Abstract

This research work is the end result of almost a decade of multiple tasks that began with a thorough investigation of the state of the art belonging to Information and Communication Technologies (ICTs) developed for Higher Education Institutions of the public sector in order to comply with the General Law of Government Accounting published in the Official Gazette of the Federation on December 31, 2018, and whose finally resulted in the planning, development, implementation, and monitoring of a system based on information technologies with the requirements and characteristics established in the aforementioned law, as well as the budgetary and accounting standards and best practices within a framework of efficiency, rationality, austerity, and transparency of the use of public resources.Through documentary and quantitative research techniques, the study of the impact of ICTs in a Public Institution of Higher Education in the City of Mérida, Yucatán, with an approximate enrollment of six thousand students and six hundred employees between teachers and non-teachers teachers, and is among the ten most important in the country's technological education system. The importance of the research lies in being able to verify and demonstrate how through information systems it is possible to streamline, rationalize, and transparent the use of public resources.
