Abstract

The study aims to search the possible effects of the proposed “Carbon Border Adjustment Mechanism” (CBAM) on the goods and the structure of the CBAM sectors in Turkey’s exports to EU. By using the recent data of TURKSTAT, EUROSTAT, United Nations Comtrade and the Central Bank of the Republic of Turkey, some descriptive figures and tables are used to make some comparative assesments. The findings show that the share of CBAM goods is 5.1 and 10.8 percent, respectively in Turkey’s total exports and export to EU-28. The R&D expenditures, as an indicator to the transitions to a low carbon production, of the main CBAM sectors are lower than all sectors and these sectors have low labor usage; or high capital usage. In medium term, the policy makers should have the precedance for monitoring, transition, sustainability and resource efficiency to a low carbon emission production of prior goods, and for understanding the credit channel. There are some uncertainties limiting the study. These are about centralisation of the CBAM governance such as the categorisation of goods falling in the sectors, CBAM certificates and registry of CBAM declarants. Besides, the volatility of European Union-Emissions Trading System in the recent years, with which the CBAM is designed to function in parallel, hinders to calculate the transition costs of the sectors.
