Abstract

Participatory municipal budget is an instrument of the new public management that incorporates citizen´s participation. With the use of this instrument, transparency and public accountability at all government levels are improved. It also ensures greater efficiency and effectiveness of public spending on the needs of the population. The study of participatory budget makes necessary a review of economic science and public administration. This combination makes it interesting. To implement participatory municipal budget, the role of the state and the citizens´ political culture becomes paramount due to the synergy that both create with their interaction in the process of governing. It is therefore important to study the public budgeting process, government spending and the attitude assumed by the citizens at the local level. Public budgeting has been implemented in developed and underdeveloped countries with interesting benefits in the programming of public expenditure. The methods and techniques used for citizens´ participation are diverse. In this paper we present the most important characteristics of successful experiences and lessons learned in Latin America to probe the prospects of participatory municipal budget in the municipality of Othón P. Blanco, Quintana Roo. A preliminary analysis of the transition from a mere theoretical position to the real practice of public budgeting is examined using the municipality of Othón. Blanco, Quintana Roo as a case study.
