Abstract
The essence of the potential of the system with active elements disclosed in the analysis of its subsystems in terms of realization their useful functions. Systemic potential that is expressed externally by useful function of the aggregation of resource potential (potential of elements) is considered at the two levels: at the level of distributed decision-making system and at the level of managerial personnel as a system of active elements. The article elaborated the concept of active and passive element potential.
