Abstract

This document describes the main issues of the New Basel Accord, highlights the roles and organization of the Basel Committee on Banking Supervision (BCBS) and the Bank for International Settlements (BIS), and offers some arguments against some of the criticism that has been voiced against the new accord, namely that : a) it is very complex; b) it enhances the procyclicality of the financial system; c) It overweighs the opinion from rating agencies; d) it adversely affects the small and medium enterprises and developing countries; and finally e) it does not take the characteristics of emerging economies into account. The document concludes it is essential for supervisors and banks to engage in frequent conversations about the potential effects of the New Basel Accord.

The text is based on a presentation made at the “Convención Bancaria 2003”, of the Colombian Bankers’ Association (“Asociación bancaria y de entidades financieras de Colombia”), Cartagena, Colombia, 12 June 2003.
