Abstract

New public management is based on citizen’s participation. It is at the local level where this participation takes place. This has resulted in public management at the municipal level becoming increasingly important. However, there are certain characteristics that must be met by the inhabitants in general, so that their participation in governmental decision-making be useful, provoking the efficiency and effectiveness of governments’ actions. Citizens, as stakeholders in government, makes them co-responsible of local development. The level of education is often related to the degree of citizen’s participation. This is because the higher the preparation, the more knowledgeable they become about the political, economic and social environment. Information becomes a key to decision-making. The opposite could lead to poor decisions and therefore waste of resources especially in the use of the public budget. This paper shares the experience of citizen’s participation in Othón P. Blanco and its relation with the level of education. It tries to predict consequences for the municipal public management based on the characteristics of the citizens of Othón P. Blanco.
