Abstract

In this paper, we try to introduce an outline of an explanation of the sources of underdevelopment in the Arab world, by adopting a new definition of social capital and institutional efficiency. This concept will be summarized around the intuition of the spontaneous institution. It means respecting the rights of the other in a spontaneous and unconscious process. We have shown that institutional success is linked to the collective unconscious and to the spontaneous behavior of individuals. We have also shown that each nation has a spontaneous institution that reflects the level of respect for freedom and the degree of initiative. This institution can be qualified as social capital in societies where laws are respected spontaneously by the members of society. In other nations, however, it can be an economic and social obstacle. Thus, this institution affects human quality, the use, and development of knowledge, and the labor force in general. Therefore, in the presence of an inefficient spontaneous institution, the possibilities of growth and development are limited and the economy becomes unable to absorb all the flows of workers.
