Abstract

The paper approaches the topic of competence transfer in Romanian public administration in view of enlarging the processes of decentralization and deconcentration.

The relation between decentralization of administration and competence transfer is biunivoque and it is understood in broad meaning as the transfer of authority/responsibility of the local government structures, decision-making, public service management etc.

Structured on four chapters, the paper analyses the premises of competence transfer in Romania, the dimension of decentralization in the Romanian Administrative Space, the legal and institutional mechanisms of competence transfer and the decentralization of public services.

The Romanian experiences are analysed in European perspective, Romanian proposing to improve the mechanisms of competence transfer within a framework compatible to the European one
