Abstract

No presente trabalho de investigação (working paper) pretendemos analisar o enquadramento das políticas públicas no âmbito da inovação aberta (open innovation), tendo como referência geográfica e política a União Europeia. A linha de investigação apresentada neste documento irá partir do conceito de inovação aberta, analisando a sua pertinência no âmbito da investigação mais recente no que respeita às políticas públicas e à política de inovação da União Europeia. A análise preliminar indica que a inovação aberta tem vindo a ser considerada, em grande parte, pelos principais instrumentos europeus de apoio à inovação.

This working paper intends to analyze the framework of public policies within the open innovation approach, focused in the European Union reality. Starting from the open innovation concept, we analyze its relevance in the context of the EU public policy and innovation policy. Preliminary analysis indicates that open innovation has been considered by the major EU innovation support instruments.
