Abstract

The purpose is to reveal the factors of motivations of the agricultural enterprises and certain farmers in the course of application of the nature preservation technologies; the priority of protection the natural resources in motivation of farmers; to develop a technique of studying the social and economic mechanisms of use of the soil-protective systems. The novelty consists in complex studying of motivation of rural producers by means of the technique considering macro-social and micro-social factors of application of the nature preservation technologies for the regions subject to wind erosion of soils (Kazakhstan, the Volga region, Siberia, etc.). The results are as follows: the policy in the sphere of the nature preservation technologies has to consider the factors influencing the choice of decisions regarding the use of technologies. Among the factors are demographic situation, poverty level, the state policy, measure of sensibleness of the carried-out actions, access to information, and economic efficiency for the economic entity. The action program directed on formation of the social and economic mechanism, pricing, subsidies and trade policy in agriculture has been proposed, as well as creations of the monitoring system of soils condition, consumption of fertilizers, pesticides, soil cover and the ground waters. The scope of results is the following: professional communities, state authorities, municipalities, scientific and research and educational institutions.
