Abstract

Recent developments in labor relations in Quebec carry several controversies. Public sector organizations have undergone major changes and have had to adapt to changing business environments. Like the private sector, outsourcing has normalized with the emergence of neoliberalism. This article compares the existing literature on public-private partnerships and subcontracting. Our main research objective is to decipher the nature of this link. Indeed, a theoretical conception is required to assess the scientific relevance of the hypothesis of the reconfiguration of labor markets. All of the analyzes show that subcontracting in the public sector is nothing other than a mesh between economics and politics well aligned with managerial perspective. Despite the gains in terms of transaction costs, it has only served as a factor of tension between the government and the trade unions.
