Abstract

The problem of institutional convergence is extremely new and there are not many reference works. The paper developed a methodology by which it identified four important stages in the assessment of institutional convergence. These are: the analysis of the initial state (the analysis base, the starting point or reference point); identifying the limit, state or predefined value as a convergence target; estimating the rate of convergence or the speed with which the analyzed object (the institutional system of environmental protection) approaches (or not) the point of convergence; identification of the driving force driving the convergence process or the convergence attractor. The author makes a proposal of ten qualitative criteria for convergence in the field of environmental protection organizations. Were also analyzed the financing structures for environmental protection investments are not part of the environmental acquis itself, but rather are related to the acquis regarding economic and social cohesion. In this case it is difficult to identify the institutional convergence because these mechanisms are specific only to each Member States that still receive support through the Structural Funds. The environmental protection structures have undergone transformations on two major directions of the acquis communautaire. The first direction of transformation was outlined by Chapter 22 on the Environment and the second direction was outlined by Chapter 21 on Economic and Social Cohesion.
