Abstract

Romania has registered progress in recent years, as a result of the implementation of some national managerial policy strategies adopted for the purpose of education and development of the users of the public services provided. The Strategy regarding the professional training of the public administration, the Strategy regarding the development of the public function, the National Strategy for Romania's Digital Agenda are some of the strategic documents adopted for digital governance and the management of electronic public services at the level of the public administration in our country. The study presents the efforts made to achieve education processes through the development of public institutions' websites, through which citizens have easy access to the services offered. An important objective of the study aims to analyze the evolution of the degree of use of e-government services by Romanian citizens for the period 2011-2021. Research methods are applied through documentation, analysis and comparison of data to measure the level of development of digitization through e-government services at the national level, as well as their impact. The analysis shows that, although important steps have been taken in the field of digitization, the data collected revealed values below 10% regarding the use of the Internet by citizens, in their interaction with public authorities. The study proposes a series of measures oriented towards learning and development to increase the degree of use of electronic services by Romanian citizens.
