Abstract
The health system in Argentina is characterized by its fragmentation and multiplicity of actors, affecting the coverage and quality of the provision, despite having a level of health spending that is not far from that of developed countries. In this context, the question is how to improve the quality of services through a reallocation of health expenditure. Additionally, the demographic change will have an impact on public health expenditure, which generates the additional question of how to finance the increase in expenditures, within a framework of fiscal federalism where there are responsibilities at the federal and subnational levels.
