Abstract
The pandemic crisis, in the private sector, has accelerated the implementation of computer programs that allow work at home or in medically secured spaces. Training institutes for civil servants in various European states have introduced new training and professional development, so that bans on face-to-face meeting during the pandemic are replaced by online training sessions.
However, the public administration institutions in Romania did not adapt at the same alert pace. Managers from central, territorial or local institutions have encountered difficulties in implementing the new ways of working at home, for contractual staff or civil servants.
In this research I used the method of document analysis and that of comparison to identify the legislative framework that regulates homework and telework for employees in the public administration in Romania.
We also identified the Study on the ability to flexibilize working methods and time in the public administration in Romania, carried out by the National Institute of Administration, and discovered the difficulties faced by managers in exercising the managerial control function.
We identified the evolution of the average age of civil servants by analyzing the Report on the management of public functions and civil servants for the year 2021, developed by the National Agency of Civil Servants.
Our research reveals that although a series of actions have been taken to carry out work at home, there are still important steps to be taken in order to meet the conditions of temporal, spatial, functional and numerical flexibility in the public administration in Romania.
