Abstract

This paper aims to shed light over the options to relocate the current Container Terminal of St. ª Apolónia in the port of Lisbon, to allow the construction of the new Cruise Terminal. Additionally, underlying this purpose is also to valuing city´s shoreline (in its environmental, tourist and recreational pillars) in a integrated strategy of a wider plan that includes the riverside area which extends from the entrance of Tagus estuary to the outskirts of the port, only possible with the transfer of existing industrial activities elsewhere. To achieve this solution, several sites have been presented as options for a new container terminal to serve the port of Lisbon: Trafaria, Barreiro and Setúbal are those with the highest probability of receiving such infrastructure, among other with a higher degree of originality but not feasibility. Therefore, this paper presents a study between these locations showing their strengths and weaknesses in a comparative basis, which although not exhaustive aims to launch to debate and promote the discussion over this prerogative.

Resumo Este artigo tem como objetivo lançar luz sobre as opções para deslocalizar o atual Terminal de Contentores de St. ª Apolónia, no porto de Lisboa, para permitir a construção do novo Terminal de Cruzeiros. Adicionalmente e subjacente a este propósito surge a valorização da linha de costa da cidade (nas vertentes ambiental, turística e lúdica) numa estratégia integrada que obedece a um plano mais amplo, que inclui a zona ribeirinha que se estende desde a entrada do estuário do Tejo até aos arredores do porto, só possível com a transferência das atividades industriais existentes. Para alcançar essa solução, várias localizações têm sido sugeridas para o novo Terminal de Contentores para servir o porto de Lisboa: Trafaria, Barreiro e Setúbal são as que apresentam a maior probabilidade de receber tal infraestrutura, entre outras com maior grau de originalidade, mas não de exequibilidade. Deste modo, este trabalho apresenta um estudo comparativo entre essas localizações, mostrando seus pontos fortes e fraquezas, que, não sendo exaustivo, pretende antes contribuir para lançar a debate e promover a discussão sobre tal prerrogativa.
