Abstract

This dissertation examines the transformation of Uzbekistan's industrial policy amidst external trade liberalization. It aims to develop scholarly and practical recommendations to enhance industrial policy mechanisms, leveraging global best practices for sustainable economic growth.

Key objectives include systematizing theoretical foundations, conducting cross-country econometric analyses, identifying industrial policy spaces, evaluating technological intensity of external trade, and optimizing customs and tariff regulations. The study highlights the importance of investing in human capital and diversifying export and import structures.

Findings reveal significant industrial potential in textiles, leather, food, chemicals, and construction sectors. The research proposes a roadmap for transitioning to a new export-oriented development model, integrating local enterprises into global value chains.

Practical implications involve informing policy decisions, creating efficient customs and tariff systems, and identifying priority industries for industrialization. This dissertation contributes to understanding how Uzbekistan can transform its industrial policy to better integrate into the global economy, enhance export potential, and achieve sustainable growth.
