For most economists as D. Kaufmann et al. (2007), corruption has roots in the content of economic power. The representative indicator is a global phenomenon which particularly affected developing countries, corruption is rooted in the structural weakness of local institutions and the failure of public policy and decision control officials to lute against this social scourge. It denotes a problem of allocation of resources essential to the welfare of the individual. That is why, finally, we will study later the determinants of corruption namely microeconomic determinants and macroeconomic determinants while focusing on human capital factor.
