Abstract

Option for a knowledge society requires investment in human resources development to encourage employees to acquire new skills and accept occupational mobility. Effective strategies to improve access to learning and training throughout life, in order to eliminate the deficit of competence, shared responsibilities to ensure coordination of public authorities, social partners and individuals with relevant contribution from civil society. The social partners are requested to negotiate measures to improve education and training continue and to increase their resilience. Investing in human resource development and use of their high contribution to competitiveness, to increase quality jobs and avoid job losses. In a society where every individual will be determined by the ability to learn and master fundamental skills. "Learning relationship" will become dominant in the structure of future society and the relationship between universities and professional bodies will become more apparent.
