Abstract
经历了上世纪80年代到本世纪初的市场化改革黄金期之后,近年电力市场化改革几乎处于停滞的状态,可能会对电力行业的长期发展造成影响,对已有的改革进行绩效评价和经验总结,对继续深化电力体制改革具有重要的意义。有鉴于此,采用1999—2010年的中国分省面板数据,从市场竞争、产权改革和管制政策三个维度对电力市场化改革进行绩效评价研究,在实证过程中采用附加工具变量估计方法来克服改革变量潜在的内生性问题。实证结果表明:在控制了经济增长、人口规模、城镇化率、工业化率和对外开放度等宏观经济变量后,市场竞争和产权改革变量均对电力行业增长具有显著的正向效应,且市场竞争的效果更为显著;管制政策对电力行业增长具有正向效应,但显著性和稳健性较弱。进一步地考察市场化改革对电力细分子行业发展影响的差异性以及改革过程中子行业间的相互关系,研究发现,火电和水电两个子行业间存在着显著的竞争替代关系;市场化改革对两者的影响存在差异:市场竞争对提高两者的经济绩效均具有显著的正向效应;火电行业的产权改革效应要优于水力行业;管制政策对火电行业绩效的影响要优于水电行业。以期本文的研究结论为继续深化电力体制改革提供现实借鉴。
