Abstract

In the present Doctoral Thesis, we offer an analysis of the Local Agenda 21 and of the achievements reached in the attainment of a Sustainable Development through these programs. With this aim, firstly, we have established the institutional and conceptual framework of the Sustainable Development. Secondly, we present the singularities that affect the Local Agenda 21 programs, focusing on the methodological bases and the political-institutional framework with the objective of elaborate different studies on three government levels: international, focusing on the European region leader in these initiatives; state level, carrying out a comparative analysis of the actions and financial funds destiny by the different Autonomous Governments; and within the Autonomous Community of the Basque Country. Thirdly, we carry out an evaluation of the Politics of Local Agenda 21 applied in the Historic Territory of Bizkaia using the Multiple Factorial Analysis and the Analysis Cluster. Finally, we highlight several weaknesses appreciated in these processes and propose a set of recommendations for improvement.
