Abstract
This book is the result of a project organized by the International Centre for the Study of East Asian Development (ICSEAD), Kitakyushu, Japan, between April 2001 and March 2004. The book contains revised versions of several papers first presented at a project workshop on 12-13 July 2002, in addition to a couple of papers added after the workshop. The papers were designed to be part of a cohesive volume addressing the following questions, among others: 1. What factors have driven the large-scale restructuring of Northeast Asia's steel industry in the 1990s and into the 21st century? 2. How has government policy toward the steel industry changed in Northeast Asia? What are the quantitative and qualitative effects of these changes? 3. What are the major trade policy measures affecting the steel industry in Northeast Asia? What are the quantitative and qualitative effects of these measures? Is there any evidence that Northeast Asian steel makers are dumping steel in foreign markets? 4. How has the corporate landscape in Northeast Asia changed? How do recent trends toward privatization and the proliferation of strategic alliances relate to the industry's restructuring and what policy issues might they raise?
