Abstract

From the perspective of economists, science is a key source of economic growth. Scientific labor operates within a distinct labor market, the reward structure of science has been transformed, and science itself is a public good produced through research. The main pillars of scientific development are scientists, scientific institutions, educational programs, and the governance of scientific organizations. In Iran, the institutional development of science faces significant challenges, including the administrative system of universities and research institutes, weaknesses in incentive mechanisms, limited competition among scientific institutions, insufficient financial, educational, research, and organizational autonomy, constraints on international engagement, the changing nature of science, and the evolving mission of scientific institutions under globalization. These challenges have prevented universities and research institutes from fulfilling their intended functions effectively, despite their formal designations.
