Abstract
本文使用1999-2007年中国制造业国有企业的面板数据,首次考察了国有企业的行政级别对全要素生产率(TFP)的效应和影响机制。我们发现:(1)国有企业的行政级别与TFP显著正相关。(2)相对于地方国企,央企在效率上既有先天优势,又有后天努力。在先天优势方面,央企凭借其行政级别获得了贷款优惠,这有利于提高TFP;在后天努力方面,央企通过节约行政成本提高了TFP。(3)在地方国企样本中,省级国企只有先天优势,没有后天努力,即省级国企仅仅通过获得更低的原材料采购成本提高了TFP。(4)无论是央企还是省级国企,它们的研发投入都没有提高TFP,这表明研发带来的仅仅是税收补贴效应而非创新效应。本文的发现对于改进国有企业的效率和优化国有企业的布局,具有重要的政策意义。
