of the project
progress were performed by a scientific team from
the Middle East Technical University (METU) in
Ankara, Turkey.

The breadth and depth of forward linkages in the tropical timber industry of Gabon is a result of three inter-acting drivers: the nature of final markets, ownership of production, and sector-specific policy. The Forestry Code set explicit domestic processing targets built on the trajectory of French processors. Still, while this is theoretically in line with European market demands for wood products, the forced beneficiation resulted in Chinese, Malaysian, and Gabonese producers, whose prime activity is the exploitation of logs for processing industries in China, to limit their participation in forward linkages to the sawnwood sub-sector, characterised by low entry barriers and negative producer margins.
Gabon's comparative advantage lies in the exploitation of its natural resource tropical timber for export markets. Logging is also a 'superior' technology allowing the appropriation of resource rents. These are largely diluted in processing due to production cost penalties such as high reservation wages, inadequate infrastructure, lack of skills, and the political economy of Gabon. The conflict between the envisaged forward linkages approach to industrialisation (in light of falling oil reserves), industry actors' market focuses, motivations, and capabilities, as well as conclusions drawn about comparative advantages and linkage-blockages, has significant consequences for industrial development.

The development of Abu Dhabi and Dubai during past years seems breathtaking. Both emirates pursue a strategy of diversifying their economic structure and thus of becoming less dependent on oil and gas. The obvious goal is to secure their prosperity for an era beyond oil. Diversification is a relevant strategic imperative for other resource-rich developing countries, too. In view of the current transformation processes in Arab countries the question whether differing strategies of the two emirates can pose a model for other countries becomes highly significant.

This article analyzes the models and methods of their solutions for the optimization of the various parameters of power systems: a model of integer linear programming, fuzzy logic and stochastic programming. The article notes that the choice of this or that technique is determined by the objectives of the calculation, in particular the conditions of energy supply in the region, the presence or absence of domestic energy resources in the region, etc. From the point of view of energy security for the region, not having its own energy resources, according to the authors, the most appropriate from an economic point of view, are the model MARKAL (Market Allocation) and optimization model EFOM (Energy Flow Optimization Model). These models consider the energy security of the region with a common ground and allow you to optimize all the flows of energy in the region.

The Entrepreneurial Ecosystems (EE) approach makes specific predictions regarding how EE inputs are converted into high-growth firms (HGFs) as an output. A simulation model draws out our hypothesis of regional persistence in HGF shares. Based on intuitions that EEs are persistent, we investigate whether regional HGF shares are persistent, using census data for 2 European countries taken separately (Croatia for 2004-2019, and Slovenia for 2008-2014). Overall, there is no clear persistence in regional HGF shares - regions with large HGF shares in one period are not necessarily likely to have large HGF shares in the following period. This is a puzzle for EE theory. In fact, there seems to be more persistence in industry-level HGF shares than for regional HGF shares. We formulate a ‘broken clock’ critique - just as a broken clock is correct twice a day, EE recommendations may sometimes be correct, but are fundamentally flawed as long as time-changing outcomes (HGF shares) are predicted using time-invariant variables (such as local universities, institutions and infrastructure).
