Abstract

Presidential Regulation (Perpres) No. 82 of 2016 concerning the National Inclusive Financial Strategy established on September 1, 2016, is one of the Government's efforts to improve public access to financial services. A survey from several foreign survey institutions such as the World Bank states that the level of financial inclusion is still low. On the other hand, the Central Statistics Agency, for the first time, released the results of a survey on the use of savings by the community in the 2015 Susenas. This paper contributes to finding out the level of financial inclusion at the national and provincial levels. This paper also helps to confirm whether the survey results from abroad are following the survey results from the Central Statistics Agency in the 2015 National Socio-Economic Survey. The results of the study indicate that nationally the level of financial inclusion shown from the use of savings and loans is 35.7% and 5.52%. Whereas at the provincial level, the average utilization of savings and credit at formal financial institutions at the provincial level is 1.05% and 0.13%. Households in provinces located on the island of Java and several regions outside Java, such as North Sumatra and South Sulawesi, generally access financial services both savings and credit far above the national average. This finding also shows that the level of financial inclusion in several provinces in Java is higher than in regions outside of Java.
