Milkshake Prices, International Reserves, and the Mexican Peso

Menu prices from 13 international restaurant franchises that operate in both El Paso and Ciudad Juarez are utilized to examine the behavior over time of the peso/dollar exchange rate. Parametric and non-parametric tests indicate that the price ratio alone provides a biased estimator of the exchange rate. In addition to the multi-product price ratio, the empirical analysis also incorporates interst rate prity and balance of payment variables. The combination of unique microeconomic sample data with national macroeconomic variables illustrates one manner in which border economies provide information regarding the interplay of financial markets between Mexico and the United States.

System-wide Impacts of Agricultural Export Taxes: A Simulation Experiment with Ethiopian Data

This paper examines rural-urban spillover effects of agricultural price policy in a developing economy. It employs a computable general equilibrium methodology based on a bi-regional social accounting matrix for Ethiopia. The simulation experiment quantifies system-wide impacts of exports tax on agricultural products. Protecting consumers (particularly urban households), transferring income from producers to consumers, and shifting resources from the agriculture to industry are among the most important motivations cited in the literature for exports tax on agricultural products in developing economies. However, taking inter-regional spill-over effects into account, this study shows that the removal of agricultural export tax does actually improve household welfare both in the rural and urban regions. Also, the elimination of export tax enhances structural transformation of the economy.

This paper addresses the identification and the analysis of the remote rural areas (RRA) that should be at the center of future regional development policies for periphery areas in averagely highly developed territories, such as the Emilia-Romagna region. However, since none of the areas of the region can be defined lagging or underdeveloped when compared with the EU 25 countries, it is introduced the concept of “Relative” Remote Rural Area (RRRA) which partially could recall the semi-periphery in the theoretical scheme of Immanuel Wallestrein or the trasition area of Friedmann.
Methodologically, the investigation is done both by using as a basis an intermediate geographical level that can be considered in line with the NUTS4 one: the SLL (Local Working Systems) identified by the Italian Institute of Statistics (ISTAT), and by a NUTS5-level cluster analysis performed using a selection of indicators, which includes demographic, socio-economic, employment, agricultural, infrastructure and commuting patterns. This work led to the identification and mapping of a set of municipalities that show the higher remote & rural features of the region. The Province of Ferrara resulted the NUTS3 level with the highest RRRA. After a discussion upon the main characteristics of this areas, preliminary policy indications for these territories are given.

Regional debates over which metropoitan economy is the dominant growth pole in multi-city areas can be intense. Such discourse is frequently voiced with regard to economic expansion in the El Paso, Texas, USA - Ciudad Juarez, Chihuahua, Mexico borderplex economy. To date, no empirical analyses have been carried out to address that question. Granger causality tests are applied to various cross-border data to shed light on that question and others regarding the nature of regional growth in this international setting.

In the capability literature, studies on the empirical measurement in the functionings space are abundant and a few studies even measure capability to function. We suggest adopting a third measure of welfare relevant to economists, namely the "conversion efficiency" measuring the
efficiency with which individuals convert their resources into achieved functioning. We use a nonparametric efficiency procedure and construct such a measure for a basket of basic functioning achievement, using data from the British Household Panel Survey (BHPS).

The Turkish economy has undergone drastic structural changes since 1980. While the effects of the Turkish adjustment programme have drawn considerable attention, a few studies have investigated its employment impacts. Unlike neoclassical expectation behind the structural adjustment programme, some studies for Turkey have showed that this policy change in 1980 caused a decline in employment. Results show that the Turkish industrialisation strategy cannot be regarded as export-led industrialisation strategy. Extra output created by exports has been very limited during the post-liberalisation period. However domestic final demand has continued to be the most dominant determinant of output growth. A Surprising result of the paper appears for the period of 1985-1990 when import substitution in final demand created output growth particularly in technology-intensive manufacturing and other manufacturing sectors. However import penetration in final and intermediate goods overwhelmingly important factors creating de-industrialisation in the period of 1990-1996. This paper, however, examines the sources of changes in employment. Despite neoclassical expectations, the reform period after 1982 witnessed large factor substitution against labour, even in the tradable goods sector. Additionally, labour demand also appears to response to output growth less in the post-liberalisation period than before.

The convergence hypothesis is a popular tenet in modern discussions in macroeconomics and regional economics. It derives from the very fundamental properties of the neoclassical single-sector growth model, and its assumption of diminishing returns to scale. Following this theoretical framework a number of empirical tests (σ or unconditional β or conditional β-convergence) has been developed. This paper tests unconditional and conditional β-convergence for the Greek economy. Three issues are being considered: (i)if there is regional convergence, (ii) if there is a North-Southern divide, (iii) if Greece is converging with the other economies taking part in the European integration project. Our empirical results reject the convergence hypothesis in all cases. These findings, together with similar findings for many other economies, pose significant problems for the theoretical assumptions of the neoclassical growth model with exogenous technical change.

This paper provides an overview of methodologies used to analyze inter-regional income inequality, and a critical survey of empirical studies that deal with Russian regions. It discusses implications of the growth theory regarding dynamics of inter-economy income inequality. Methodologies for empirically analyzing income inequality are classified as the cross-section approach, distribution approach, and time-series approach. Specific methodologies are described within the framework of this classification, touching upon the subject of their applicability domains. The survey of studies on income inequality among Russian regions summarizes 30 papers grouped according to main approaches used for the analyses.

This paper documents the features of a 1997 Social Accounting Matrix (SAM) with emphasis on tax accounts for Colombia. We present four different formats according to different definitions of the Good and Services Account: (i) product-product, (ii) activity-product, (iii) use and supply tables separated, and (iv) multiplier-analysis oriented. Using the latter we compare the impact of three identical exogenous shocks over three key sectors of the Colombian economy in 1997: the coffee sector, the oil sector and the gross fixed capital formation account. We find that the most beneficial shock regarding household income and government revenues comes from an exogenous shock on the coffee sector.

This paper investigates the evolution of the gap between Italian regions and Italy as a whole during the period 1980-2007. We tested for the presence of the stochastic and β-convergence hypotheses using different time series approaches. The former was studied, first, for all the sample period and then, with an exogenous instantaneous break in the series. The presence of β-convergence, instead, was estimated considering a known and an unknown trend break date model. Our results show that most of the regions does not converge in an “actual” way, since they do not present a stochastic and β convergence simultaneously.

The paper investigates the role of global supply chains in explaining the trade collapse of 2008-2009 and the long-term variations observed in trade elasticity. Building on the empirical results obtained from a subset of input-output matrices and the exploratory analysis of a large and diversified sample of countries, a formal model is specified to measure the respective short-term and long-term dynamics of trade elasticity. The model is then used to formally probe the role of vertical integration in explaining changes in trade elasticity. Aggregated results on long-term trade elasticity tend to support the hypothesis that world economy has undertaken in the late 1980s a "traverse" between two underlying economic models. During this transition, the expansion of international supply chains determined an apparent increase in trade elasticity. Two supply chains related effects (the composition and the bullwhip effects) explain also the overshooting of trade elasticity that occurred during the 2008-2009 trade collapse. But vertical specialization is unable to explain the heterogeneity observed on a country and sectoral level, indicating that other contributive factors may also have been at work to explain the diversity of the observed results.

The aim of this paper is to study the impact of spatial effects on convergence process in Africa over the period 1975-2000. Taking into account these effects through the methodology of Exploratory Spatial Data Analysis (ESDA) and spatial econometrics, we focus on the geographical dimension of economic convergence of African countries. This allows us to deal with spatial autocorrelation which is a consequence of econometric interdependences due to geographic spillovers. Indeed, countries economic performance hides specific geographical patterns providing information on the importance of location on economic dynamics. Our results prove the existence of convergence process in Africa through a model with spatially autocorrelated error. It is also clear from this analysis that the countries of East African Community (EAC) form the main convergence club which significantly influences the overall pattern of spatial autocorrelation.

This paper aimed at a statistical analysis of competition for tourists between regions within Baltic states (Estonia, Latvia, Lithuania) and estimation relative efficiency levels of regions. We apply a modern approach called Spatial Stochastic Frontier and corresponded to spatial modification of a stochastic frontier model. We specify two alternative spatial stochastic frontier models – distance and travel-time based to identify an influence of existing transport network on research results.
Using the model we analyse region-specific factors (tourism infrastructure, employment, geographical position and natural attractors) having an effect on a number of visitors and estimate regions' efficiency values.
We discover a significant level of inefficiency of Baltic states regions and propose some ways to improve the situation.

Developing a simple defragmentation of economic growth, we account for labor productivity and labor availability separately, and show that these components depend on different factors.

Regional economic, demographic, and climatic data are used to analyze residential electricity demand in the United States. Results indicate that electricity is an inferior good for households in the United States. This confirms earlier research compiled using data for less geographically extensive regional and metropolitan markets. The results imply that demographic growth may place fewer pressures on electricity generation capacity than was previously assumed.

There is comparatively little empirical evidence regarding the impacts of cross border business cycle fluctuations on metropolitan housing markets located near international boundaries. This study examines the impacts of economic conditions in Mexico on sales of existing single-family houses in El Paso, Texas. Anecdotal evidence suggests that these impacts are fairly notable. Annual frequency data from the University of Texas at El Paso Border Region Modeling Project are used to test this possibility. Results indicate that solid empirical evidence of such a linkage is elusive.

Economic conditions remain healthy in the borderplex.
That assessment is reflected by growth in output, business receipts, and personal incomes. Greater numbers of jobs allow the El Paso unemployment rate to trend downward as the local labor market strengthens. Although consumer indebtedness remains high, improved income and jobs
performance generate additional retail activity, with
total sales surpassing $8.3 billion in 2006. Expansion
at Fort Bliss causes strong levels of positive net
migration and accelerated population growth. That
translates into greater volumes of residential construction
in all years of the forecast. Because of the decision to allow real water rates to erode for a year or more, aggregate water consumption in El Paso is expected to increase following four consecutive years of declines. The outlooks for Las Cruces, Ciudad Juarez, and Chihuahua City are also relatively favorable.

A variety of measures such as real output, retail
receipts, and personal incomes show how the borderplex
economy continues to expand (Table 1). Although
employment growth is expected to subside, local labor
market strength will be sufficiently robust to hold the
El Paso unemployment rate well below its 32-year
average of greater than 10 percent. Similarly, even
though residential construction activity is expected to
moderate slightly, overall housing activity is projected
to remain high by historical standards. Expansion at
Fort Bliss is the source for much of the heightened
business activity as the arrivals of new troops translate
into greater demand for housing, retail, and other
services. By 2008, more than 13 thousand businesses
are expected to be registered in El Paso. Per capita
personal income is projected to exceed $26,200 that
year. Additional detail obtained from simulations of
the UTEP Borderplex Econometric Forecasting Model
is presented below for El Paso, Ciudad Juarez, Chihuahua City, and Las Cruces.

Long-term prospects for the El Paso - Ciudad Juárez
borderplex economy call for steady growth. On the north side of the border, the population of El Paso is projected to reach 965 thousand by 2026, the last year of the forecast period. Real gross metropolitan product, the broadest measure of local economic activity, is expected to increase by more than 85 percent over the course of the next two decades to more than $31.5 billion (1996 dollars). Better job market conditions combine with income growth to push total retail sales above $20.7 billion by the end of the simulation period. Given this projected state of affairs, the UTEP Borderplex Econometric Model forecasts housing starts to average more than 5 thousand units per year through 2026. Substantially higher single-family home
prices result under these circumstances. Demographic
expansion and business growth jointly lead to greater
demand for water in El Paso. As shown in Table 1, total consumption will approximate 45.8 billion gallons per year by the end of the forecast period.

Due to its natural resources, the Brazilian economy has been able, at the same time, to provide the needs of the internal market of agricultural an agroindustrial products as well as of playing a major role in the international market for some agricultural and agroindustrial products. However, it can be observed a negative surplus in the trade balance of some agricultural products. This paper evaluates the impacts that a supposed process of import substitution of agricultural and agroindustrials products would have in the Brazilian economy. To do so, it is made use of the input-output theory, where the imports of the above products are now being considered as domestic products. In this procedure, it was implicitly assumed that there would be some kind of compensatory policy to allow for the domestic sectors to supply the imported products at the same price level as in the international market and that there would not be retaliations in the international market. The impacts are measured by applying different kinds approaches, e.g., multipliers, forward and backward linkages, and field-of-influence, to the observed and modified input-output systems. The results show gains for the economy as a whole, without significant changes in the productive structure. The Textile sector would be the one to respond more positively to the policy being proposed here.

From the study "Family Farming in the Economy: Brazil and Rio Grande do Sul" published in 2005 by NEAD - Nucleus of Agrarian Studies and Rural Development Ministry of Agrarian Development, the perception of the importance of family agriculture in the economy has gained special dimension, which showed that the average share of it in the Brazilian economy reached almost 10%.
With the creation of Secretariat of Agricultural Development in 2007, the Government of Ceará State comes to recognize the family farm as a strategic sector for sustainable development of its economy, considering the importance of the social relations of production in rural areas. It is worth mentioning that the concept is established around the term "family farm" is not necessarily associated with the "small production " and "low income agriculture ", so as not condemn the family to stagnation and underdevelopment.
Sensitive to this fact, Agropolis Institute of Ceará, in partnership with the Bank of Northeast Brazil, even commissioned the study to the Foundation Studies and Economic Research - FIPE, to define and quantify the productive chains of family farming in Ceará.
The study "The Participation of Family Farming in Ceará's GDP, " presented here considered the same methodology, also for FIPE in 2005. Under the guidance of Professors Joaquim Jose Martins and Carlos Roberto Azzoni Guilhoto, affiliated to the Faculty of Economics, Management and Accountancy University of São Paulo, known for its specialized structural analysis of national and regional economy, this document becomes an important reference tool for continuous monitoring of short production chains related to rural Ceará.
We seek, therefore, increase dialogue and strengthen relations between government agencies, universities, research centers and organizations linked to rural development, to improve public policies directed to the sector.

This paper studies the importance of the Tertiary sector and the informal sector for the Brazilian economy, making an interconnection between them and with them and the rest of the economy and the formal sector. To do so, this work makes use of the data presented in the System of National Accounts and the National Survey of Households (PNAD), both from IBGE, and the Leontief model. The results show: a) the importance of the Tertiary sector for the Brazilian economy in terms of employment (around 61% of the occupied persons), and income generation (around 67% of the economy Value Added); b) the high share of the informal sector in the Brazilian economy (around 58% of the occupied persons and 34% of the income); c) the combination of these factors results in an economy with low wages and salaries and with an high concentration of income; and d) that the present productive structure of the Brazilian economy contributes to the concentration of income in the country.

A typology of propagation of technology and social preferences in the process of economic development: An input-output approach

R15 - Econometric and Input-Output Models ; Other Models
In this paper we look at the interplay of technology and social preferences in different stages of economic development. We use a set of input-output tables for 32 different countries, published by OECD. The tables refer to the period 1996-2001 and were consolidated in 48 sectors so that structural comparisons were possible. Through the use of the fields of influence of structural change for partitioned input-output systems, we confirm that, for different levels of per capita GDP, technological progress is an important element to drive output growth. However, as an economy evolves, our dataset also confirm that the composition of final demand, which reveals social preferences in a static way, move away from agricultural and manufacturing to services activities. Such structural changes favor sectors with weaker output multipliers generating a force that helps driving income convergence among countries.

The contribution of the productive sectors to total emission is established, taking into account the technological structure of the economy, the interrelations among sectors, the sectoral capacity of generating value-added and the participation of final demand in the national sectors. For this purpose, an input-output model is used to analyze the impact of income generation and final demand on the emissions. This approach allows one to study the impacts caused by sectoral mitigation policies. The main results show that, both from a production and a demand perspective, the same key productive sectors stand out, especially the Transport sector.

R15 - Econometric and Input-Output Models ; Other Models
This work develops a method for the construction of input-output systems capable of estimating the flows of goods and services among cities, having in view that the creation of accurate strategies depends on the regional peculiarities incorporated in the scope of the economic planning researches. The study innovates by combining geoprocessing with inputoutput theory elements, facilitating the interpretation of the information available on the extensive data set of interregional input-output systems. The analytical potential is showed through a panoramic evaluation of the São Paulo State supply and demand relations, and by the application of the estimated input-output system to a study of the regional impacts of the “Bolsa Familia” Program, an income transfer program from the Federal government. The results show that this program must be understood not only as a form of income transference, but also as a catalytic agent for decreasing the regional inequality inside the state.

R15 - Econometric and Input-Output Models ; Other Models
Sustainable development concern has become subject of recurrent discussions over the last years due to the duet large greenhouse gases emissions and world growth, especially in developing countries. Electrical sector is one of the major segments responsible for greenhouse gases emissions, but also the one in which modern society depends the most for life standard maintenance, economic and social activities. A renewable source considered in Brazilian energy sector expansion is wind power, which has a 143 GW potential. As such, the paper aims to estimate environmental impacts (CO2 emission) involved in wind power plants construction phase and return time for compensating these emissions during operation. Ecological payback is developed through CO2 emission analysis of different energy sectors required as inputs in construction and final emission reduction due to this “clean” power plant operation in national electrical matrix. Estimation of economic and environmental impacts is based on input-output methodology, using a 2004 matrix for Brazilian economy. Results point out for a maximum payback period of 4 months in worst case scenario, and major pollution contribution of Steel and Products Manufacturing during construction.

Due to the specific characteristics of coffee production on each of the main Brazilian states producers of arabica (Coffea arabica) and robusta coffee (Coffea canephora), a better understanding of the structural links between production and industrialization of coffee on those states and the national economy can provide subsides for implementation of public policies, essential to plan the coffee production and increase the sector competitiveness. Therefore, this study analyzed the employment generation in production and coffee industrialization in the major Brazilian production regions, based on an inter-regional input-output model, with seven regions, which represent the main coffee-producing states - Minas Gerais, Espirito Santo, São Paulo, Paraná, Bahia and Other States - with 44 sectors each, in a system of 308 sectors. The results indicated that the production of robusta coffee is the sector that generates more employments (total) per currency unit, and that arabica production sector is the fourth largest generator of employments, among the 44 sectors considered for the country. The results for each state emphasized the importance of farming and coffee industry for national and state economies.

This paper deals with the question of the trade-offs between bio-fuels, fossil-fuels, and food. To do so an analysis is conducted taking into consideration the differences in relative prices and in the productive structure among the countries. The results shows that in general food puts a greater stress over the economies than energy does, and mainly in the developing economies. As a consequence of that, the possibilities for the growing use of bio-fuels is limited and restrict to countries where it is possible to have an expansion of bio-fuel production without compromising the production of food and without putting more stress over the environment. This, by its turn, restricts the possibilities for a world policy of bio-fuels with the consequence that bilateral agreements would be the dominant ones.

R15 - Econometric and Input-Output Models ; Other Models
The research has as main objective to carry out a structural analysis of the economy of Pará, filling a gap in research on the region. The analysis, which includes the relations of the state of Para with the rest of the country, was enabled by the construction of input-output matrix of the reference year, 2004. The results showed that there is high dependence of production on the state of Para in goods and services for intermediate consumption for the rest of the country generating a high overflow of the multiplier effect of employment, production and value added, which indicates the need to stimulate local industry of goods and services of intermediate consumption. The sectors with the highest production values of the multiplier in Pará are Livestock and fishing, Food and beverages, Items of clothing and accessories and leather goods and footwear. Sectors of agribusiness, tourism and education have a high capacity to generate jobs, such as Agriculture, Forestry and logging, Livestock and fishing, Articles of apparel and accessories, Lodging and food services, Other services and Public education. Products exported to the rest of the country and abroad have low value, indicating a need for investment in the agribusiness sector. The sectors that showed the largest multiplier value added are Public education, Public administration and social security, Education and Other services market, but they also have a high spillover effect. Investment in public education produces high returns on employment generation and value added.

Regional input-output models and the treatment of imports in the European System of Accounts
Kronenberg, Tobias
C82 - Methodology for Collecting, Estimating, and Organizing Macroeconomic Data ; Data Access
R15 - Econometric and Input-Output Models ; Other Models
C67 - Input-Output Models
Input-output models are often used in regional science due to their versatility and their ability to capture many of the distinguishing features of a regional economy. Input-output tables are available for all EU member countries, but they are hard to find at the regional level, since many regional governments lack the resources or the will to produce reliable, survey-based regional input-output tables. Therefore, in many cases researchers adopt nonsurvey techniques to derive regional input-output tables (RIOT) on their own.
The earliest applications of this type relied on the commodity balance (CB) method, and the simple location quotient (SLQ) method. Over time, numerous variations therefore have been introduced. The latest proposals have been the FLQ method (Flegg and Webber, 2000; Flegg et al., 1995) and the CHARM approach (Kronenberg, 2009). This increasing variety of methods has spawned a stream of literature comparing the relative performance of nonsurvey regionalisation methods.
The present paper contributes to that literature by examining a largely neglected problem of nonsurvey techniques: the allocation of imports. In the European System of Accounts (ESA) there are two ways of allocating imports: inside the interindustry transactions matrix or outside. In the latter case, imported products are allocated to the sector that uses them (direct allocation). In the former case, they are allocated as imports in the sector that produces similar goods and as a delivery from that sector to the sector which uses them (indirect allocation).
The present paper argues that the choice of a nonsurvey method should depend on the way in which imports are allocated. The argument is explained with reference to the theoretical and empirical literature. It is shown that if the nonsurvey method is not properly chosen the results of the procedure may be misleading and implausible. These findings suggest that LQ methods are better suited for regionalising input-output tables with directly allocated imports, whereas commodity-balance methods like CHARM are better suited for regionalising input-output tables with indirectly allocated imports.

Redistributive policies carried out by the central government through interregional government transfers is a relevant feature of the Brazilian federal fiscal system. Regional shares of the central government revenues in the poorer regions have been recurrently smaller than the shares of central government expenditures in those regions. Appeal to core-periphery outcomes could be made, as São Paulo, the wealthiest state in the country, concentrated, in 2005, over 40% of total Federal tax revenue, receiving less than 35% of Federal expenditures. These figures suggest a redistribution of public funds from the spatial economic core of the economy to the peripheral areas. This paper investigates the role interregional transfers play in the redistribution of activities in the country, using an interregional input-output approach. Counterfactual simulations allow us to estimate some costs and benefits, for the core and periphery respectively, from such fiscal mechanisms.

The knowledge of the transport infrastructure is essential to define development strategies, especially in countries with continental dimensions like Brazil. Information about the spatial distribution of the economic agents and its commercial transactions allow the creation of specific regional plans. This study attempts to estimate the impact of the economic growth on the highways, using economic data of the Sao Paulo State. Initially, the economic flows among the cities of the State are estimated using an input-output gravity model, considering entropy maximization model and the inter-industry relationships derived from the input-output systems; later, these flows are incorporated in a geographic information system applied to transport network. Thus, the economic value associated to each highway is determined, allowing evaluate the difference between the years of 2002 and 2012, through the analysis of impact using the Leontief inverse matrix. The results are demonstrated by maps, making possible the direct evaluation about demand of transport network, easily understood by other areas technicians.

The aim of this study was to analyse the distribution of the multiplier effect of production trigged by the variation of final sectorial demand and to estimate the overflowing effect of production and employment of the input-output inter-regional system formed by the regions Paraná, Santa Catarina, Rio Grande do Sul (the South Region) and Rest of Brazil, structured in 26 sectors, for the year 1999. The results of the distribution of the multiplier effect of production and employment showed that the greatest values were concentrated in the direction South Region-Rest of Brazil. The estimated values showed that Paraná and Santa Catarina were more dependent of the flows of goods and services from the Rest of Brazil to feed the economic system than Rio Grande do Sul. On the other hand, those two states showed small overflowing values within the South Region, indicating less integration with that Region than with the Rest of Brazil. Within the South Region, there was more overflowing in the direction Santa Catarina-Paraná and Rio Grande do Sul-Paraná, indicating that Paraná was an important inter-regional supplier of goods and services. In the case of Paraná, the greatest values of production overflowing were in the direction Rest of Brazil- South Region, being highlights sectors 15-Clothing, 7-Transport material and 8-Woods and furniture. Within the South Region, the greatest overflowing value was found for sector 15-Clothing, in the direction of Santa Catarina. With respect to the overflowing of employment, the greatest values found for the Rest of Brazil were for sector 17-Food industry. For Paraná, the greatest values of employment overflowing were for the sectors 8-Woods and furniture, 15-Clothing, 17-Food industry, 7-Transportat material, and 16-Other industrial products, in the direction Rest of Brazil. Within the South Region, sectors 17-Food industry and 8-Woods and furniture were outstanding.

Modal composition of cargo transportation and income inequality in Brazil

R15 - Econometric and Input-Output Models ; Other Models
A Leontief-Miyazawa model was estimated to measure the income distribution effects of changes in the modal composition of cargo transportation in Brazil. It was calibrated for year of 2004, and considers 31 sectors (4 of which are related to cargo transportation: road, rail, water, and air), and 10 income brackets. A transfer of 10% of road transportation to rail or water was simulated. The results show that the relative impacts are small, considering the size of the Brazilian economy and the small importance of the transportation sector. Increases in the share of rail or water transportation will increase GDP and personal income, but will decrease employment. Increases in the share of rail transportation will have more positive effects on personal income and income distribution than increases in the share of water transportation. A change to water will result in a larger GDP change and a smaller number of jobs lost in comparison to a change to rail. Although rail and water present larger shares of intermediate purchases from pro-poor sectors than road transportation, the latter distributes directly more income to the low income brackets. On balance, the result is a very modest change in the Gini coefficient

This work analyses the impacts of the implementation of transportation infrastructure projects over the regional and national economic growth. The methodological framework consists in the integration of a transportation model with an interregional applied general equilibrium model. The simulations are conducted to access the impacts on the national and regional economies due to the duplication of the federal highway BR-101. The improvement of BR-101, one of the most important road linking between the regions Northeast, Southeastern and South of the country, points with respect to difficult situation of the Northeast region in relation to the too much Brazilian regions. The results of long run show a relative loss northeast in relation to the regions most dynamic of the country, when the variation of the GDP is considered. That is, the infrastructure improvement in an interregional context, imply that more dynamic regions attract for itself the benefits of one better flow of commerce. In this sense, the northeast dependence with respect to the intraregional trade is extended with the improvement of the accessibility between regions

In 1996, the agricultural cooperatives in Paraná were responsible for 55% of the state's agriculture GDP , and they act in the food industry. Analyze the evolution of industry structure of the state in 1990 and 1995, considering explicitly the Agricultural sector and the components of the Food Industry breakdown in Cooperative and Non-Cooperative, is the goal of this study. From the regional input-output matrices for 40 sectors , the analysis concludes that: the sectors Pulp, Paper and Printing and Textiles were key in 1990 and 1995;, the production structure of Paraná showed in a less clear way than in years 80, trend of change in the sectoral composition in favor of other sectors of manufacturing industry in the 90 years;, the technical coefficients of the agricultural cooperatives were very similar to the non-cooperative, showing the monitoring of technological evolution in the sectors in focus ; the sectors linked to the cooperatives were most impacted by the increase in final demand in relation to production, income and employment.

The family agricultural sector is often remembered for its importance in the uptake of employment and in the food production, especially toward the self consumption, ie it focus more at social functions of social character than economic ones, in view of its lower productivity and incorporation of technology. However, it is necessary to emphasize that the family production, and not only is an important factor to reduce the rural exodus but also it is a source of income for families with lower incomes as well contributes significantly to the generation of wealth, not only of the agricultural sector, but of the country itself . To justify this statement the following text presents the main results of research conducted by the partnership NEAD FIPE-titled as: "The importance of family agribusiness in Brazil".

The Brazilian integration strategy has been focused on agreements based upon North-South and South-South negotiations. However, this kind of negotiations face serious troubles to be done. Consequently, the option of the internal economic integration might be more viable in terms of social welfare gains and promotion of regional equity.
To do this, an spatial applied general equilibrium model was elaborated for analyzing economic integration policies in the country. This model incorporates explicitly transport cost as a trade barrier. The model is specified for five Brazilian macro-regions and five external regions (Nafta, Asia, European Union, Alcsa and rest of the World).
Several economic integration options were simulated in order to analyze what are the best ones for the country and for Nordeste, appraised in terms of economic efficiency and regional equity.

With the implementation, in 1994, of the Real plan in the Brazilian economy, and the consequent price stabilization, the analysis of structural aspects of the economy has gained importance. Among these aspects, considering the needs for labor absorption in the economy, one of the main concerns relates to the question of employment. This paper deals with it by making an analysis of the changes in the employ distribution relating to modifications of productive structure in the Brazilian economy, between 1996 and 2002. The analytical method used input-output matrices and its correspondent theory. The efforts concentrated on input-output matrix construction for the year 2002 and comparative analysis, applying several techniques and parameters. A series of indicators were estimated, this allowed to make an analysis about the structural aspects of the Brazilian economy and to relate it with the employment changes occurred in the period being considered.

The aim of this paper is to analyses the trajectory of the gross domestic product in Brazil and in Bahia, between 1990 and 2005, and also to describe the segments and sub-complex of the agribusiness, as well as its relations and economic flows. Using Input-Output modeling it was possible to estimate values and participations. The main results show that, on average, 27,7% of national GDP and 25,4% of Bahia’s GDP, composes the total GDP. Another thing to take into account is the predominance of the agriculture in relation to the cattle in the agribusiness dynamics

The reduction of the use of biofuels is one of the main world-wide concerns, mainly had to the global heating. In this scene Brazil is one of the main combustible alcohol producer in the world, withholds the production technology commercialization and uses the alcohol on a large scale has more then two decades, on the other hand the country still presents serious problems in its income distributive structure. The present work uses the combination of surveys: the research of familiar budgets (POF), national research for sample of domiciles (PNAD) and Input-Output matrices, estimating the impact of this growth on the distribution of Brazilian income. The joined results show, confirming other works, that the impact on the income distribution is very small. Regionally, the biggest reduction appears in the regions North and Northeast.

The goal of this paper was to evaluate if the external trade relations, that take place in the Brazilian economy as a whole and in each one of its five macro regions, are in accordance of their relative abundance of factors of production, or if there is other reasons that explain the production location.
In the tests conducted using the Heckscher-Ohlin theorem for the external trade of Brazil and its macro regions, with their principal partners in the international market, it was possible to verify that the theorem was valid for all the 30 relations of trade observed. Brazil and its macro regions have shown relative abundance of non-qualified labor in the trade with the more developed countries and relative abundance of qualified labor in the trade with less developed countries. The results for the intra-industry trade confirms the Heckscher-Ohlin theorem in 27 cases, the exceptions are found in the trade between: a) Brazil and Mercosur; b) Southeast region and Mercosur; and c) South region and Mercosur.

This paper presents the results of a research conducted to measure the importance of the oil and gas complex in the Brazilian economy and in its states, henceforth called O&G.
Initially, the efforts were concentrated on the construction of an interregional input-output system for the 27 states of the Brazilian economy at the level of 42 industries, for the year of 2002.
By using this system, it was possible to make an analysis of the role played by the oil and gas complex in the Brazilian economy and its states. First it was made an analysis of the economic flows linked to the oil and gas production, and then it is made an estimation of the Gross Domestic Product (GDP) value generated by the oil and gas complex in the Brazilian economy and its states. It was also made a detailed analysis of the productive chain of the oil and gas, starting from the suppliers of inputs to the oil and gas production, going through the production itself and the various stages of refining and processing, and ending at the measuring of the services and distribution activities.
The results show that the oil and gas complex has a share of around 10.4% of the Brazilian GDP, while the share in the GDP of the states ranges from less than 1% to 27%.

We develop hypothetical policy scenarios in this part of the paper which are simulated using a product-by-industry economic-ecological model to investigate their impacts on water and other ecological commodities. Results are expected to contribute to the establishment of alternative policy options for water resources management and sustainable economic development in the area. The impact of economic development on the environment is now a global issue and cannot be ignored. However, the extent of these impacts at local and regional levels in less developed countries (LDCs) is not fully understood. Unlike the rich industrialized countries where development is large-scale and the impacts associated with immense consumption of fossil fuels are basically in the form of environmental pollution, development in the LDCs is rather at a small-scale and the nature of impacts is often in the form of severe resource depletion (World Bank, 1992; Lesser, et al., 1997). Therefore, the challenge of sustainable development in these poor countries is an urgent matter of concern (WRI, 1992). This concern can be investigated from two perspectives, economic development and environmental degradation.

In countries where tools of economic control are immature and disabled due to totalitarian systems, macroeconomic analyses for aggregate quantities and relationships, such as total consumption, investment, and government expenditures represents a difficult task. The practice of aggregation distinguishes this field of microeconomics and has advantages but also creates problems, a brief survey of these problems is required now, although a deeper appreciation of these must await the critical attitudes that can only develop with more exposure to entire subject. One difficulty is the complex area known as the aggregation problem, the classifying of widely varying goods or activities into one general category, which is treated as a homogeneous variable. The political, social and military fate of nations depends greatly upon economic success, and no area of economics is today more vital to nation’s success than its macroeconomic performance. Countries like Japan which has grown rapidly by wining export markets for its products, enjoy enhanced political power and higher living standards. A country’s living standards depend crucially upon its macroeconomic policies.

The purpose of the study was to analyze the capacity for sector income generation
of the inter-regional input-output system with four regions, Parana, Santa Catarina, Rio Grande do Sul and the Rest of Brazil, and their local and inter-regional impacts in 2004. The main results showed that: a) there are common key sectors between regions with low spillover effect, all belonging to the trade and services, b) there is greater economic interaction between the southern states with the rest of the country than with states in the same region; c) the supply chains of oil refining activities, Automobile Industry, Agribusiness (Food and Beverage and tobacco products) and Clothing and Accessories Industry are responsible for most inter-regional flows of goods and services for the intermediate consumption.

Within the transport sector alone, ethanol has been shown to be the dominant solution among viable, low carbon options to date, yet questions remain over the economic and ecological impacts of this industry.
In Brazil - the largest producer of sugarcane-based ethanol and a country with over three decades of ethanol development – we find a strong basis for evaluating the ethanol industry’s role in a national economy. In the mid 1970’s, Brazilian ethanol production received an important boost with the launch of the “Proálcool” program. The ethanol industry has subsequently evidenced flux until its consolidation in the period following 2000.
Over the course of three decades, economic, institutional, technological and environmental determinants have factored in the success of Brazilian ethanol diffusion. In economic terms, price tradeoffs for ethanol vs. sugar and ethanol vs. gasoline played a role in scale-up of the biofuel together with balance of payment considerations. From an institutional standpoint, support for the Proálcool program, deregulation of the sugar-cane sector in the 1990’s and fuel pump adaptations also factored. With respect to technology, the development of flex fuel cars, greater use of mechanized harvesting, and launch of domestic, co-generated, electrical power were key drivers. Finally, in environmental terms, challenges associated with pollution and public health in major cities as well as questions related to climate change gained visibility.
In this paper, we analyze a set of input-output tables for the Brazilian economy from 1975 to 2006, taking the above factors into consideration. Deriving a series of indicators, such as multipliers and linkages, we study the evolution of the ethanol sector’s role in the Brazilian economy and its relation to the productive structure of the country

R15 - Econometric and Input-Output Models ; Other Models
This paper aims at describing the regional configuration of 1959 Brazil’s productive structure through the estimation of an Inter-State Input-Output system. The estimated matrix is the oldest of this kind for Brazil. It can, hence, be an important tool for the study of the regional productive structure at an historical moment in which the regional question appeared as a central national issue. In this paper we describe estimation procedures and sources of data, and present some general characterization of the regional structure of the economy in 1959 through selected structural indicators.

This paper presents, in Portuguese, an overview of the input-output theory, originally developed by Wassily Leontief. The first and second chapters present the background of the theory of input-output, placing the work of Leontief in a historical view. Chapter 3 presents the basic theory of input-output. Chapter 4 deals with how the input-output data is overall processed and disseminated by the statistical agencies, and specifically by the Brazilian statistical office (IBGE), and how this information can be analyzed to allow the system to work with the original Leontief model. Chapter 5 deals with how the original Leontief model, developed for a national economy can be extended to the analysis of regional economies, either for a single region or for several interconnected regions. Chapter 6 presents the basic methods of analysis used with input-output models. Chapter 7 deals with the use of input-output in modeling environmental issues. The discussion of how input-output matrices can be obtained by using census and non-census methods is made in Chapter 8. Finally, Chapter 9 aims to present the various possible applications of input-output analysis, while at the same time, outlining the possible future paths in terms of using this powerful tool of analysis.

In this paper, we explore the structural characteristics of the interregional input-output system developed for Ecuador for the year 2007. As part of an ongoing project that aims to develop an interregional CGE model for the country, this database was developed under conditions of limited information. It provides the opportunity to better understand the spatial linkage structure associated with the national economy in the context of its 22 provinces, 15 sectors and 60 different products. This exploratory analysis is based on the description of structural coefficients and the use of traditional input-output techniques. Finally, we further explore the spatial linkage structure by looking at the regional decomposition of final demand. It is hoped that this exercise might result in a better appreciation of a broader set of dimensions that might improve our understanding of the integrated interregional economic system in Ecuador.

This paper analyzes the consumption patterns of tourists coming from different domestic origins and choosing other domestic destinations in Brazil, in terms of expenditure level and composition. We also look at the different alternatives of financing tourist expenditures and their implications for the net multipliers in an integrated framework. We use survey data for domestic tourism in Brazil to consolidate an interregional matrix of expenditures by tourists and then use an interregional input-output system for Brazil to compute the tourism multiplier effects based on alternative hypotheses for the sources of financing of expenditures by tourists. The results are analyzed, and their implications for regional inequality in the country are discussed.

U.S. commercial electricity consumption

Commercial electricity usage exceeds that of industrial usage and is almost as large as residential electricity consumption in the United States. In this study, regional economic, demographic, and climatic data are used to analyze commercial electricity demand in the United States. Results indicate that total commercial demand for electricity is negatively related to price. In addition, the number of businesses and service income positively affect electricity demand for commercial use. The results are similar for equations estimated for kilowatt-hours demanded per business. The regional dummy variables exhibit different signs, which may occur due to climate factors because warm weather regions experience greater volumes of cooling degree-days, while cool weather regions observe larger amounts of heating degree-days. Although coefficients for the price of natural gas are positive, they do not satisfy the 5-percent significance criterion. The latter suggests that natural gas may not be a substitute good for electricity within the commercial sector of the U.S. economy.

This research analyzes short-run payroll dynamics associated with the maquiladora export sector of Reynosa, Tamaulipas, Mexico. Parameter estimation is carried out using linear transfer function ARIMA analysis. In contrast to other metropolitan economies for which similar econometric analyses have been completed, real currency movements are not found to be statistically significant. Explanatory variables that do satisfy the significance criterion include industrial activity in the United States, real wages, and the number of factories in operation. Out-of-sample simulations indicate that the model is relatively accurate for forecasts of to 1- to 24 months into the future.

Regional input-output modelling in Germany: The case of North Rhine-Westphalia

R15 - Econometric and Input-Output Models ; Other Models

The political system of Germany is characterized by strong federalist elements, which means that many important decisions of economic policy are made by the governments of the federal states or Länder. Unfortunately the statistical offices of the Länder do not produce regional input-output tables, claiming that they lack the resources (i.e. manpower) to do so. The lack of official input-output tables for the Länder forms a significant obstacle to the study of regional economic developments and hampers the ability of economists to provide well-informed advice to regional policy-makers. A similar situation prevails in many other European countries.
This paper attempts to meliorate the situation by describing the process of constructing a regional input-output table (RIOT) for North Rhine-Westphalia (NRW), the largest federal state in terms of GDP and population. A first approximation is produced by applying the CHARM method to the national input-output table on the basis of regional and national employment data. This first approximation is then improved upon by adding additional information from various sources, including the statistical office of NRW and the household survey of income and expenditure. We conclude that it is possible to construct a meaningful RIOT even when resources (time and money) are severely limited if the available information is used in an efficient manner.

There is a regional input-output table for Córdoba, an Argentinian province, estimated by survey techniques. In this paper, non-survey techniques are tested, through the FLQ and ALFQ location quotients, using different values of δ, a parameter that appear in these formulas. The aim of this work is to measure the relative performance, in terms of the distance between the transactions estimated by the indirect methods and the real regional transactions (acquired by the direct methods). Consequently, a value of δ equals to 0.177 is the most accurate one, since it minimizes the standard deviation between the estimated matrix and the starting AFLQ´s. Besides, the production multipliers´ performance tests calculated on the AFLQ´s matrix, also find the value of this parameter (δ) in an interval between 0.15 and 0.18.

The input output analysis is used by a lot of cities with the objective to study interregional trade problems. We focused our work on Argentina, and we present a model with two regions: Buenos Aires city and the rest of the country. Buenos Aires does not have an Input Output Tables or a regional account system, so we have to estimate the model with non-survey and calibration techniques. Non-survey techniques are commonly used to model intraregional trade in a region. We used the AFLQ location quotient to estimate the trade in each region. Then we must to compute the regional imports/exports, and for this we based our work on calibration techniques. Biproportional adjustment (RAS) and cross entropy were the calibration techniques used to build the interregional input output model. In the presented case the work find that cross entropy could reply exactly the national input output tables, because it enforce additional constraints. If we look the results, RAS technique overestimate the Buenos Aires technical coefficients compared with cross entropy. There are not substantial differences on technical coefficients between RAS and cross entropy in the other region.

The current study aims to evaluate the methodology of Input-Output matrices estimation, at basic prices, based on preliminary data from the Brazil’s National Accounts. The same is tested for the year 2005, and the results obtained from input-output matrix (final version), available in IBGE site, and the matrix estimated buy this method are compared. The results of the analysis consist of employment and production multipliers and interrelated sectors rates from Rasmussen-Hirschman, economic indicators based on the theory of input-output. It follows that the series of economic indicators of the matrix and the matrix released by the IBGE are no different, based on statistical analysis (correlation coefficients). Therefore, the proposed methodology can be used for the estimation of national input-output matrices for periods when there are only preliminary data. The structural analyzes performed with the economy estimated matrices are valid for the year under review.

The objective of the paper is to provide an estimative of the impacts that changes in
international prices of agricultural commodities will have on income distribution and poverty in
Brazil. To do so, a Social Accounting Matrix is constructed and applied, using a Leontief-
Miyazawa type model framework. The SAM is defined for 40 products, being 17 raw
agricultural products, 15 agricultural processed products, 3 industrial agricultural inputs, 2 other
industrial products, trade, transport, and services. Households are allocated to 10 groups, being 6
agricultural (4 types of family farmers, commercial farmers, and agricultural labor), and 4 urban
(income quartiles). Demand elasticities (price and income) for the products defined in the SAM
are considered, as well as limitations on the supply of agricultural inputs. The knowledge of the
possible impacts of changes in international commodity prices on income distribution and
poverty is very important for policy design within developing countries. Given the estimated
impacts on different groups of producers, different sorts of cushioning policies can be designed.

The aim of regional policy is the attainment of a more efficient and/or equitable interregional distribution of economic activity (Temple, 1994). As demonstrated elsewhere (Haddad, 1999), Brazil has undergone, in the last twenty years or so, deep structural changes, responsible for the setback in the process of polarization reversal in the economy. After 1988, with the new Constitution, the central government was hampered by a profound loss in its revenues to the state and municipal governments. Nevertheless, the fiscal crisis reached all levels of government, decreasing their financial capability for carrying out new investment ventures. The lack of investment in economic infrastructure increased the average cost of production; producers were facing increasing costs due to the inefficient mechanisms of trade and transportation, which lagged technologically.

This study aimed to analyze the tourism contributions to the Brazilian economy, considering
the productive framework of 1999. For that, it was aimed to characterize the inter-sectors relations focusing
on sectors that form the tourism segment. In order to perform this study, it was needed to share the inputoutput
matrix constituted to the country into sectors which were considered touristy and non-touristy. In the
analysis, it was used, the linkage index of Hirschmann-Rasmussem, the field of influence, the pure linkage.
The linkages inter-sector indexes allowed the identification of key-sectors, considering the input-output
model here developed and the level of aggregation used. Among the sectors classified as key-sectors, using
the most extensive concept, six (06) were initially considered as compounds of the tourism segment: regular
air transport, non-regular air transport, travel agents and agencies, supporting activities of air transport, hotels
and other types of temporary accommodation, restaurants and other food establishments. In face of this, it is
pointed out the importance of implementing policies and programs to promote the development of the sector
of tourism in Brazil, considering that tourism contributes to the growth of the national economy.

An Overview of the Productive Structure of the Amazon Region: Using the Eyes of an Interregional Input-Output System

R15 - Econometric and Input-Output Models ; Other Models
There is a scarcity of economic studies about the economy of the Amazon region, and
specially about its productive structure. The goal of the present study is to shed some
light on the way that the productive relations take place among the states of the Amazon
region and between them and the rest of Brazil. This study takes as the main source of
data an interregional input-output system consisted of 10 regions (nine Amazon states
and the Rest of Brazil region) constructed for the year of 1999 by Guilhoto et al. (2002)
for the Amazon Bank (BASA). The analysis is conducted by first studying, through the
interregional input-output system, how the economic relations take place in the Amazon
region. Then, through a series of methodologies, like multipliers, and backward and
forward linkages, and using the concept of Electroeconogram it is made a comparative
study of the differences in productive structures among the Amazon Region states.

The objective of this paper is to estimate and analyze the level of synergetic interactions and overflow of production multiplier effect of the sectors between the five regions (South, Southwest, Center west, North and Northwest) and the Rest of Brazil, using estimated input-output inter-regional systems in the year 1999. The results are: a) the output of North Region is the most dependent of commerce between this and the Rest of Brazil (29%) follow by the Northwest Region (25%), Center West (24%) and South (16%); b) the Region Southwest is the less dependent of sells to the Rest of Brazil, those represented 11%; c) 13% of the Rest of Brazils output depended of the commerce of input (goods and services) between this and the Southwest Region, this is the biggest value between the Brazil Regions; d) in the period between 1995/99, the dependency of the Regions South, Southwest and Center West of the Rest of Brazil decreased, while the commerce between the Regions North and Northwest with the Rest of Brazil increased, e) the biggest overflow effect occurs in the sectors of Regions Center West (22% average) and North (average 19%); and f) the overflow effect of the Rest of Brazil to the Region Southwest was the biggest value, 10%

Mechanization process of the sugar cane harvest and its direct and indirect impact over the employment in Brazil and in its 5 macro regions

One of the main concerns about the mechanization process of the sugar cane harvest is its
direct and indirect impact over the employment. To study such an impact, it was: a) constructed
an interregional input-output model, for the Brazilian economy for 1997, at the level of its 5
macro regions, with specific details for the sugar cane, alcohol, and sugar sectors; b) estimated
the employment level, for the sectors in the model, by the qualification level of the workforce,
i.e., by years of study (less than 1 year, 1 to 3 years, 4 to 7 years, 8 to 10 years, 11 to 14 years,
and greater than 15 years); c) construct 3 possible scenarios for the mechanization process. The
results are rather stressing, from the estimated 510,651 people working in the sugar cane harvest
in 1997, one has that, depending on the scenario being considered, the total workforce will be
reduced somewhere between 243,211 to 316,288 people, mainly in the lower qualification levels
and in the Northeast and Southeast regions. This also has an impact over the employment
generate indirectly, which is estimated through the use of the interregional input-output model
constructed.

Q25 - Water
There is a growing recognition in the economic development literature that one of the major impediments to
growth and development in the next will be access to water. In recognition of this emerging problem, the
present research aims to provide a formal link between water consumption and economic growth and
development. This is accomplished by linking an econometric input-output model of the Northeast Brazil
economy to a water allocation model. The work can be considered as an important first step in placing water
allocation the policy-making agenda; additional steps will require links to issues of climate change and water
availability, potential water transfers between regions and sectors and consideration of the way alternative
development strategies can be proposed that are in harmony with water availability.
The results revealed that water re-allocation played only an important role directly on the agricultural sectors,
the major consumers of water in the Northeast of Brazil. Re-allocation was driven by an objective to maximize
value added. Over the period 1999-2012, the impact on the six agricultural sectors was to reduce their output
and emp loyment by of 15% annually. The reduction in employment in the rest of the economy was a little over
1% annually. However, since the agricultural sectors continue to employ a significant percentage of the labor
force, the aggregate loss of employment amo unted to 6% on average, over 1 million jobs annually.
These initial results suggest the need for an active link between policy making and economic development when
resource constraints are present. Some balance has to be provided between allocation and reallocation on the
one hand perhaps driven by concerns with economic efficiency against anticipated losses of employment for
part of the labor force with few other alternatives.

This study presents an analyze of the productive structure of the Amazon region and the relations that take place among their states and the rest of Brazil, using input-output analysis. The analysis is conducted by first studying, through an interregional input-output system, how the economic relations take place in the Amazon region. Then, through a series of methodologies, like multipliers, and backward and forward linkages it is made a comparative study of the differences in productive structures among the Amazon Region states. The results show that there is a relative heterogeneity in the productive structure of the states, as well as a great dependence from the goods and services coming from the rest of Brazil. The key sectors in the Amazon region are related to the agricultural production, extractive sectors, food industry, lodging and trade.

Linkages and Multipliers in a Multiregional Framework: Integration of Alternative Approaches

In this paper, two literatures that have explored the structure of economies are brought together. In the
first case, the approaches to key sector identification (initially associated with Hirschman and
Rasmussen) that were modified by Cella, Clements and Rossi and Guilhoto et al. to reveal what may be
referred to a pure linkage approach are related to the concerns of Miyazawa and his identification of
internal and external multiplier effects. While Miyazawa was interested mainly in identifying the sources
of change in an economy, his approach shares considerable commonality with the new ideas in key
sector identification in which a sector or set of sectors are separated from the rest of the economy.
Hence, in both cases, a decomposition of the economy needs to be considered; the present paper
reveals the similarity of perspective and provides the formal link between the two methodologies.

Following Furtuoso and Guilhoto (2003) the GDP of the Brazilian Agribusiness is estimated to be around 27% of the Brazilian GDP in 2000, and the latest numbers show that it could be reaching 30% of the Brazilian GDP in 2003. Despite its importance for the Brazilian economy as a whole, the size of the Brazilian territory and the regional differences draws attention for the fact that the importance of the agribusiness is not uniform over the Brazilian regions, and if the agribusiness is also divided into its four components, i.e., a) inputs to agriculture; b) agriculture; c) agriculture based industry; and d) final distribution, the differences are even bigger. In this paper it is made a study of the importance of the agribusiness for the 27 states of the Brazilian economy, taking into consideration its four components. The analysis is conduct for the year of 1999 using an interregional input-output system constructed for the Brazilian economy by Guilhoto et al. (2004).

Since the initial input-output models conceived by Leontief in the 1930’s, the input-output theory has gone through a lot of development at the theoretical as well as applied point of view. However, despite all the progress, there is still one point that needs further consideration into the analysis, i.e., how to visualize, and to analyze, in an easy way the vast amount of data and information contained into input-output systems. In this paper two different ways to look at input-output data are presented, i.e., landscapes and electroeconograms. The objective of this paper is to analyze the structure of the flower and ornamental

traded. The last years have seen efforts towards structuring the market, increasing the
species and varieties mix, professionalizing the producttion chain actors and easing the access
to new production technology. Starting with reference year 200, we analyzed the sector´s
structure based on both the input-output theory and the matrix construction methods in order
to obtain the input-output model and to calculate the multipliers, linkage indexes (Rasmussen-
Hirschman and pure indexes) and influence fields. The results provided a better understanding
of the impact of this sector on the Brazilian economy and an evaluation of its competitiveness
and performance in the international market.

Productive relations in the northeast and the rest of Brazil regions in 1995: decomposition & synergy in input-output systems

Using a set of interregional input-output tables built by Guilhoto (1998) for 1995
for two Brazilian regions (Northeast and rest of the economy), the methodology developed
by Sonis et al. (1997) is applied in the construction of a series of linkages such that it is
possible to examine, through the nature of the internal and external interdependencies, the
structure of trading relationships between the two regions. The methodology uses a
partitioned input-output system and exploits techniques that produce left and right matrix
multipliers of the Leontief Inverse. This procedure facilitates the classification of the types
of synergetic interactions within a preset pair-wise hierarchy of economic linkages subsystems.
In general, the results show that the Northeast region has a greater dependence on
the rest of the economy region than the rest of the economy has on the Northeast region, and
at the same time the rest of the economy region seems to be more developed as it presents a
more complex productive structure than the Northeast region.

The economic liberalization and globalization process, started in the 90s, brought a strong impact on the Brazilian economy. Between 1988 and 1993, was held an extensive process of liberalization, gradually reducing the degree of protection of local industry. It is in this context that originates the restructuring of the Brazilian textile sector, very fragile with strong competition from imported products, due to the outdated technology of the industrial park, and the lack of competitiveness, arising in part due to tariff protection.
Thus, using the methodology of input-output matrix, this paper analyzes the behavior of the Textile Industry in respect the impact of imports, and the issue of jobs in this sector during the nineties. It aims to present its direct and indirect coefficients, and how much import and employment come from the endogenization household consumption. The results indicate a decrease in import multipliers and an increase in employment multipliers.

By using conditional directional distance functions this paper investigates the effect of regional economic growth on regions’ environmental efficiency in greenhouse gas emissions. A sample of ninety eight regions (NUTS 2 level) from Germany, France and the U.K. has been used and regional environmental inefficiencies have been obtained using both the unconditional and conditional output directional distance functions. The results reveal that German regions have the highest environmental efficiency levels. In addition it appears that the effect of regional economic growth on regions’ environmental efficiency levels varies between regions and countries due to different national administrative arrangements on the implementation of environmental policies.

Brazil has about 30% of GDP from agribusiness sectors. This shows the importance of agribusiness in the country, which is also one of the largest agricultural producers in the world. Considering the linkage effects of shocks in some non-agricultural and agricultural sectors selected, this study sought to evaluate the importance of these sectors to economic and social growth of the country. It also assessed the impact on the expansion of cultivated areas. It was found that the impacts on employment, remuneration, value of production and GDP in the economy are larger to shocks in the agro-industrial sectors that for some selected non-agricultural sectors. However, the processing of their products is essential to achieve greater impact by acreage and better-paying job.

The agricultural sector has great importance in the socio-economic development. Its development throughout history has enabled the emergence of other activities and therefore new jobs. Furthermore, the importance of the agribusiness can be evidence for its share of about 30% in the total Brazilian GDP and its importance in generating jobs. To study this sector in more detail, the agricultural sector was broken down into two sectors: Familiar and Non-Familiar Agriculture Agribusiness. The goal of this paper is to study how the productive structure and the income distribution in the Brazilian economy have had an impact over employment generation and income sectors in the Familiar and Non-Familiar Agriculture Agribusiness in 2002. This paper uses as a theoretical basis the Leontief-Miyazawa approach considering the differences between sectors and the 27 Brazilian states.

Brazil has more than 23 million rural people with unimproved sanitation, which corresponds to about 75% of rural population. This study aimed to measure the social, environmental and economic impacts caused by implementation of a technological proposal for sanitation: “septic cesspool biodigester”. It was found that, per year, the implementation of this technology in rural homes with unimproved sanitation could: reduce about 250 deaths and 5.5 million infections caused by diarrheal diseases; reduce pollution of waterways by about 250 thousand tons of BOD and; that every R$1.00 invested in the implementation of alternative technology evaluated could cause a return to the society of R$2.55 in GDP. Moreover, the jobs would increase from 51 thousand.

This paper intends to analyze the behavior and importance of the sectors of agricultural production and industrialization of coffee for each of the main Brazilian producers (Minas Gerais, Espírito Santo, Sao Paulo, Paraná, Bahia and Rondônia) in relation to their economies and in relation to other sectors of the national economy. Building an inter-regional input-output system for the year 2002, with seven regions and 44 sectors per region in order to obtain 308 sectors in total, we studied the impact of changes in the volume of production of the sectors objective of the study (Arabica Coffee, Robusta Coffee and Coffee Industry). We developed a series of simulations involving the production in certain regions. The simulations were chosen based on the alternative scenarios to those currently practiced in Brazil, enabling observe the impact that changes in regional production can generate about Production Multipliers (Type I and II), Value Added Multipliers (Type I and II) and Employment Multipliers (Type I and II).

The purpose of this work is to verify the existence of possible tradeoffs between policies direct to reduce the emissions of greenhouse gases (GHGs) with the ones direct to foster the development of the Brazilian Amazon Region, considering its economic relations with the rest of the country and the international markets. In order to achieve this goal, this paper uses an interregional input-output (I-O) model, estimated for the Brazilian economy for the year of 2004. The I-O model is used to make a comparison between the economical and the environmental relevance of each sector in the Amazon region and the rest of Brazil. This study considers the greenhouse gases emissions not only from the economic activities by itself, but, also for the more important factor of the land-use changes. This is a fact of most importance, given that in 2005, about 60% of the Brazilian GHGs emissions were due to the land-use change in its different biomes. Moreover, in the Brazilian Amazon region, especially in the last decades, the deforestation was linked mainly to economic factors than to policies conducted by the government. The results show that the sectors with the greatest importance in terms of emissions are cattle and soybean production. Also, they are also the most prominent for the region's economic development. This poses a dilemma that needs to be faced not only by Brazil, but also by the developed nations, as the burden of the reduction in the greenhouse gases emission in the Brazilian Amazon region cannot be only put on the poor population of the region!

Impacto da diferenciação do ICMS entre etanol hidratado e gasolina C para a economia do Estado de Minas Gerais

The taxation policy of the Tax on Circulation of Goods and Services (ICMS) differentiated between fuel encourages ethanol consumption because of the lower rate charged on it in relation to that charged on gasoline C in some states of Brazil. The State of Sao Paulo has a lower tax rate for hydrous ethanol (12%) compared to gasoline C (25%). This study aimed to identify the impacts on the Brazilian economy resulting from a policy of differentiation between the fuel tax that benefits the ethanol consumption. For this, we analyzed the losses that could be generated by the increase in tax rate for ethanol in Sao Paulo. The methodology was used to analyze the input-output matrix, being the same for the year 2004 and specific to the State of Sao Paulo. The results indicated that the reduction in the rate of VAT for hydrous ethanol relative to gasoline, has economic benefits (increase in values of GDP, production and reduced imports) and social (increase in the amount of the fee and posts employment) for the Brazilian economy. We conclude that taxation policies may be essential for the development of some markets and that such development can generate economic and social gains. Sectors related to agribusiness, as the case of hydrated ethanol in this study indicate this fact.

Using input-output tables for the economies of Brazil and the United States, this comparative study focuses on changes in the economic structure of two large countries with different levels of development over time (1958-77 for the United States and 1959-80 for Brazil). The change in the economic structure is decomposed into three initial components (final demand, technology, and their synergistic interaction) and thereafter these components are further divided into change initiated within the sector and outside the sector. The results indicate a rather remarkable degree of commonality in the patterns of growth processes in both countries, with more significant differences between sectors than between countries. The analysis confirmed earlier findings about the role of demand changes but was able to capture important differences in internal-to-sector versus external-to-sector sources of demand change.

The main goal of this thesis is to analyze the level of development in the Agribusiness of the 5 Brazilian macro regions for the years of 1985, 1990 and 1995; using inter-regional input-output analysis. The results obtained show: a) how the macro regions contribute to the Brazilian Agribusiness and; b) how the Agribusiness is structured inside the regions. The main findings of this work are: a) there was a decrease in the concentration in the Agribusiness and their components (aggregate I, II and III) between 1985 and 1995; with decrease in the share of the region Sudeste of 46% in 1985 to 41,2% in 1995; b) there was a decrease in the share of the Agribusiness in the Brazilian GNP as well as in the regions GRP, between 1985 and 1995, this share for the Brazil was 38,6% in 1985 and 30,4% in 1995; c) the structure of the Agribusiness is particular to every region with different levels of development, mainly when the segments of processing, storage and distribution are considered.

The milk and dairy products sector is found nationwide and it is important for jobs, income and taxes. Yank and Galan (2000) claim that it is one of the three main Brazilian agribusiness systems. According to IBGE, the dairy industry generated 65,400 direct jobs and bought fresh milk from about 1.8 million farms. Regarding this sector, the ICMS is the main tax on it. However, the high incidence of taxes on dairy products is one of the factors that explain the impairment of the share of imports in the second half of the last decade. Concerning the sectors’ production, the number of small producers who engage in activity is still majority, however there is the difficulty of adapting to a scenario of intense competition. Given the evidence of the importance of milk and dairy products sector for the Brazilian economy, this study sought to measure the generation of jobs, income and taxes, as well as the inclusion of this sector in the Brazilian economy.

This study examines whether economic conditions in Mexico influence public transportation ridership levels in the border cities of Brownsville and Laredo, Texas. Besides the standard variables generally utilized to model bus ridership, additional indicators included in the empirical analysis are northbound pedestrian traffic and the real exchange rate index. Seemingly unrelated regression parameter estimates suggest that the volume of pedestrian border crossings in both cities is positively related to changes in ridership. The real exchange rate index in Laredo is negatively related to fluctuations in ridership, implying that peso appreciation increases transit utilization in this border city.

Despite the consensus on the importance of systemic analysis in agriculture, there seems to be little agreement in the economic literature regarding the design of agribusiness. In this work, new perspectives are presented as the identification and measurement method agribusiness.
Based on the input-product of Brazil from 1980 to 1995, the structure of production and agribusiness was analyzed. In this context, we made use of various terms used to determine key sectors within a economy and design of a new method of identifying the components of the agribusiness.
The analyzes reveal prominent position for Brazilian agriculture, both as plaintiff sector inputs from other sectors of the economy, and for the supply of inputs. Moreover, the results also indicate the growing importance of service activities within the economy in screen.

This research analyzes short-run gasoline consumption dynamics in Ciudad Juárez, Chihuahua, México. Parameter estimation is carried out using linear transfer function ARIMA analysis. This market is of interest because it is influenced by regional, national, and international economic conditions due to its location on the border with the United States. Explanatory variables that satisfy the significance criterion include the real price of gasoline in Ciudad Juárez, the price of gasoline in Ciudad Juárez relative to that charged across the border in El Paso, Texas, USA, and formal sector employment in Ciudad Juárez. Out-of-sample simulations indicate that the model is relatively accurate for forecasts of to 1 to 24 months into the future.

WTO, OECD with many others, suggest the trade in value-added would be a “better” measure to understand the impact of trade on employment, growth, production etc. when import content in exports is important. We use in this work an Input-Output table for 2008, to calculate the value-added exported by Brazilian states. We distinguish the value-added exported directly by the state itself or indirectly via other states. First, by using value-added we define the extent of vertical specialization among Brazilian states. Exported value-added are then used in a gravity model to determine the structure of trade in value-added terms. We also define a trilateral gravity structure which permits to control for the vertical specialization between states and to estimate the trade determinants at three steps: origin state, re-exporter state and importer country.

This paper aims to analyze the technical efficiency of farms in Brazil and its regions, based on the data from the 2006 Census of Agriculture. More specifically, it seeks to compare the technical efficiency of farm households in relation to business farms, considering the regional differences in the country. To do so, one simultaneously estimated, under different assumptions, stochastic production frontiers and inefficiency effects models. Thus, it was possible to measure the technical efficiency of farms, as well as analyze the influence of factors related to the production environment, allowing the indication of public policies aimed at improving the performance of producers. In the empirical estimation, it was observed, as expected, lower technical efficiency for farm households. In regional terms, with respect to the technical efficiency of business farms, the South region of Brazil stood out, also presenting, along with the Midwest region, the highest efficiency rates for farm household, on average. Regarding the influence of production environment, it was found that formal education and access to credit are noteworthy as important factors for the technical efficiency of Brazilian agriculture.

This study proposes a social-environmental economic model, based on Regional Sequential Interindustry Model (SIM) integrated with geoprocessing data, in order to identify economic, pollution and public health impacts in state and municipality levels for energy planning analysis. Integrating I-O framework with electrical and dispersion models, dose-response functions and GIS data, this model aims to expand policy makers’ scope of analysis and provide an auxiliary tool to assess energy planning scenarios in Brazil both dynamically and spatially. Moreover, a case study for wind power plants in Brazil is performed to illustrate its usage.

The production of a country is associated both with their linkages between productive sectors as the linkages of this structure to the formation of income and consumption patterns of the families. The used model, Leontief-Miyazawa, seeks to take into account all these relations to analyze an economy. From input-output matrices for Brazil in 2008 and surveys as POF, PNAD and PME conducted by IBGE it has been estimated the proposed model. As a result it was found that an example of effective policy to generate income for the poorest (families with monthly income of up to three minimum wages in January, 2009) would be the stimulus for sectors such as Ethanol and Wood Products - sectors that have their potential untapped in the economy, according to the linkages indices. It was found also that shocks in the income of middle class families have greater potential to generate income in the economy and that the growth in family income leads to a less concentrated pattern of consumption of basic goods and more concentrated in services general.

Since the nineties culture is seen also as a vector of development of an economy. "Cultural Economics", is a term that has been often used in the current economic debate, is a new and important source of development in modern economies because of its impact on other sectors and their great capacity for income generation and employment. With this in mind, this study has the objective to study the importance of the cultural sector in the Brazilian economy in 2006. For a better definition of the activities that make up this sector, the work takes into account the cultural indicators of the Brazilian Institute of Geography and Statistics (IBGE) and thus makes use of input-output methodology, which allows to understand the relationships of the sector with the rest of Brazil's economy.
