Abstract

Currently, the needs that entire populations face have led to the debate on economic growth and development. Regional development, being a new approach to growth and development based on microregional planning, contemplates three interrelated types of economic policy: sectorial, territorial and environmental. Environmental policies set the framework of action for the others (sectorial and territorial), combining the conservation, defense and improvement of natural resources (water, air and land). These policies are increasingly acquiring relevance due to their close link to the social demands of citizens. At present, one cannot speak of development without including, in an articulated way, the economic, political, social and environmental issues. There are still many economies that base their production on the use of natural resources, even with the introduction of technological innovation in that activity. Sustainable development is important for the rational use of natural resources, avoiding to the maximum the negative externalities and high costs that it generates. In the case of the State of Quintana Roo, tourism and forestry are of particular importance in its development, making sustainability essential for a balanced growth and an equitable distribution of wealth.
