Abstract
Transition to own innovations is a key task of innovation policy in many countries. Cre-ation of own innovations leads to acquisition of significant competitive advantages, but re-quires active investments and is associated with a high level of risks. Many countries have tried and are still trying to replicate the success of innovation leaders by adopting technological knowledge, but only a few have succeeded. Therefore, it is important to analyze both the factors that contribute to success and the reasons that prevent countries from reaching a new techno-logical level, and moreover promote deepening of technological gap. The focus of this paper is to analyze the "windows of opportunity" and the traps that arise on the way of catching-up development. While such traps have been described in detail in scientific literature, but they do not include the lack of organizations with the ability to assimi-late and use new external knowledge, the low level and not wide range of these absorptive ca-pacities. The lack of absorptive capacities can be considered a catch-up trap, along with a lack of resource capabilities, ineffective institutions, and unpreparedness of production chains for technological change.
