By using accounting data from the largest utility companies of Europe, this note illustrates the recent R&D performance in energy and telecommunication. Although not all the companies under consideration behaved symmetrically, most of them reduced substantially their R&D investment. Over the period 2000-05, their total R&D expenditures at current prices decreased by 33%, while their R&D intensity (on sales) diminished from 1.1 to 0.7%. In discussing the above findings, it is argued that a drop of this size is hardly justifiable and weakens the EU economy in a non-negligible manner.

Policy evaluation is a complex task. Most approaches now adopt a mixed method approach combining both quantitative and qualitative techniques. A shortcoming of the standard approaches is that they fail to measure or investigate deeper perceptions of the policy. In this paper the usefulness of projective techniques as a tool for policy evaluation is investigated. Projective techniques are widely used in psychology and consumer studies but their usefulness in policy evaluation has still to be assessed. A simple evaluation is done in this paper by reporting on a study of owner-managers of tradeable-services small and medium size enterprises attitudes to Government e-business policy. The survey included firms from Northern Ireland, Republic of Ireland and New Zealand. Traditional quantitative and qualitative survey techniques were used, however these failed to produce conclusive evidence. To overcome this limitation two projective techniques- word association and completion tests were employed as an additional evaluation method. The paper illustrates how the results of projective techniques can be analysed using both context and matrix analysis. Given that the area of e-business is dynamic and fast changing and that SMEs are extremely heterogeneous, it is argued that the application of projective techniques to assess their attitudes and perceptions of government policy is a good test of the usefulness of the method. The results of the projective techniques lead to more insight into the perceptions and attitudes of the owner-managers and provide interesting individual perspectives into the issues. Problems with the method, such as costs, the level of skill needed to apply the technique and generalization are highlighted. The overall conclusions are that projective techniques could provide an interesting additional tool for policy evaluation and that further assessment of its usefulness is needed.

Descriptive and logit analysis were employed to investigate the impact of social, economic and technical factors on decisions to adopt new agricultural technologies in the Ada and Selale districts of Ethiopia. Peasants follow sequential adoption of technologies. In both study areas, priority is given to adoption of crop production augmenting technologies followed by technologies that complement crop production (Ada) and contribute to increases in milk production (Selale). Producers of both regions require existence of certain pre-conditions prior to the adoption of technologies. Ada farmers require more pre-conditions related to livestock production while Selale farmers require more preconditions related crop production.
The impact of indigenous production knowledge and experience on adoption decisions was found not only positive but greater than most economic and social variables. The influence of most socioeconomic variables is greater on technologies that are proven to have a more certain outcome (e.g., fertilizer and pesticides) than on technologies which are either expensive or risky (e.g., cross-bred cows and improved seed).
Risk-averse behaviour of households reduces the probability of adopting new technologies in both study regions. Households may be willing to take more risks if they receive insurance from social networks, governmental and non-governmental organizations or are rich. The results from the Selale and Ada regions suggest that physical inputs and knowledge exert large and significant positive impacts on production when farmers adopt combinations of fertilizer and pesticides (Ada), or fertilizer and cross-bred cows (Selale).

An aggregate measure of production efficiency involving crop and livestock enterprises is examined in the Selale and Ada regions of Ethiopia using Data Envelopment Analysis (DEA). In general, farmers in regions more suitable to crop production (Ada) tend to attain higher production efficiency compared to farmers in regions suitable to livestock production (Selale).
This implies that Ada farmers produce agricultural outputs with a minimal outlay of inputs. DEA results also reveal that farmers who adopted cross-bred cows (refrred as test farmers) are more efficient than those who have not adopted ( referred as control farmers) in both study sites. Analysis of the contribution of socioeconomic variables to measures of production efficiency indicated that the magnitude of knowledge-related variables (i.e. production knowledge and schooling) are relatively higher compared to physical or other non-physical variables. This finding implies that sustainable increases in production efficiency and attainment of food self-sufficiency could be attained if development strategies design methods of incorporating indigenous production knowledge of peasants in the planning process.

We analyze a multi-sector growth model with directed technical change where man-made capital and exhaustible resources are essential for production. The relative profitability of factor-specific innovations endogenously determines whether technical progress will be capital- or resource-augmenting. We show that convergence to balanced growth implies zero capital-augmenting innovations: in the long run, the economy exhibits purely resource-augmenting technical change. This result provides sound microfoundations for the broad class of models of exogenous/endogenous growth where resource-augmenting progress is required to sustain consumption in the long run, contradicting the view that these models are conceptually biased in favor of sustainability.

We examine, in the context of less developed countries, the R&D behaviour of igopolistic firms who compete over R&D, as well as output levels. We also assume that the firms can sell in either of the two markets - the domestic, or the foreign. We show that entry liberalization, despite increasing the level of competitiveness, does not affect the level of R&D. An increase in export subsidy may, however, lead to an increase in domestic R&D. Both these results contradict the popular argument that the levels of domestic R&D is positively related to the level of domestic competitiveness. We also demonstrate that any foreign firm that may enter selects a level of R&D that is atleast as efficient as that selected by any domestic firm. Finally, we demonstrate that entry liberalization has a positive effect on exports, as well as aggregate output.

Since the process of globalization era, we can always lived in economics of knowledge. The cicle of economics founded on knowledge are compost by three components: the investment in knowledge; the production and the diffusion of information technology and communication (ITC) and the institutional mechanisms that favor the access to knowledge (Foray, 2004).
By fact the economics are divided in Micro and Macroeconomics, this work has as objective to approach theme “Microeconomics of Knowledge” based on African case. We concluded that, in general analysis, South Africa and Tunisia are the countries of the selected with better performance in microeconomics of knowledge, and Angola, Chad and Ethiopia are poor countries in this area of knowledge.
High rates of adult alphabetization can stimulate companies and firms to employ skilled personal according to their necessities and this personal can and it is ready to work with advanced technology and to effect R&D for development of their activities.

This paper investigates the impact of skilled immigrants on the welfare the host natives. By employing the idea of induced technical change, and the skilled wage premium, this paper tries to link skilled immigration with observed rise in college enrolment, rise in skilled wages, and further acceleration of skilled wage premium. Through creation of demand for skill complimenting capital goods, skilled immigration raise the incentive for skill directed technical change which fuel up skilled wage in North, international wage differential, and the incentive for human capital formation. The results of the model are consistent with broad empirical regularities observed for three decades or more.

In companies, Information and Communication Technologies (ICTs) accelerate the speed with which information is exchanged between employees, facilitate the processing of data and improve the quality of intra-company communication. As such, ICTs are powerful management support tools and can help to boost firms' performance. However, there is no consensus as to the way in which they should be used. The aim of this article is to contribute to the discussion on the various ways that ICTs are used in companies. Its empirical analysis is based on observations of the paradoxical practices and reasoning that dominate the lean manufacturing approach. Although the lean manufacturing approach considers that ICTs are useful to a degree for carrying out certain tasks, it emphasises the inefficiencies that can result from an inappropriate use of these technologies.

Globalization has benefited the economies of member countries of the Organization for Economic Cooperation and Development (OECD) by helping their businesses stay profitable through cost-effective outsourcing of mostly garden-variety tasks and some knowledge-based activities. With time, the latter will account for the lion’s share of work outsourced and emerging export houses will also tend to cater more to their own domestic markets because of their expanding infrastructure and growing manpower possessing advanced skills. This will result in a leveled playing field coaxing developed countries to adopt widespread innovations to maintain their high perch in the economic pecking order. Such large-scale creativity can be managed better if it could be gauged with an appropriate measure. This work propounds a new economic measure called the Gross Domestic Innovation (GDI) to quantify innovations in OECD countries. It will supplement universal measures such as the Gross Domestic Product (GDP), productivity and numbers concerning employment. Apart from the methodology for its estimation, the impact of GDI on the various facets of a vibrant economy is discussed and inter alia, the role of GDI in fighting inflation and alleviating the negative influences of globalization is stressed. Also, a tentative analysis on the economies of U.S., Japan, Germany and China is presented to illustrate the concept.

O32 - Management of Technological Innovation and R&D
The debates surrounding privatization have generally focused on comparison of the
productivity performances of public and private firms in different countries on the bases of quantitative methods. The main purpose of this paper is to draw attention to a very important repercussion of foreign ownership through privatization that is the changing nature of the privatized firms’ R&D activities in a strategically very important industrial sector in a developing country. After presenting the case studies conducted in the two most important Turkish telecommunication equipment manufacturing firms with the background of the sector’s development history in Turkey, the paper will exhibit the impact of foreign ownership on the nature of firms’ R&D activities after privatization as a result of the parent firm’s global firm strategy. Finally, it will draw policy implications of such changes for developing countries’ technology capability development efforts as well as the countries’ technological dependence in a strategically important industry.

Some developing economies (especially East Asian Countries) have long imitated western technology. It means that these economies adopted an imitative attitude to new industrial technologies with regard to technology policies. Some changes recently have occurred. Asian economies such as South Korea and Taiwan begin to become fast innovators. Since this development that stimulates the imitation of technology makes worried some rich countries, some measures against this development have been taken by the global economic institutions which are driven by rich countries. In the process of globalization, the main measures, which focus on industrial property rights and industrial R&D subsidies, have been insisted on developing countries by WTO and etc. The present paper examines how national technology policy in Turkey is affected by the globalization process and proposes an evaluation on the pros and cons of patent system and industrial R&D subsidies.

Both government need to define strategies for promotion the internet access for enlarging of knowledge about others cultures that can help on promotion of innovation, and these government should to promote the enlarging of investigators in R&D for also promotion of innovation on divers areas such health, education, etc. And both government should not forget to promote the increase of rate of adult alphabetization that pass for promotion to access of education for people more necessitated and should not forget to promote of protection of intellectual property, and so, firms and companies can employ skilled people and through use of technology advanced can promote innovation and commercialize that, and this skilled people can too discovery and develop better technology and improve innovation system for development of the both countries on globalization era.

This paper has as objective to approach the theme “Microeconomics of Knowledge” and having the African case as reference.
We concluded that, in general analysis, South Africa and Tunisia are the countries of the selected with better performance in microeconomics of knowledge, and Angola, Chad and Ethiopia are the poor countries in this area of knowledge.
High rates of adult alphabetization can stimulate the companies to employ skilled personal according to their necessities and this personal could and it will be ready to work with advanced technology and to do R&D for development of activities that these companies are engaged.

In this paper, we investigate the relationship between private and public investment in R&D. Various models proposed in the literature to take account for several instruments policies as: (subsidies, taxes…) are estimated to verify if private and public R&D spending are complement or substitute.
Our empirical study is based on a dynamic panel model for a sample of (23) countries over the period 1992-2004. This research is dealing with the relationship between private and public investment in R&D. Results based on the GMM method of Arellano and Bond (1991) and the tests of causality and unit root applied to the panel data show a positive and significant relation between private and public R&D.

This paper aims to identify the nature of the relationships that are established amongst agents who co-operate in terms of innovation practices. It analyses whether the entrepreneurial innovation capability of firms is stimulated through the relationships developed with external partners. The data of 2nd Community Innovation Survey of EUROSTAT is used in a logistic model. In the estimation process of the Logit function, the entrepreneurial innovation capability is considered as the answer variable. The scientific agents who cooperate in terms of innovation activities impact, positively, on the propensity to engage in innovative advances revealed by the firms, at the level of product innovation. The paper presents policy implications, which may be used in the design of public policies for fostering open innovation networks between scientific agents and firms.

What Determines the Entrepreneurial Innovative Capability of Portuguese Industrial Firms?

In the context of globalisation, innovation is considered as a key factor for enhancing the competitiveness of firms. Nowadays, it is widely accepted that Portuguese firms face an increasing competitive environment, which is characterised by internationalization and globalization. In this sense, it becomes important to analyse the determinant factors of innovation capability of firms.
This paper aims to identify and analyse the degree of importance of the determinant factors of innovation capability of Portuguese industrial firms. The data obtained through the 2rd Community Innovation Survey (CIS II) conducted by EUROSTAT, is used in a linear regression model. The entrepreneurial innovative capability, measured as product innovation, is considered as the variable answer, in the estimation process of a Logit function.
The paper presents an innovative contribution since it uses a set of five determinant factors of innovation capability of industrial firms, at a product innovation level. Technological capacity, dimension of the firm, activity sector, market orientation and location of the firm, are considered as determinants factors of innovation capability of the firms. The results of the joint analysis provide the identification of stimulating factors and restraining factors of the entrepreneurial innovative capability of a selected sample of Portuguese industrial firms.
Under a Schumpeterian approach, the paper ratifies that large enterprises are more prone to innovate than small enterprises. The dimension plays a role, in terms of the strategic conduct implemented by small firms, which are not so prone to innovate, due to its small dimension. Benchmarking the Portuguese case is particularly important, because small industrial enterprises face restraining conditions imposed by outsourcing contracts that are established between small producers and leading international buyers. This restrains, broadly, the entrepreneurial innovative capability of small industrial enterprises.

Von den 940 beragten Untemehmungen haben 358 Oder ca. 40% geantwortet; sie waren in 127 verschiedenen Wirtschaftsarten tätig. Inhaltlich befasst sich die Befragung mit den zwei folgenden Determinanten von F&E: 1) Aneignung und Sicherung der Ergebnisse von F&E (Appropriabillty conditions) und 2) Technologische Chancen(Technological opporlunities). Die Ergebnisse der Betragung sind u.a. für die Patent- und Forschungspolitik sowohl von Unternehmungen als auch des Staates relevant.

The main purpose of the paper is to analyse empirically the sources of technological opportunities. The analysis is based on a survey among 358 R&D managers operating in 127 different busniss units in Switzerland.
Das Ziel der vorliegenden Arbeit besteht darin, die Frage nach den technologischen Chancen - d.h. nach den Chancen von Innovatoren, Zugang zu ökonomisch verwertbarem technischem Wissen zu haben - anhand schweizerischer Daten empirisch zu untersuchen. Dabei wird dieser zentrale angebotsseitige Bestimmungsfaktor des technischen Fortschritts nicht nur generell für die gesamte Industrie, sondern auch im Hinblick auf interindustrielle Unterschiede untersucht. Most of the discussion and controversy on organisation of work concepts has been
referenced to the manufacturing industry along the 20th century: it started with the
concept of “scientific management” from Taylor, and continued with the new ideas on
the importance of human factors as Mayo pointed out in the 1930s. Immediately after
the 2nd World War Friedmann studied the human problems related to new manufacturing
technologies and automation. And the late 1950 and 1960s were decades of
strong debate on the socio-technics with the research at Tavistock Institute of London
and the emergence of national programmes on new forms of work organisation.
At the end of the last century the concept of collaborative work was developed
together with the definition(s) of information systems and organisational design.
However, the interest came from other production activities, like the services. This
article analyses the approaches developed on these debates on the collaborative work
and information system and its application to the manufacturing industry.

The aim of the TeleRisk Project on labour relations and professional risks within the context of teleworking in Portugal – supported by IDICT – Institute for Development and Inspection of Working Conditions (Ministry of Labour), is to study the practices and forms of teleworking in the manufacturing sectors in Portugal. The project chose also the software industry as a reference sector, even though it does not intend to exclude from the study any other sector of activity or the so-called “hybrid” forms of work. However, the latter must have some of the characteristics of telework. The project thus takes into account the so-called “traditional” sectors of activity, namely textile and machinery and metal engineering (machinery and equipment), not usually associated to this type of work. However, telework could include, in the so-called “traditional” sectors, other variations that are not found in technologically based sectors.
One of the evaluation methods for the dynamics associated to telework consisted in carrying out surveys by means of questionnaires, aimed at employers in the sectors analysed. This paper presents some of the results of those surveys. It is important to mention that, being a preliminary analysis, it means that it does not pretend to have exhausted all the issues in the survey, but has meant that it shows the bigger tendencies, in terms of teleworking practices, of the Portuguese industry.

The Importance of Industrial Policy in Quality-Ladder Growth Models

We extend the class of quality-ladder growth models (Grossman- Helpman (1991), Segerstrom (1998) and others), to encompass an economy with asymmetric fundamentals. In contrast to the standard framework, in our model industries may di¤er in terms of their innovative potential (quality jumps and arrival rates) and consumers�preferences.
This extension allows us to bring industrial policy back into the realm of the growth policy debate. We �rst show that it is always possible to raise the long-run growth rate and the social welfare of the economy through a costless tax/subsidy scheme reallocating resources towards
the relatively more promising industries. We then prove that, in certain economies, even a mere pro�t taxation policy increases economic growth and social welfare above the laissez-faire.

The purpose of this paper is to participate in the discussion of the effects of outward FDI in R&D on the home country. The main possible threat for home economies is the relocation of R&D activities to foreign regions and, as a result, the loss of technological capacity. This study contributes to this issue by analysing the role played by the home country in the development of the multinational enterprises’ innovative activities. Three different elements will be evaluated: the extent of R&D activities operated outside the home country; the compared value of foreign and home R&D activities; and the role of the home country as a source of knowledge. These elements are investigated through an analysis of patents and patent citations of 71 Swiss MNEs issued between 1978 and 2006.

Science and technology (S&T) are considered to be a central source, or at least a basic medium, of societal and industrial innovation, while innovation is conceived to basically feed the regeneration of our welfare. The suppliers of S&T in Europe as well as the users of their „products“, are confronted with a number of challenges today. We want to stress here that it was not the primary goal of our Advanced Science & Technology Policy Planning (ASTPP) Network to come up with proposals how the strategic character of European S&T policies could be strengthened. The ASTPP-network instead focuses on one aspect: the provision of strategic intelligence necessary to identify and develop strategic choices. The underlying hypothesis is that the existing body of experiences with technology foresight, technology assessment and S/T policy evaluation provides a basis for the development of an advanced S&T policy „planning“ approach by trying to enhance, interlink or even integrate the growing, but still dispersed experience in these three areas of intelligence. By „intelligent“ we mean that the inter-relatedness of S&T, industrial efforts, societal needs and political interventions becomes more transparent so that interactive collaboration between them will be facilitated.

The main purpose of this paper is to analyze one important part of the emerging environmental problems in China--- water pollution. The importance of water for any nation is obvious. In case of China it acquires particular salience because of China’s industrial needs as well as human needs. Particularly significant is the rapid deterioration of the water quality and development of water shortages. Unless effective policy interventions are made quickly, this can develop into a major ecological disaster.
We present arguments for taking the water resources problem in China seriously. The continuing and rapid deterioration of water quality poses grave health and other types of environmental threats. If these threats are not addressed in a timely manner, the situation will deteriorate even faster. The Chinese 11th five year plan acknowledges many of these problems. The analysis in this paper is consistent with the stated objective of addressing ecological issues via a new development strategy.
We consider the institutional and policy-making issues carefully. The complexities of the water resource administration system in China are challenging. Coordination among WMR, SEPA, MOC, MOA, SFA, MoC, MOH and many other branches of the government will tax even the most sophisticated administrative apparatus. Clearly some simplification and streamlining is called for. At the same time, decentralization--- with proper incentives and monitoring mechanisms--- that gives more resources at the local level to fund defensive measures can improve performance on the ground.
In the age of globalization, at least a significant part of China’s environmental problems stem from FDI-led production for export markets. Many enterprises have lax environmental management practices. This, of course, applies to many domestic SOEs as well. In all these cases, both market incentives such as effluent fees and better regulations with proper enforcement are needed. Regional and International cooperation and sharing of responsibilities are necessary parts of an overall policy package.

This paper presents a somewhat novel theory of innovation in the economy wide setting. The starting point for this theory is the creative destruction process at the firm and industry level. However, an extension to an economy wide setting requires the explicit theorization of the role of the state as well as an interacting nonlinear market process. The direction in which the theory leads is a complex interaction between state policies and market processes that influence the decisions taken by specific firms in particular areas of innovative activities. The key concept that is developed in this context can be called a Managed Creative Destruction(MCD) process. In a national (or regional) MCD, the creative destruction process characterizing innovation is structured more consciously by the state (or the states in a particular region). It can be argued that China is now going through this process. In this paper the particular case studied is South Korea's recent historical experience. Following Schumpeter we assume that innovation in specific firms can have economy-wide effects. Models based on this idea can be shown to have multiple equilibria. The idea of a positive feedback loop innovation system or POLIS is formalized by picking an appropriate sequence of equilibria over time. It is shown that POLIS has empirical relevance by applying the formal model to an actual economy. Recent financial crisis in many Asian countries, most notably South Korea, seems to have reversed the conventional wisdom regarding the East Asian “miracle”. This paper applies the concept of a POLIS to show that neither the current view that the miracle was a mirage nor the earlier contrarian view that the growth was a result of factor accumulation only is correct. Ultimately technological transformation — in particular the creation of a positive feedback loop innovation system is what makes the difference between sustained growth and gradual or sudden decline. Although various problems remain in both the real and the financial sectors, it will be premature to dismiss the impressive achievements and the future possibilities of the South Korean economy

This paper assesses the development, perspectives and prospects of innovative technology which would be supporting social and economic sustainability in Pakistan. The study specially examines following points: (i) The trend in growth rate of IT industry. (ii) Comparison of growth at the time of beginning and now. It also draws attention on four factors: introduction of IT, its development, policy issues and innovative methods to implement. Study reveals that Pakistan entered into information age in early eighties. Telecommunication and IT in the country is now growing rapidly. Ministry of telecommunication has recently formulated a strategy for promoting IT industry in Pakistan. The real IT industry requires a world class-enabling infrastructure. In spite of so many prevailing confusions the people of Pakistan have vision and good amount of knowledge. Our education system must create an environment that encourages critical debate with positive dissonance. Information economy in the country needs expansion and improvement that lasts us lifetime. The country is still in the realm of conceptual controversies and is not based on our own experiences to support people’s expectations and relevant to realities of our times. The over all conclusion is that Pakistan has made a moderate growth in social and economic sustainability during the last 59 years. The trend of IT is going up steadily, but the time wise transformation of knowledge from the beginning till today is sluggish. It is less than 1.0% of our GDP.

Using CIS data from the Netherlands, Germany and France we test whether EU Framework programs do have effects on their participants' R&D input and innovative output. From our Heckman selection equations, we conclude that the FPs attract the "elite" of European innovators. The question is whether, after correction for self-selection, the programs have positive effects on innovative behaviour. This is hard to test meaningfully among large firms as EU funding is likely to cover only a minor share of their innovative activities. Analysing changes in R&D input we find that smaller firms increase their R&D input quite substantially after entering an EU FP program.
Estimating equations that explain sales of innovative products, we find that firms that collaborate on R&D with clients, suppliers, competitors or public research institutes do not have increased sales of innovative products. We try to provide explanations for this counter-intuitive finding. Moreover, participation in an EU FP neither increases sales of innovative products. This result holds after numerous robustness checks.
We argue that our insignificant outcomes do not necessarily imply that the FP programs are worthless. There is independent evidence that innovative projects funded by the EU FPs do, on average, involve more technical and scientific risks, they are more complex, and involve longer time horizons. Obviously, they are farer from market introduction which is not surprising, given the regulatory demand that EU FPs should be "pre-competitive". Against this background, we cannot exclude the possibility that an insignificant coefficient of FP participation in our equation on innovative output may still have a positive meaning.

This paper extends the principles of open source software development to a non-industry-specific level by introducing the Open Source Innovation (OSI) model. OSI exhibits main differences to other related models and concepts such as the private-collective model, commons-based peer production, R&D networks and is therefore an innovation model in its own right. In order for OSI projects to be successful, numerous factors need to be fulfilled. We make the distinction between four categories of factors: economic, technical, legal, and social. In each category, we differentiate between enabling and sustaining factors. The enabling factors must be met at the beginning of the project, whereas the sustaining factors must be satisfied as the project progresses.

Attempt of modelling the Technnological Acceleration

In this paper, we study the technological acceleration whithin a new frame work wich extends models used in the literature. The objective of our research is then to construct a global model of evaluation of the technological acceleration by two methods of physical science. Firstly, we will try to formulate the equation of propagation of the technological acceleration and to find out the variable upon which it depends by drawing our inspiration from the model of undulatory physics. Secondly, we will borrow the model of dynamic physics (kinematics and Newtonian dynamics) in order to be clarified on the evaluation and measure of the technological acceleration. Kinematics and Newtonian dynamics will serve to quantify the technological advance of an industry or of a country which will make it possible to inform the decision makers about the state of health of their technology and to guide them in their ulterior strategic choices.

Technological innovation, externalities and network effects keep shifting
the preference parameters in cellular telecommunication service sector. The
paper suggests a framework to model these changes.It notes two channels that
affect the service prices (in possibly opposite ways). In each corresponding
period, consumer with lower reservation prices are shopping for the services.
But these reservation prices are going up due to complementarity/ network effects.
Under some reasonable assumptions on industry and cost structure,
market data can be used to identify these changes.
A price index is suggested that decomposes service bundle price changes
into the change in price for same-quality of service and change in quality
of the service bundle. Some interesting properties of these indexes are also
discussed.

How to Overcome the Digital Divide? The Determinants of Internet Diffusion

We document the existence and the persistence of the digital divide and investigate the determinants of the Internet diffusion in both developing and developed countries. Our study innovates on the following: i) we use a data set that covers more countries and years than the earlier studies ii) We use the GMM estimator which requires milder assumptions to be consistent than the traditionally used panel data estimators in technology diffusion studies.
We find that i) the digital divide is likely to persist over time, ii) the Internet diffusion process is dynamic which makes static estimators inconsistent, iii) Internet adoption starts later but goes faster in developing countries, iv) inflows of the foreign investment and better human capital boost the diffusion of Internet for the developing countries only and v) GDP per capita has a negative impact on Internet diffusion in the developing countries and a positive impact in developed countries. This last finding seems surprising but it is consistent with the conditional convergence hypothesis as well as with the resource curse theory.

This presentation describes a three-stage historical model developed as a part of a Ph.D. dissertation analyzing competition between U.S. and Japanese companies in electronics-related industries. The model is similar to that described by Piore and Sabel in The Second Industrial Divide, but companies under the third stage do not succeed by reacting quickly to exogenous technological change but by repeatedly leapfrogging their competitors through product and process innovation. This shifts the focus from the mechanical production process to the collaborative innovation process, which requires social systems to support collective learning.

The present volume aims to provide a comprehensive and systemic overview of the challenges that going
global poses to knowledge based economies. Its focus is four-fold.
1) Firstly, it investigates why companies, especially high-tech firms, go global, i.e. which are the drivers
that push companies to locate – R&D facilities in particular – elsewhere than in the home country.
The analysis of the competitive advantages that enterprises seek in the host countries also includes the
new techno-economic geography that emerges. Attention is devoted to the time frame of these phenomena
and to features such as the development stage of the home and host country, the characteristics of both
firms and industries, and the Product Life Cycle of the latter.
2) Secondly, it analyses the impact that the various corporate relocation phenomena might have on
intellectual capital, innovative output and the labour market, and growth and development. (Re)locating in
fact impacts on knowledge creation, exploitation – including the use of IPRs – , absorption, circulation
and spillovers. In turn, these play a fundamental role in shaping the productivity, competitiveness, and
ultimately growth and development of both enterprises and countries.
3) Thirdly, it addresses the questions of if and to what extent the current and prospective global dynamics
call for new types of governance. Such a need arises if different policy domains have to converge towards
common strategic welfare enhancing objectives. Attention is also devoted to the various policies put in
place by small open economies that ‘go global’, such as Finland.
4) Fourthly, it addresses the sustainability aspects of going global by investigating how to better share the
social, economical and ecological benefits and responsibilities arising from globalisation, technological
change, and innovation. It analyses the impact that globalisation and the knowledge-based paradigm
might have on both developed and developing countries.

The increasing degree of inter-dependency and integration of economy at a global scale motivated the globalization of scientific and technological knowledge from manufacturing, to the marketing and the strategic management of companies that act as protagonists of these processes. Globalization of markets is inter-connected with intensive incorporation of knowledge in economy. In this sense the continuous evolution of the manufacturing industry structure for an increased high intensity technology elements, namely information and communication technologies, implies that these industrial sub-sectors are conditioning the global performance of economy, the productivity gains and as a consequence the levels of economical and employment growth.
This study on “R&D, Innovation and Employment Creation” for the Portuguese Observatory of Employment and Vocational Training (IEFP-MQE) is updating information on the articulation between Job creation, innovation, technology, and R&D. A diagnosis of the state of national S&T research and of processes of technological and organizational innovation was made, as well of the interfacing structures between the knowledge sector and the economical activities. Were made 12 case studies at companies with some innovation activities, interviews to unionists and to Professional associations, and public offices. Was made also a survey to a selected sample of technological infrastructures.

We consider a model consisting of a monopolistic firm producing a certain good with pollution. This firm can adopt a cleaner technology within a finite time by incurring an investment cost decreasing exponentially with the adoption date. At each period of time, the firm is regulated by an emission tax which induces the socially optimal pollution and production levels, and a lump sum tax on profit. The firm is induced to adopt the cleaner technology at the socially optimal date by an appropriate innovation subsidy. In the incomplete information context, the firm has private information concerning the cost of acquiring the new technology. By an appropriate contract consisting of an adoption date and a R&D subsidy depending on the value of the innovation cost parameter announced by the firm, the regulator can induce the latter to reveal the true value of its private information in compensation of a socially costly intertemporal informational rent. However, the socially optimal adoption date of incomplete information is delayed with respect to the complete information one.

Purpose:
How does new knowledge or profound change come about and which processes of construction are involved? This article aims at developing an epistemological as well as methodological framework which is capable of explaining how profound and radical change can be brought about in various contexts, such as in individual cultivation, in organizations, in processes of radical innovation, etc. The concept of emergent innovation will be developed—it is based on the triple-loop learning strategy and the U-theory approach which opens up a perspective how the domain of scientific/rational knowledge, constructivism, and wisdom could grow together more closely.
Design/Structure:
This article develops a strategy which is referred to as “triple-loop learning”, which is not only the basis for processes of profound change, but also brings about a new dimension in the field of innovation, learning, and knowledge dynamics: the existential realm and the domain of wisdom. A concrete approach realizing the triple-loop learning strategy is presented. The final section shows, how these concepts can be interpreted in the context of the constructivist approach and how they might offer some extensions to this paradigm.
Findings:
The process of learning and change has to be extended to a domain which concerns existential issues as well as questions of wisdom. Profound change can only happen, if these domains are taken into consideration. The triple-loop learning strategy offers a model fulfilling this criterion. It is an “epistemo-existential strategy” for profound change on various levels.
Conclusions:
The (cognitive) processes and attitudes of receptivity, suspension, redirecting, openness, deep knowing, as well as “profound change/innovation from the interior” turn out to be core concepts in this process of emergent innovation. They are compatible with constructivist concepts. Glasersfeld’s concept of functional fitness is carried to an extreme in the suggested approach of profound change and finds an extension in the existential domain.

In this paper we argue that government procurement policy played a role in stimulating
the wave of innovation that hit the US economy in the 1980's, as well as the simultaneous
increase in inequality and in education attainment. Since the early 1980's U.S. policy
makers began targeting commercial innovations more directly and explicitly. We focus
on the shift in the composition of public demand towards high-tech goods which, by
increasing the market-size of innovative �rms, functions as a de-facto innovation policy
tool. We build a quality-ladders non-scale growth model with heterogeneous industries
and endogenous supply of skills, and show both theoretically and empirically that increases
in the technological content of public spending stimulates R&D, raises the wage of skilled
workers and, at the same time, stimulates human capital accumulation. A calibrated
version of the model suggests that government policy explains up to 32 percent of the
observed increase in wage inequality in the period 1978-91.

Recent developments in innovation theory and policy have led policymakers to assign particular importance to supporting networks of cooperation among heterogeneous economic
actors, especially in production systems composed of small and medium enterprises.
Such innovative policies call for parallel innovations in policy analysis, monitoring and assessment. Our analysis of a policy experiment aimed at supporting innovation networks in the Italian region of Tuscany intends to address some issues connected with the design, monitoring and evaluation of such interventions. Combining tools from ethnographic
research and social networks analysis, we explore the structural elements of the policy programme, its macroscopic impact on the regional innovation system, and the success of individual networks in attaining their specific objectives. This innovative approach allows us to derive some general methodological suggestions for the design and evaluation of similar programmes.

Innovation has become one of the most important issues in modern knowledge society. As opposed to radical innovation this paper introduces the concept of Emergent Innovation: this approach tries to balance and integrate the demand both for radically new knowledge and at the same time for an organic development from within the organization. From a more general perspective one can boil down this problem to the question of how to cope with the new and with profound change (in knowledge). This question will be dealt with in the first part of the paper. As an implication the alternative approach of Emergent Innovation will be presented in the second part: this approach looks at innovation as a socio-epistemological process of “learning from the future” in order to create (radically) new knowledge in a sustainable and “organic” manner. Implications for knowledge society will be discussed.

We investigate the effect of quality of patents on the market value of firms represented by the Tobin's q. We consider the number of objections as well as the number of citations. We construct the database of patent stock, citation-weighted patent stock and objection-weighted patent stock.
Our analysis is pioneering work involving Japanese data, as we were unable to find any pre-existing Japanese data that considered both truncation problems and quality of the patent. Our study departs from Hall, Jaffe and Trajtenberg (2000) because of the application of objections as well as the consideration of the quality of patent citations.

The present article examines the link between a firm’s organizational context and its capacity to be ambidextrous in terms of innovation. Although the management practices underlying context have a profound effect on innovation, their impact has not previously been investigated. Nor has research looked empirically at the individual competences that should be developed in order to favour specific types of innovation. Using a dataset of 174 firms, the present study shows that firms pursuing exploration and exploitation strategies in terms of innovation should adopt long-term oriented practices that favor risk taking and creativity, thus creating an appropriate organizational context. Competence management was found to have a strong moderating effect on the link between organizational context and innovation ambidexterity. Implications include the need to look at how management may increase innovation ambidexterity, and to chose appropriate combinations of competences and organizational context.

The purpose of this paper is to investigate the impact of the length of the grant lag under the early disclosure system in Japan. First, we measure the length of the grant lag. Second, we investigate whether reducing the grant lag significantly increases patent applications. We use data from 1985 to 2000 on 101 Japanese companies. The parameter for the grant lag was significantly negative in all equations. Therefore, reducing the grant lag increases patent applications. We also empirically investigated the determination of R\D. The grant lag significantly affects R\D

Abstract
Previous work has shown that the results of both China and Mexico’s export-led market reforms over the past quarter century have been strikingly different. In contrast to China, Mexico has not managed to increase the value added of its exports of manufactured goods and has subsequently had a difficult time competing with China in world markets. Building on this previous work, in this paper we conduct a comparative analysis of the role of government policies in industrial learning and the development of capabilities of indigenous firms in Mexico and China in order to shed light on why China is so outperforming Mexico. We find that Mexico and China have had starkly different approaches to economic reform in this area. Mexico’s approach to reform has been a “neo-liberal” one, whereas China’s could be described as “neo-developmental.” Mexico’s hands-off approach to learning has resulted in a lack of development of endogenous capacity of domestic firms, little transfer of technology, negligible progress in the upgrading of industrial production, and little increase in value added of exports. By contrast, China has deployed a hands-on approach of targeting and nurturing domestic firms through a gradual and trial and error led set of government policies.

Previous studies have demonstrated an empirical relationship between accumulated R&D expenditures and total factor productivity (TFP), and have shown that the
benefits of R&D can spill across countries through trade. This paper extends these analyses to a sample of 15 OECD countries and six Asian countries, Chinese Taipei,
India, Indonesia, Korea, Singapore and Thailand. An empirical model is estimated which relates TFP to domestic and foreign R&D activity, TFP catch-up and business
cycle variables. Model estimates show that TFP and domestic R&D capital are positively related, and that domestic R&D has a relatively large impact on TFP growth in the NICs and LICs. Country-specific international R&D spillover elasticities are of mixed sign, and no apparent pattern by country group is evident. While this result does not change the earlier qualitative conclusions, it suggests that estimates of sample average R&D spillover elasticities should be cautiously interpreted.

The paper discusses the cause and consequences of the deterioration and depressing condition of higher education in Muslim countries. The study establishes the links between academic research and economic development. Alternative hypothesis to envisage the causes of sustainable economic development were discussed with historical evidences. The hypothesis of external conspiracy was not accepted in the study and it was concluded that weak human resources are mainly responsible for deterioration in the higher education.

This paper examines the ‘cognitive’ and ‘societal’ aspects of the tacit knowledge transfer problem in MNCs. Based on a comparative analysis of the overseas R&D labs of US and Japanese MNCs in the UK, it examines how home-based models of learning influence MNCs’ transnational social spaces for learning and their capabilities to address the tacit knowing problem. It illustrates how the US professional ‘networks of practice’ (NoP) and the Japanese organizational ‘communities of practice’ (CoP) approaches to transnational learning unfold in practice. It also examines how divergence between home and host country institutions governing knowledge production inhibits cross-societal tacit knowing.

This paper examines the dynamic and multi-level relationship between organization and innovation from three different but interdependent perspectives: a) the relationship between organizational structural forms and innovativeness; b) innovation as a process of organizational learning and knowledge creation; and c) organizational capacity for change and adaptation. It provides a critical review of the literature, focusing especially on the question of whether organizations can change and adapt to major discontinuous technological change and environmental shifts, or whether radical transformation in organizational forms occurs principally at the population level through the process of selection. This is discussed with reference to organizational ecology theories, the punctuated equilibrium model and theories of strategic adaptation and continuous change. The paper argues that organizational innovation may be a necessary pre-condition for technological innovation, and thus it is important to take greater account of the role of endogenous organizational forces such as capacity for learning, values, interests and power in shaping organizational transformation and technological change.

One of the structural problems in Latin-American has been the lower innovative capacity and lower generation of economically exploitable knowledge. This phenomenon has been produced by the absence of government’s incentives and strategies in order to be competitive inside the Knowledge Based Economy. More concretely, political, institutional and social factors have contributed negatively within this reality. As a consequence, the knowledge generation in this region is insufficient not only to satisfy its necessities but also to be competitive in the global context.
At difference, the developing regions have recognized the significance impact of Science and Technology (S&T) and Education in their sustainable growth. In the Latin-American context, this analysis requires robust indicators that help to evidence the causes of this problematic. In this respect, the absence of harmonized politics and common variables that allows studying the evolution of S&T in the Latin-American region is the main limitation for this analysis. Based on that, this report brings an exploratory analysis that allows identifying the critical factors and the possible solutions of this S&T problematic. In parallel, the case of the National Innovation System implanted in Ecuador is presented and evaluated.

Starting an innovation project assumes to state some competitive objectives referring to the allocated budget, time limit for project’s ending and also to the quality and performance parameters of the new obtained product.
Referring to the innovation project development, the risk of unfulfilling the stated competitive objectives referrers to the exceeding the project’s budget and terms, and also to unfitting in the quality and performance parameters established in the innovation project planning stage.
The large diversity of risk sources can be expressed by the possibility of appearance of some unexpected variations of the cost, time and quality of the new products. The innovation projects risk is settled by the variations of the cost, time and quality objectives effective values comparing to the planned values. Those variations are determined by purely random factors.
The innovation projects characterized by uniform variations of the cost, time and quality objectives effective values around the mean are considered to be under statistic control. Those projects’ risk may be quantified and the risk impact over the project can be limited. The innovation projects characterized by fluctuant variations of the cost, time and quality objectives effective values around the mean are considered to be out of statistic control.
The aim of this paper is to present two categories of statistic methods for innovation projects risk quantifying. The first statistic methods that quantify the risk of unfitting the quantitative objectives referrers to the time risk, cost risk and the risk of unfitting established performance parameters. The second category of methods represents statistic methods that quantify the risk of unfitting the qualitative objectives of the projects – the risk of appearance major quality deficiencies.

(outward foreign direct investment) activities having the strategic asset seeking motive. Such OFDI
which is assets exploiting cum augmenting involves potential two way cross border knowledge flows.
This study examines these issues for the Indian automotive industry that is currently
transnationalizing at a rapid rate in terms of both exports and OFDI. The study traces the
technological capability building and several dimensions of OFDI in this industry. The case studies of
two major automotive Groups highlight their competence building, and knowledge seeking operations.
This study undertakes a quantitative analysis of the influence of OFDI activities on the in‐house
(domestic) R&D performance of Indian automotive firms during 1988–2008. As expected, the
favourable impacts on R&D intensity appear to be stronger for developed vs. developing host nations,
and for joint venture vs. wholly‐owned ownership OFDI. The study concludes with suggestions to
promote particularly the strategic asset enhancing OFDI.

We study the product and process innovation choice of firms in which a managerial incentive à la Vickers (1985) is present. Taking a two-stage dynamic game approach, we show that managerial firms are led to over-invest in process innovation, as compared to standard profit-maximising firms, while they under-invest in product innovation. The reason is that process innovation allows to decrease cost, and this is consistent with a convenient increase in the production level. On the opposite, product innovation allows increasing price, which is in contrast with the taste for output expansion embodied in the objective function of firms run by managers. Preliminary empirical evidence on Italian companies suggests that in fact the managerial nature of firm associates with significantly smaller efforts in product innovation while the effect on process innovation is positive but non-significant.

A strong motivation to replace the comparative advantage theory with the competitive advantage theory is given by the significant change of the present economic conditions comparing with the old conditions that inspired the competitive advantage issues. The dynamic character of the market competition and the fact that, in the present, the competitiveness is located to enterprise’s level and not to the level of the national economy are some important argues that sustain the necessity and the opportunity to move the economic thinking from the comparative advantage theory to the competitive advantage theory. In the past, the comparative advantage of an economy was given by the natural resources, by the geographical position or by the specific features of products or services. Nowadays the competitive advantage is created through innovation by all its forms.

A complete system of indexes to evaluate the global efficiency of a new product development project must approach at least the following perspectives: the financial performances of the project; the project's value; the technical performances of the project; the efficiency of research and development activities of the project; the capacity of fitting in the estimated cost and duration of activities; the degree of integration between the R&D and production activities; the degree of integration between the R&D and marketing activities. Therefore, in this paper is drawn up a method for new product development projects evaluation, based on those seven perspectives.

information - decision, stimulation and control better responds to the new managerial conditions. Any decision primarily means correct information, in order to be able to choose. Surprisingly, from the old Greek term entropis to the actual managerial information it is not such a long way and stages of the new function of information-decision emphasise the continuous interdependences between information and decision, as well as a large number of characteristic features as a result of a necessary compromise in contemporary management.

This paper examines the structure and dynamics of the global network of inter-firm research and development (R&D) partnerships using longitudinal data for 1989--2002. We contribute to a recent literature that has attributed patterns and changes in the network to major political and technological developments, but which has omitted the structure in the underlying firm population. Two often made claims are that R&D collaboration is important in nowadays fierce competitive environment, but that the importance of international partnerships has declined over time. We integrate data on firms and alliances and confront both hypotheses with our data and a novel set of methods, which enable to control for structure in the firm population.

We draw on diverse data sets to compare the institutional organization of upstream life science research across the United States and Europe. Understanding cross-national differences in the organization of innovative labor in the life sciences requires attention to the structure and evolution of biomedical networks involving public research organizations (universities, government laboratories, nonprofit research institutes, and research hospitals), science-based biotechnology firms, and multinational pharmaceutical corporations. We use network visualization methods and correspondence analyses to demonstrate that innovative research in biomedicine has its origins in regional clusters in the United States and in European nations. But the scientific and organizational composition of these regions varies in consequential ways. In the United States, public research organizations and small firms conduct R&D across multiple therapeutic areas and stages of the development process. Ties within and across these regions link small firms and diverse public institutions, contributing to the development of a robust national network. In contrast, the European story is one of regional specialization with a less diverse group of public research organizations working in a smaller number of therapeutic areas. European institutes develop local connections to small firms working on similar scientific problems, while cross-national linkages of European regional clusters typically involve large pharmaceutical corporations. We show that the roles of large and small firms differ in the United States and Europe, arguing that the greater heterogeneity of the U.S. system is based on much closer integration of basic science and clinical development.

This paper is explorative in nature. Based on an empirical analysis of two different industrial settings (life sciences, LS; information and communication technologies, ICT), it investigates network growth and firm growth in networks. We find a remarkable correspondence between a few fundamental findings of the ‘old’ stochastic approach to the analysis of firm internal growth, and empirically observed patterns of firm external growth through collaborative agreements. We show that scale-free behavior in real-world industrial networks can be accounted for by a general and parsimonious model, originally developed by Herbert Simon in 1955, based on entry and proportional growth. However, relevant departures from the stochastic benchmark are revealed that cannot be ascribed to the effect of mergers and acquisitions (M&As) and growth autocorrelation. Moreover, different regimes of growth are found to be at work in the life sciences for originators versus developers of new business opportunities, reflecting the fact that growth is driven by specialization and division of labor in the processes of generation and attraction/development of technological opportunities.

The report examines the competitive position of the European pharmaceutical companies and industries, and compares them with the pharmaceutical companies and industries in other parts of the world, particularly the US. Over the last two decades, the industry has experienced some important structural changes, mainly driven by technological and institutional shocks that have affected all the stages of its value chain. In turn, this has led to changes in firms' organisation and in market structure, within domestic markets, regionally, and globally. The main finding of the report is that the European industry has indeed been losing competitiveness as compared to the USA, although there are large differences and trends across European countries. As a whole, Europe is lagging behind in its ability to generate, organise, and sustain innovation processes that are increasingly expensive and organisationally complex. In fact, one conclusion of the report is that the relative position of the US as a locus of innovation in pharmaceuticals has increased over the past decade compared to Europe. All in all, the report claims that the competitiveness of the European pharmaceutical industry is negatively affected by the persistence of insufficient degrees of competition and institutional integration, still centred on domestic and fragmented health care and research systems. Four sets of variables have been found to be relevant as sources of competitiveness and growth in pharmaceuticals: 1) The size and the structure of the biomedical education and research systems; 2) Some basic institutions governing labor markets for skilled researchers and managers, as well as corporate governance and finance; 3) Intellectual property rights and patent law; 4) The institutional settings in the regulation of health care systems and, moreover, the nature and intensity of competition on the final market. The data analysed in this report come from OECD, Eurostat, the European Patent Office, IMS Health and PHID (PHarmaceutical Industry Database) at the University of Siena.

This paper explored an unusually comprehensive dataset of more than 2,000 drug R&D projects all over the world during the 1990s. This enabled us to characterise several features of the innovation process in pharmaceuticals, particularly the different role and comparative R&D performance of the large established drug companies vis-à-vis smaller high-tech specialist firms - the so-called New Biotechnology Firms (NBFs). Our results can be summarised as follows:
a)The NBFs are largely an American phenomenon. More than half of the drug R&D projects originated in the US are by NBFs, while almost 90% of the drug R&D projects originated in Europe are from established pharmaceutical firms;
b)Collaborative R&D projects are consistently more likely to occur in the US than in Europe. However, in-house projects are a significant majority of the drug R&D projects that entered the clinical stages.
c)The established pharmaceutical companies have comparative advantages with respect to the NBFs in drug development (clinical trials). In drug discovery there is no advantage related to scale. Unlike clinical developments, where the large firms seem to have superior capabilities when compared to the NBFs, in discovery there is no inherent superiority (in terms of ultimate probability of success of the compounds) of either the NBFs or the large firms.
d)The NBFs are not specialized in more risky R&D projects. In fact, more risky drug projects (i.e. drugs for which there is no or there are few existing remedies) are more likely to be undertaken by the larger pharmaceutical companies. This suggests that scale, market power, and the ability to moblise large amounts of resources are key factors in enabling the firms to sustain such higher risks.
e)Other things being equal, the projects originated by the NBFs are more likely to fail in the earlier clinical stages. This suggests that the NBFs perform a good deal of exploration without incurring the higher costs of failing at later stages.

Co-branding can be implemented by establishing an agreement of strategic coopetition that allows companies to compete and cooperate simultaneously in order to obtain competitive advantages through operational synergy. With this type of agreement, brands enter markets sharing loyal customers they would be unlikely to reach individually. The main advantages associated with implementation of this form of strategic coopetition are the possibility of jointly communicating brand image, reputation and credibility in a global market where consumers tend to have homogeneous preferences and convergent lifestyles. The strategic coopetition between two global brands, Apple and Nike, through development of the ‘Nike+iPod Sport Kit’ product, serves as a benchmark to illustrate the benefits associated with implementation of coopetitive cooperation agreements. From application of the game theory, simulation of a game of strategic coopetition provided results that confirm global brands obtain benefits, albeit not in equal measure, in terms of adding value to the brand image at a world level.

While existing studies have provided many insightful discussions on the antecedents to innovative collaborations and the benefits of collaborative behavior, few studies have focused on the mediating role of innovative collaborations in enhancing the firm’s technological innovative performance. In this paper, we investigate the mediating role of the firm’s innovative collaborations in the relation between government innovation support and the firm’s product and process innovation intensities. As a mediating factor in the innovation process, innovative collaborations form part of the innovative inputs that contribute to the firm’s product and process innovation intensities. Using arguments derived from the resource-based theory, we found that while receipts of government innovation support help increase the firm’s level of innovative inputs as observed in its collaboration intensity, it is equally important for firms to internalize management practices that encourage maximum leverage of government innovation support for pursuits of innovative collaborations. In a similar vein, while innovative collaborations are necessary for realizing innovative outputs including product and process innovations, it is not a sufficient condition for achieving strong innovative performance. The firm’s internal capabilities as observed in its learning, R&D, resource allocation, manufacturing, marketing, organizing, and strategic planning abilities have a positive influence on the relationship between innovative collaborations and innovative outputs.

E-commerce as an aggregation of activities concerning trading and rendering service to customers using internet is important for firms of all size to preserve competitiveness in global markets However, introduction of e-commerce means also introduction of new business models. To incorporate new business models into existing company structure is not easy. The paper deals with principles of e-commerce preparation and introduction in a company. Due to crosscutting impacts of e-commerce deployment a careful analysis based also on value chains leading to business application patterns is recommended. From the actual architecture point of view, an e-commerce portal as general interface between company ERP system and external environment seems to be the best solution. Proposed architecture is illustrated by an example of e-commerce portal connection to Microsoft Dynamics NAV system in a real company.

In the present paper, it is attempted to empirically verify the impact of economic liberalization on the R&D behaviour of Indian pharmaceutical firms controlling for the effects of several firm specific characteristics including firm size. The results from the Tobit analysis for a sample of firms over the period 1989-90 to 2000-01 indicate that competitive pressure generated by liberalization has worked effectively in pushing Indian pharmaceutical firms into R&D activity. A host of firm characteristics like firm age, size, profitability, intangible assets, export orientation and outward foreign direct investment are also found to be important determinants of innovative activity in the industry. The study suggests several policy measures to further indigenous technological efforts of pharmaceutical firms, which include, removing obstacles that inhibit outward orientation of firms, providing special scheme for small size firms in the overall technology policy for the industry, intensifying collaborative research efforts between private sectors and government research institution, and utilizing flexibilities in the TRIMs agreements to persuade foreign firms to relocate their R&D units into the country.

The impact of the investment in absorptive capacity on transboundary pollution is studied by considering two countries each of them regulating a firm. Firms can invest in original research and in absorptive research to lower their pollution intensity. The absorptive research enables a firm to capture part of the original research made by the other one. We show that by means of adequate emission taxes, original and absorptive R&D subsidies, non-cooperating regulators can reach the social optimum. Interestingly, we show that the investment in absorptive research enables non-cooperating regulators to better internalize transboundary pollution. The higher is the ability parameter of absorption, the greater is the proportion of transboundary pollution internalized. In an R&D-driven growth model with asymmetric fundamentals the steady state equilibrium R&D investments are industry-specific and they are such that R&D returns are equalized across industries. Return equalization, however, makes investors indifferent as to where to target research and, hence, the problem of allocation of R&D investments across industries is indeterminate. Agents' indifference creates an ambiguous investment scenario. We assume that agents hold "ambiguous" beliefs on the per-industry profitability of their R&D investments. Investors' aversion towards ambiguity (in the sense of Gilboa-Schmeidler, 1989) eliminates the indeterminacy of the R&D investment problem. In particular, we prove that the asymmetric return-equalizing equilibrium is robust against a however small degree of investors' aversion to ambiguity.

In the economics profession there is a fierce debate whether industrial and innovation policy should be targeted to specific sectors or firms. This paper discusses the welfare effects of such targeted policies in a third-market international trade model under imperfect competition. A theoretical case for picking winners through a preferential innovation policy is discussed, which is shown to hold without evoking retaliation from foreign competitors. However, in practice information uncertainties remain a concern. The question whether in this case ‘backing winners’ is a wise policy option depends on the characteristics of the information asymmetries and on the extent the government is able to design selection procedures in a way to minimize the transaction costs that may be caused from the market participants’ opportunistic behavior.

The paper investigates the obstacles to innovation faced by Malaysian manufacturing firms during the process of innovation. The data are from the National Survey of Innovation 2000-2001 (NSI-3). The shortcomings and the relevance of each of these osbtacles are evaluated by type of innovator firms. For this, each firms is categorized - based on its level of innovation activity - as an innovator or as a non-innovator. The analysis also explores the differences between firms by industry type and firm size. The results show that among all obstacles, economic related factors appear to be most important. Furthermore, the level of importance of osbtacles is different for innovator and non-innovator firms. The paper concludes with an analysis of the complementarities between osbtacles in order to arrive at the primary factors that are obstacles to innovation activity.

This article examines the creation of industrial enterprises and the
basic models of firm-level technological learning behaviour of the last 20 years in China. Six case studies of technological learning and links to external sources of know-how from the South of China in the Pearl River Delta are examined. It is shown that the learning process that has been experienced in these enterprises is similar to that of other fast growing East Asian economies. Until now enterprises have been acquiring technology through external linkages with foreign clients that become their main providers of technology. A detailed account of the enterprises allows a typology of the external technological learning. It is claimed that the growth of the South China lies in this ‘external’ interactive technological learning, as in other East Asian economies.

The purpose of this study is to formalize the choice of market entry strategy for an individual multinational enterprise (MNE) from a dynamic perspective. It is argued that incorporating a suitable treatment of irreversibility, uncertainty and flexibility related to a MNEs investment decision gives further insights to the choice of cross-border acquisitions to greenfield investment as the preferred entry mode. In most cases, the initial entry strategy serves as a platform allowing the firm to make subsequent investments to exploit host-country advantages and capabilities.We allowfor this by taking a two-step expansion strategy explicitly into account. The evolutionary process of the value of the foreign direct investment includes two stochastic elements as well as the timing that triggers the transition from export to foreign direct investment. The results suggest that uncertainty and future investment opportunities play an important role when it comes to transit from export to the first phase of the foreign direct investment commitment as well as have an impact on the choice of entry strategy.

This paper deals with a developing concept, that of public sector reform, and explores it within the boundaries of e-administration practices. International competition and internal raising expectations have lead governments across the world to reconfigure their relationships with the surrounding environments. In doing so, they mostly switched to a newer paradigm, based not on affirmation and mechanical theories, but on the concept of a living, biological system. Following this trend, many governments and their subsequent organizations choose to become flexible and decentralized, to recognize once again the importance of horizontal collaboration and internal partnerships and to value information. In this trend, ITC represents one of the modern instruments that may help implementing democracy and developing current public services as well as educational systems. Fully aware of the need for a revolution in the organizational culture of public administration and of a transition towards a horizontal, service-oriented administration with intensive information exchange among all its partners, Romania has adopted the European vision on e-government and e-governance, preparing itself for a complete transformation that the new technologies both produce and allow. In this context, 'The Government’s Strategy concerning the National Action Plan e-administration', enacted in October 2001 by the Romanian Parliament supports the European idea of getting the governance closer to its citizens. As this vision is described within the paper, the authors will analyze the Romanian solutions to increasing administrative efficiency. In doing so, the most relevant scientific contributions to defining the 'e-administration' concept are to be summarized and implications of its content, exercised against a Romanian background

E-commerce systems became a standard interface between sellers (or suppliers) and customers. One of basic condition of an e-commerce system to be efficient is correct definitions and describes of the all internal and external processes. All is targeted the customers´ needs and requirements. The optimal and most exact way how to obtain and find optimal solution of e-commerce system and its processes structure in companies is the modeling and simulation. In this article author shows basic model of communication between customers and sellers in connection with the customer feedback and procedural models of e-commerce systems in terms of e-shops. Procedural model was made with the aid of definition of SOA.

This paper follows the dual cost function methodology and develops a theoretical specification that assesses the contribution of public R&D capital to the productivity growth. The empirical application focuses on Greek food and beverages industry. For this purpose it employs a micro-aggregated annual data set over the period 1976-2002. The regression analysis shows that publicly funded R&D capital is a productive input as 8.7 percent and 7.3 percent of the total factor productivity growth in the food industry and in the beverages industry respectively is attributed to the publicly funded R&D capital. The relationship between publicly funded R&D and private purchased inputs is also examined.

Chowdhury [Economics Letters, 2005, 89(1), 120-126] claims that patent protection may decrease R&D incentive when the tournament effect (TE) is negative. However, We show that patent protection in the presence of R&D cooperation option always increases R&D incentive. In addition, to increase R&D incentive, this option strictly dominates imitation and may dominate royalty licensing under patent protection, introduced by Mukherjee [Economics Letters, 2006, 93(2), 196-201].

Marketing skills have been developed by firms of several cultural industries for more than three decades. From movie companies to performing arts, from museums to art fairs, every stakeholder has adopted and is going to implement innovative communication strategies. Digital advertising and e-fundraising might represent the boundaries of the present and the future of cultural promotion.
First of all we will explore the impact of Information and Communication Technologies in the Cultural (creative) industries, particularly referring to the benefits of visibility and improvements in communication strategies. Then we will give evidence of the impact of ICT in the movie industry, whose budget are mainly conspicuous and today targeted to the Digital Movie, above all the USA Digital Movie.
Performing arts seem to be theatrical arts not subject to digital transformation, neither in contents nor in media. Italian Symphony Orchestras do really show a meaningful trend in ICT and digital marketing development.
The final research’s goal is to produce a sort of classification of innovative marketing activities in the creative market, based on homogeneous elements.
