Abstract
This paper attempts to: (1) analyse facilitating payments from the ethical perspectives, (2) identify the main factors behind the emergence of facilitating payments in Indonesian bureaucracy, and (3) propose recommendations to address the problem of facilitating payments. By analyzing the case of facilitating payments in Indonesia's bureaucracy, this paper argues that (1) cultivating the culture of integrity within public organisations, (2) mainstreaming online services, and (3) strengthening the role of the Ombudsman of the Republic of Indonesia are appropriate strategies in addressing the problem of facilitating payments.
