Abstract

The story of the Mongol goatherd and the cashmere industry is a classic example of institutional overconfidence ultimately to undermine public trust. The fact that world trade manoeuvres along political undertones and historical nuances, policy exists as the interpretive and questioning touchstones to discern and reflect upon practices and outcomes. Policy seeks to create specific, deliberate futures for communities. Thus it is the crucial role of Government to determine policy intent, if not to shape the meaning and the form of societal conduct. Significance implies a degree of importance on the issue well within context of the economic, ecological and ethnic orientation of a specific region. This reasons appropriate action is due any inconsistencies or consequences that could result policy formulation. In the examination of the capabilities of the cashmere industry across its strategic priorities, policy issues such as access to financing, simulation of tax and survey results—there is no sufficient evidence to show that policy supported the nomadic goatherd in the adaptation to Globalisation. This document is a desk review for the evaluation of policy with regards to the Mongolia cashmere industry. It should be read as a compilation and synthesis of findings, rather than in conclusion of any particular line of enquiry.
